Abstract
Der Zerfall der kommunistischen Systeme vor 20 Jahren und damit verbunden der Übergang von der zentralverwaltungswirtschaftlichen zur marktwirtschaftlichen Ordnung hat das öffentliche Interesse an den institutionellen Bedingungen gesellschaftlichen und ökonomischen Erfolgs erheblich ausgeweitet. Zugleich führte die Einbeziehung von rund einem Viertel der Menschheit in den globalen Markt zu einer beträchtlichen Intensivierung der wirtschaftlichen Kooperation, aber auch zu einer Erhöhung der Wettbewerbsintensität. Europa als der Kontinent, in dem der Antagonismus der Systeme besonders fühlbar war, fing an, sich vieler gemeinsamer Wurzeln in kultureller, politischer und ökonomischer Hinsicht zu besinnen. Die europäische Integration als ein Versuch, die neu erlangten Freiheiten irreversibel zu machen, bedeutete auch, dass die Rückwirkung des europäischen Einigungsprozesses auf die Post-Transformationsländer, aber auch auf andere Länder, die plötzlich neue Partner und Konkurrenten auftreten sahen, zugenommen hat. Als wissenschaftliches Institut der wirtschaftspolitischen Beratung mit Standort in Ostdeutschland hat sich das IWH daher in den vergangenen Jahren mit besonderem Interesse den Fragen der Entwicklung in Post-Transformationsländern, der europäischen Integration und vor allem auch den wechselseitigen Beziehungen gewidmet. Im Vorfeld von „20 Jahre Deutsche Einheit“ wurde eine Datendokumentation vorgelegt, eine Analyse der Zahlungen zwischen West- und Ostdeutschland publiziert und ein erstes Themenheft in dieser Zeitschriftenreihe veröffentlicht. Das Jahr 2010, in dem sich die Deutsche Einheit dann zum zwanzigsten Mal jährt, wird von diesem zweiten Themenheft begleitet und von einer Konferenz „20 Jahre Deutsche Einheit – Von der Transformation zur europäischen Integration“, in der die internationale wissenschaftliche Gemeinschaft und die wissenschaftsnahe Wirtschaftspolitik zu dem Entwicklungsprozess Stellung nimmt.

20 years of innovation policy in East Germany – from a pure “survival support” to high-tech subsidy

Abstract
The article uses the occasion of “20 years German re-unification” in order to provide an overview of the range of innovation policy schemes in East Germany with the intention to identify changing patterns or paradigms in its philosophy and priorities over time. In general, innovation policy schemes aim at increasing research and development (R&D) activities of companies in order to strengthen their competitiveness as market incentives for R&D are usually too low (problem of market failure). However, in East Germany in the early 1990s the situation was different. At the very beginning, the transformation process in East Germany was accompanied by innovation policy schemes that aimed at the pure maintenance of industrial research and the stock of R&D personnel since the potential for innovation was at a risk to be eliminated completely. In the late 1990s the intention of innovation policies changed. Instead of financial support primarily for human resources, innovation policy schemes since then focused on the support of cooperation projects between different research entities (companies and scientific organizations) and, later on, also the setup of networks in order to close the economic differences between East and West Germany.

Abstract
During the 1990s, public indebtedness rose remarkably in all German political subdivisions. This development was particularly strong in the New Länder. At the beginning of the 1990s, they had low indebtedness rates. Today, 20 years later, the debt level of some New Länder lies over the average value of all Federal states. The background of this development is complex and depends also on the individual situation of each state. Generally, the rise of the debt level of the New Länder can be attributed to the 1990s’ estimation of a fast adjustment of the New Länder’s economic and financial power to that of the old Federal states. From today's point of view, this estimation was too optimistic. Furthermore, the New Länder have been affected differently by the transformation-conditioned structural change and the therefore arising difficulties with the necessary adjustment to the market.
In Saxony-Anhalt, which is characterised by the highest debt level of the New Länder, the collapse of the basic industry has led to high regional unemployment and to a substantial migration of the population. Still Saxony-Anhalt has countrywide the largest negative migration balance.
Regardless of these state-specific characteristics of the transformation process, there is a gradual change in the attitude towards existing debts and their handling, starting around the year 2000. So, the interest in budget consolidation increases constantly. This development was supported by the economic boom of the years 2006 and 2007. At present, the economic crisis puts the consolidation efforts of the states to the test.

Abstract
Die Studie skizziert den Prozess der Entstehung des ostdeutschen Innovationssystems seit 1990 und bezieht in die Untersuchung auch den historischen Kontext mit ein, in dem die Struktur und die Philosophie des Forschungs- und Innovationssystems der DDR erläutert werden. Nach dem Systemumbruch wurden in den frühen 1990er Jahren durch die Privatisierung und die Transformation der Wissenschaftseinrichtungen für das heutige System wesentliche Weichen gestellt. Dabei war die Forschungs- und Innovationsförderung seit Beginn der Transformation ein wichtiger „Wegbereiter“ des ostdeutschen Innovationssystems. Aus heutiger Sicht lassen sich insbesondere drei Phasen der Forschungs- und Innovationsförderung unterscheiden: In der ersten Phase wurden noch im Jahr 1990 die „Maßnahmen der ersten Stunde“ verabschiedet, die darauf abzielten, dem massiven Rückgang der Industrieforschung in Ostdeutschland entgegen zu wirken. In der zweiten Phase (ab Mitte bzw. Ende der 1990er Jahre) erhielt die Projektförderung ein stärkeres Gewicht. Dabei gewann der Gedanke der Kooperations- bzw. der Verbundförderung zunehmend an Bedeutung. In der dritten Phase (seit ca. 2003 bis heute) ist ein weiteres Instrument der Innovationspolitik, die Netzwerkförderung, in den Vordergrund getreten. Sie stellt heute neben der Einzel- und Verbundprojektförderung einen festen Bestandteil der Förderlandschaft dar. Der lange Weg zur originären Innovationstätigkeit nach einem kompletten Systembruch lässt sich jedoch allein durch die Bereitstellung von mehr Mitteln für FuE nicht bewältigen. Die heutigen transformationsbedingten Strukturschwächen der ostdeutschen Wirtschaft lassen sich nur durch gänzlich neue Technologien überwinden. Ein neuer Technologiezyklus wird in der Lage sein, neue Industriezweige hervorzubringen. Dies zu unterstützen ist die zukünftige Aufgabe der Forschungs- und Innovationsförderung.

Industry Concentration and Regional Innovative Performance – Empirical Evidence for Eastern Germany

Abstract
Regarding technological innovativeness, the transformed economy of the former German Democratic Republic (GDR) clearly lags behind the western part of the country. To face this weakness a broad mixture of policy measures was carried out in recent years. Particular attention is drawn to the development of industry concentrations and economic ‘clusters’. However, little is known about the effectiveness of these policy measures regarding how industry concentrations in fact promote innovative performance in Eastern Germany. The present study tries to fill this gap by analysing the relationship between industry concentration in Eastern Germany and regional innovative performance. Our empirical analysis is based upon the number of patent applications of 22 manufacturing industries in 22 Eastern German planning regions. The estimated regression models indicate an inverted-U relationship between the degree of industry concentration and innovative performance. An exceedingly high degree of industry concentration in one region hampers regional innovative output. We discuss policy implications of our findings and give recommendations for future refinement of ‘cluster’-supporting policy schemes in Eastern Germany.

Abstract
Often the rise from the ruins of socialism is only considered from an economic perspective. In fact we know that economic success relates to considerable extent to its cultural prerequisites. The article analyzes the present development of the New Lander within the perspective of pre-economic cultural imprints of East Germany. It shows for East Germany that beside the specific mixture of protestant work ethic and status seeking, which generated own “living worlds”, the different development of society, especially the middleclass basis and entrepreneurship are of special importance. In addition, the lost interest in unification by West Germany is an important factor that explains why West Germans had little interest to explain their own economic and social system. These conditions put economic performance in a critical perspective.

Will there be a shortage of skilled labor? An East German perspective to 2015

Abstract
We analyze the supply and demand of skilled labor in an East German federal state, Thuringia. This state has been facing high unemployment in the course of economic transformation and experiences population aging and shrinking more rapidly than most West European regions. In a first step, we use extrapolation techniques to forecast labor supply and demand for the period from 2009 to 2015, disaggregated by type of qualification. The analysis does not corroborate the notion of an imminent skilled-labor shortage but provides hints for a tightening labor market for skilled workers. In a second step, we ask firms about their appraisal of future recruitment conditions, and both current and planned strategies in the context of personnel management. The majority of firms plans to expand further education efforts and to hire older workers. The study closes with policy recommendations to prevent occupational mismatch.

Abstract
The composition of population in East Germany has strongly changed since the political transformation process. The development is pushed, apart from the specific fertility and mortality behavior, by a persistent migration loss in the last 20 years. This migration deficit of East Germany has accumulated to 1.9 million people. Against this background, the article analyses the risk of demographic change to the potential regional development.
However, a further drastic decrease in population is probable due to missing births. In a short perspective, the contraction of the employed persons increases the capital intensity and thus the productivity of a region. In the long run, it comes to a lasting decrease of the labour supply. Therefore, the impact of demography on the East German development is uncertain.

Abstract
Contagion was only the trigger of the unexpectedly severe crisis in European post-transition countries. Rather, increasing financial fragility of the countries since 2001, after their banking and financial sector was overtaken by international financial institutions, was the origin. Euphoric expectations induced an asset price inflation followed by an increasing debt burden of the private sector, which was fueled by net capital inflows. This study argues that simple concepts of demand reduction do not offer any way out of the crisis. A second transition is necessary, which establishes a new growth model being robust against speculative capital flows and offering high growth rates.

Das Institut für Wirtschaftsforschung Halle stellt 20 Jahre nach der “friedlichen Revolution“ am Montag, 7. September 2009, in Berlin im Rahmen einer Pressekonferenz das Datenkompendium „Ostdeutschlands Transformation seit 1990 im Spiegel wirtschaftlicher und sozialer Indikatoren“ vor. Damit legt das Wirtschaftsforschungsinstitut erneut eine Dokumentation der wirtschaftlichen und gesellschaftlichen Entwicklung im vereinten Deutschland vor.
