Abstract
Das Geschäftsklima im ostdeutschen Baugewerbe hat sich laut IWH-Umfrage unter mehr als 300 Unternehmen im April weiter verbessert. Die Geschäftslage wie auch die Geschäftsaussichten haben sich nicht zuletzt witterungsbedingt gegenüber dem Jahresanfang deutlich aufgehellt. Inzwischen gehen 60% der befragten Unternehmen von einer guten oder eher guten Geschäftslage aus, bei den Aussichten bis zum Herbst trifft dies sogar für knapp 69% der Unternehmen zu. Die Urteile liegen über den Werten aus den vergangenen zehn Jahren. Auch bei Ausschaltung der Saisoneinflüsse weisen die Meldungen auf eine klare Aufwärtsbewegung des Geschäftsklimas insgesamt hin. Die Klimaverbesserung kommt zu etwa gleichen Teilen aus den Einschätzungen zur Lage und zu den Aussichten.

Longterm development of return on assets – an empirical panel data analysis

Abstract
One of the basic propositions of economic theory is the fact that competition does not allow permanent very high or very low returns. But how can the permanent surplus gain of a monopolist be distinguished from innovation gains? In which markets is a regulatory interference necessary? Contrary to the static analysis, the concept of dynamic competition explicitly considers the temporal development of return and gain. An entrepreneur can achieve an advantage over the competitors through new products or new production processes. Hence arising innovation gains function as incentives for imitators to join the development which in turn leads to a reduction of the surplus gains. Thus, these gains are not contradictory to an effective competition. On the basis of annual balance sheets of German firms, this article analyses the temporal development of returns on assets. It is to evaluate whether the adaptation process assumed by Schumpeter that matches very high and very low gains with a longterm level can be confirmed, and how fast this process works. The average industry returns of the manufacturing industry show a convergence to a longterm level. During this process, an average of 40% of the deviation from the longterm level are melted every year. However, the analysis of company returns shows longterm differences. The adaptation rate of companies, 50%, is significantly higher compared to the industry value. The analysis of the connection between the adaptation rate and the longterm return level of companies proves that companies which face above-average competition strength obtain a higher longterm return level than other companies. When firms operate within markets with high stress of competition they do not achieve below-average returns but rather significantly above-average returns in the long term.

Network Investment and the Threat of Regulation – Preventing Monopoly Exploitation or Infrastructure Construction?

Abstract
In summer 2005, the German telecommunication incumbent Deutsche Telekom announced its plans to build a new broadband fibre optics network. Deutsche Telekom decided as precondition for this new network not to be regulated with respect to pricing and third party access. To develop a regulator's strategy that allows investments and prevents monopolistic prices at the same time, we model an incumbent's decision problem under a threat of regulation in a game-theoretical context. The decision whether to invest or not depends on the probability of regulation and its assumed impact on investment returns. Depending on the incumbent's expectation on these parameters, he will decide if the investment is favourable, and which price to best set. This price is below a non-regulated profit maximising price, since the incumbent tries to circumvent regulation. Thus, we show that the mere threat of a regulator's intervention might prevent supernormal profits without actual price regulation. The regulator, on the other hand, can influence both investment decision and the incumbent's price via his signals on regulation probability and price. These signals an be considered optimal, if they simultaneously allow investment and minimize the incumbent's price.

Economies of Scope in European Railways: An Efficiency Analysis

Abstract
In the course of railway reforms in the end of the last century, national European governments, as well the EU Commission, decided to open markets and to separate railway networks from train operations. Vertically integrated railway companies – companies owning a network and providing transport services – argue that such a separation of infrastructure and operations would diminish the advantages of vertical integration and would therefore not be suitable to raise economic welfare. In this paper, we conduct a pan-European analysis to investigate the performance of European railways with a particular focus on economies of vertical integration. We test the hypothesis that integrated railways realise economies of joint production and, thus, produce railway services on a higher level of efficiency. To determine whether joint or separate production is more efficient we apply a Data Envelopment Analysis super-efficiency bootstrapping model which relates the efficiency for integrated production to a virtual reference set consisting of the separated production technology. Our findings are that in a majority of European Railway companies exist economies of scope.

Abstract
Seit längerem bestehen in Deutschland Zweifel an der Effizienz des vorwiegend kommunalen Wasser- und Abwassersektors. Hinzu kommt, daß – zumindest hinsichtlich kaufmännischer Daten – keine amtlichen Erhebungen oder sonstigen allgemein zugänglichen Datenquellen für diesen Bereich existieren und somit die wasserwirtschaftlichen Verbände ein „Datenmonopol“ besitzen. Von verschiedenen Seiten, z. B. im sog. „Ewers-Gutachten“ aus dem Jahr 2001, wurde daher eine erhöhte Transparenz der Wasserwirtschaft als Anreiz zur Effizienzsteigerung angemahnt, insbesondere über obligatorische und öffentliche Leistungsvergleiche der Wasserversorger á la Niederlande.

Abstract
Im ostdeutschen Verarbeitenden Gewerbe haben am Ende des ersten Quartals 2006 die Auftriebskräfte weiter die Oberhand, wie die IWH-Befragung unter rund 300 Industrieunternehmen signalisiert. Die seit geraumer Zeit anhaltende Erwärmung des Geschäftsklimas setzte sich auch im März fort. Sowohl die Einschätzungen zur Geschäftslage als auch zu den Geschäftsaussichten haben sich im Vergleich zur Vorperiode verbessert, das Geschäftsklima übertrifft die optimistischen Urteile vom Januar deutlich. Die seit einigen Monaten von den Unternehmen geäußerte Zuversicht in den Geschäftsaussichten ist zum einen in der Lagebewertung „angekommen“, und befindet sich zum anderen gegenwärtig auf einem Fünf-Jahres-Hoch.

Abstract
In contrast to the majority of the former centrally planned economies, the East German economy has suffered from enormous losses in the transformation process. In the study the question is analyzed whether exports can contribute to the catching-up process in transitional economies. Here it must be explained why the firms emerging out of the privatization process in economies in transition are successful if the export sector consists of small and medium sized enterprises. That is the case with East German manufacturing industry. The study is based on individual company data from the surveys of the East Germany's and North Rhine Westphalia's manufacturing industry between 1995 and 2001 stemming from official statistics.

Abstract
Das Verarbeitende Gewerbe entwickelte sich im Jahr 2005 bei einem Umsatzzuwachs von 6,9% gegenüber 2004 deutlich günstiger als die ostdeutsche Wirtschaft insgesamt. Die konjunkturelle Erholung der Industrie schlägt sich auch in der guten Ertragslage der Betriebe nieder: drei von fünf Unternehmen schrieben im vergangenen Jahr Gewinne. Dabei befindet sich ein besonders hoher Anteil an erfolgreichen Unternehmen unter den Exporteuren, von denen ca. 67% das Jahr 2005 mit Gewinn abschlossen. Für dieses Jahr erwartet das Gros, d. h. mehr als zwei von drei Firmen, einen Anstieg der Umsätze. Insgesamt veranschlagten die Unternehmen ein Umsatzplus von 2,5%. Die Erwartungen dürften aber eher den unteren Rand des Möglichen kennzeichnen. Trotz der Umsatzsteigerung ist keine Entspannung am Arbeitsmarkt in Sicht. Dort, wo für 2006 positive Zuwachsraten beim Umsatz veranschlagt werden, ist in lediglich 38% der Fälle auch eine Personalaufstockung beabsichtigt. Insgesamt wird es keinen Aufbau der Beschäftigung geben: so steht einer leichten Aufstockung der Beschäftigtenzahl im Investitionsgütergewerbe (+4%) die Reduzierung des Personalbestands in der Konsumgüterindustrie gegenüber (-5,6%). In diesem Zusammenhang dürften sowohl Produktivitätsreserven als auch Kündigungsmodalitäten sowie die Langfristigkeit der Personalplanung eine Rolle spielen.

Abstract
Die Geschäftslage im ostdeutschen Baugewerbe hat sich laut IWH-Umfrage unter mehr als 300 Unternehmen im Februar witterungsbedingt gegenüber dem Jahresende 2005 verschlechtert. Ob-wohl die negativen Urteile wegen des vergleichsweise harten Winters mit 60% erwartungsgemäß deutlich überwiegen, wird eine Verbesserung gegenüber dem Vorjahr sichtbar. Die Geschäftsaussichten werden mit Blick auf das Frühjahr sehr viel günstiger als zum Jahreswechsel eingeschätzt. Erstmalig seit sieben Jahren fällt der Saldo aus den Bewertungen sogar wieder positiv aus, wenn auch knapp.

Abstract
Modern entrepreneurship comprises a mix of bourgeois morale and the striving for adventure: Bourgeois morale implies efficiency, reputation, the rule of the law. And adventure implies new frontiers, the spirit of competition, innovation and a pioneer’s attitude – up to the destruction of competitors. The modern entrepreneur’s social position thus is a ambiguous; the entrepreneur needs a special attitude with respect to economic activity as discussed by Werner Sombard (1913) and Max Weber (1905); society has to accept the positive ethical quality of profit seeking in order to survive. The modern theory of the enterprise promoted by neoclassic theory does not include any of these elements of real entrepreneurship. Industrial organisation theory tries to structure models closer to reality, thus allowing empirical testing. In many aspects, it is based on neoclassic theory, but also accepts the concept of strategic behaviour which includes potential reactions of other market participants in ones own activities. Elements of evolutionary economics, risk theory and modern information theory thus become important. The overarching question of the entrepreneur, who strives for a higher than normal profit in the market becomes: under which conditions should I enter the market and under which conditions will potential entrants do the same? How should I set my prizes and what reactions must I expect? How can I signal friendly behaviour to competitors? How can I differentiate myself from them? What importance do innovations and advertising have? The book roles out these questions in three large chapters on technology and market structure, on prize setting and signalling, and on research, development and innovation. An introduction explains individual behavioural patterns within the societal context – often in a historical perspective. Three methodological chapters introduce the reader into strategic thinking as the core aspect of the industrial organisation theory, the “old industrial organisation theory” and the neoclassic basic models. Each chapter is extended by exercises and tips for solutions.
