Abstract
Deutschlands Mehrfamilienhäuser verbrauchen immer weniger Energie. Dies ist das Ergebnis des ista-IWH-Energieeffizienzindex für die Abrechnungsperiode 2010. Gegenüber der Vorperiode ist der Energiebedarf für Raumwärme bundesweit um rund 2,3% zurückgegangen. Im Fünfjahresvergleich ist dies leicht unterdurchschnittlich: Im Mittel betrug der Rückgang rund 2,4% seit 2005. Dennoch ist der Energieverbrauch mit rund 131,1 Kilowattstunden je Quadratmeter Wohnfläche im Jahr nach wie vor deutlich von dem von der
Bundesregierung formulierten Ziel – einer Reduktion des Energieverbrauches von Immobilien um 80% bis 2050 – entfernt. Das räumliche Muster der durchschnittlichen Energiekennwerte verändert sich insgesamt nur sehr langsam. Tendenziell ist eine Angleichung zwischen den Neuen und den Alten Ländern zu beobachteten. Im Osten stagnieren die Energiekennwerte auf einem Niveau unterhalb des Bundesdurchschnitts, im Westen sinken sie in den meisten Regionen. Eine höhere Dynamik geht dabei insbesondere von den Regionen im Süden Deutschlands aus.

Abstract
Das im Herbst 2010 vorgestellte Klimakonzept der Bundesregierung hat eine heftige Kontroverse über die Wirtschaftlichkeit energetischer Gebäudesanierungen nach sich gezogen. Der vorliegende Beitrag greift den Aspekt unterschiedlicher Eigentümerstrukturen im Mehrfamilienhausbereich auf und zeigt, dass die Ergebnisse energetischer Sanierungsmaßnahmen hinsichtlich der Größe eines Anbieters differenziert betrachtet werden müssen. Die einführende Diskussion theoretischer Argumente legt dabei nahe, dass große Immobilieneigentümer aufgrund ihrer Erfahrung in der Planung und Durchführung von Sanierungen sowie aufgrund von Größenvorteilen bei der Beschaffung und Ausführung von Bauleistungen zu geringeren Grenz- und Durchschnittskosten sanieren können. In
der Folge sollten bei diesen Anbietern nach Abschluss der Sanierung höhere Energieeffizienzniveaus zu beobachten sein. Hierfür können im Rahmen einer regressionsanalytischen Untersuchung starke Indizien präsentiert werden.
Die Sanierungsergebnisse unterscheiden sich signifikant: Während Kleinst- und Kleinanbieter mit einer Vollsanierung eine durchschnittliche Verbesserung der Energiekennwerte um 14,7% bzw. 16,7% erreichten, lag dieser Wert bei Großeigentümern bei 32,3%. Für politische Entscheidungen hinsichtlich der Fortentwicklung der Energieeinsparverordnung bedeutet dies, dass pauschale Vorschriften und Regelungen im Bestreben um mehr Energieeffizienz zu kurz greifen.

Finance and Growth in a Bank-Based Economy: Is It Quantity or Quality that Matters?

Abstract
Most finance–growth studies approximate the size of financial systems rather than the quality of intermediation to explain economic growth differentials. Furthermore, the neglect of systematic differences in cross-country studies could drive the result that finance matters. We suggest a measure of bank’s intermediation quality using bank-specific efficiency estimates and focus on the regions of one economy only: Germany. This quality measure has a significantly positive effect on growth. This result is robust to the exclusion of banks operating in multiple regions, controlling for the proximity of financial markets, when distinguishing different banking sectors active in Germany, and when excluding the structurally weaker East from the sample.

What Happened to the East German Housing Market? – A Historical Perspective on the Role of Public Funding –

Abstract
The paper analyses the development of the East German housing market after the reunification of the former German Democratic Republic and the Federal Republic of Germany in 1990. We analyse the dynamics of the East German housing market within the framework of the well-known stock-flow model, proposed by DiPasquale and Wheaton. We show that the today observable disequilibrium to a large extend is caused by post-unification housing policy and its strong fiscal incentives to invest into the housing stock. Moreover, in line with the stylized empirical facts, we show that ‘hidden reserves’ of the housing market were reactivated since the economy of East Germany became market organized. Since initial undersupply was overcome faster than politicians expected, the implemented fiscal stimuli were too strong. In contrast to the widespread opinion that outward migration caused the observable vacancies, this paper shows that not weakness of demand but supply side policies caused the observable disequilibrium.

Abstract
We integrate international business theory on foreign direct investment (FDI) with institutional theory on intellectual property rights (IPR) to explain characteristics and behaviour of foreign investment subsidiaries in Central East Europe, a region with an IPR regime-gap vis-à-vis West European countries. We start from the premise that FDI may play a crucial role for technological catch-up development in Central East Europe via technology and knowledge transfer. By use of a unique dataset generated at the IWH in collaboration with a European consortium in the framework of an EU-project, we assess the role played by the IPR regimes in a selection of CEE countries as a factor for corporate governance and control of foreign invested subsidiaries, for their own technological activity, their trade relationships, and networking partners for technological activity. As a specific novelty to the literature, we assess the in influence of the strength of IPR regimes on corporate control of subsidiaries and conclude that IPR-sensitive foreign investments tend to have lower functional autonomy, tend to cooperate more intensively within their transnational network and yet are still technologically more active than less IPR-sensitive subsidiaries. In terms of economic policy, this leads to the conclusion that the FDI will have a larger developmental impact if the IPR regime in the host economy is sufficiently strict.

A Lesson Learned? Pre- and Post-Crisis Entry Decisions in Turkish Banking

Abstract
This study looks at the determinants of entry by Turkish banks into local markets during the periods before and after the crisis of 2000–2001. Motivated by a theoretical model of entry, results of fixed-effects logit regressions suggest that there has been a change in the geographical diversification strategies of Turkish banks. It appears that the dominance of strategic concerns, such as competing with banks of similar size, has diminished, while economic concerns, such as incumbent characteristics and cost considerations, have become more important. Overall, the postcrisis restructuring policies seem to have led to improved decision making in the sector.

Abstract
Regional economic policy faces the challenge of two competing policy goals - reducing regional economic disparities vs. promoting economic growth. The allocation of public funds has to weigh these goals particularly under the restriction of scarce financial re- sources. If, however, some region turns out to be a regional growth pole with positive spillovers to its disadvantaged periphery, regional policies could be designed to recon- cile the conflicting targets. In this case, peripheral regions could indirectly participate in the economic development of their growing cores. We start our investigation by defining and identifying such growth poles among German regions on the NUTS 3 administrative level based on spatial and sectoral effects. Using cluster analysis, we determine significant characteristics for the general identification of growth poles. Patterns in the sectoral change are identified by means of the change in the employment. Finally, we analyze whether and to what extent these growth poles ex- ert spatial spillover effects on neighbouring regions and thus mitigate contradictory in- terests in regional public policy. For this purpose, we apply a Spatial-Cross-Regressive- Model (SCR-Model) including the change in the secondary sector which allows to con- sider functional economic relations on the administrative level chosen (NUTS 3).

FDI versus exports: Evidence from German banks

Abstract
We use a new bank-level dataset to study the FDI-versus-exports decision for German banks. We extend the literature on multinational firms in two directions. First, we simultaneously study FDI and the export of cross-border financial services. Second, we test recent theories on multinational firms which show the importance of firm heterogeneity [Helpman, E., Melitz, M.J., Yeaple, S.R., 2004. Export versus FDI. American Economic Review 94 (1), 300–316]. Our results show that FDI and cross-border services are complements rather than substitutes. Heterogeneity of banks has a significant impact on the internationalization decision. More profitable and larger banks are more likely to expand internationally than smaller banks. They have more extensive foreign activities, and they are more likely to engage in FDI in addition to cross-border financial services.

Regional analysis of East Germany: A comparison of the economic situation of states, districts, and municipalities

Abstract
A decade after the German unification we look at the extent of economic differentiation within East Germany. This is achieved by help of a set of selected statistical indicators for the years 1991 to 1998. Comparisons are drawn a) between the East German jurisdictions and b) between West and East German jurisdictions. On the federal state (Laender) level it can be shown that each state has developped its own specific economic profile. Brandenburg is characterized by a positive net migration (suburban function for Berlin), relatively low unemployment and high GDP values, but relatively low entrepreneurial activities. Saxony has achieved the lowest unemployment, a good endowment with human capital, modern industrial technology, infrastructure, and entrepreneurial activities. Special features of Thuringia consist of a relatively large number of patent applications and a stable industrial base. The economic state of Mecklenburg-Vorpommern is characterized by low industrial investment, negative net migration, and high unemployment. A special feature of this federal state is the intense investmenr in tourist services. Saxony-Anhalt registers the highest decrease in the numbers of industrial workers between 1991 and 1998 and the highest unemployment. On the other side it shows the highest amount of investment, especially in chemical industry and in mineral oil processing.
On the county level four clusters can be identified by means of a cluster analysis: A “cluster of counties with severe economic weaknesses” with a bias in the regions indutrialized in an early stage, a “cluster with a high human capital potential and suburbanization loss” consisting of 21 cities, a “cluster of counties with good economic results” predominantly surrounding the larger cities, and a “cluster of counties with SME growth potential” concentrating in Thuringia and Saxony.
The results at the city level show that the larger cities above 100.000 inhabitants, especially Dresden and Leipzig, do better than the smaller cities. Jena in Thuringia has specialized as a location for R&D, Zwickau in Saxony as a location for the automobile industry. Altogether the economic differences between the East German federal states, counties, and cities still are less pronounced than the degree of differentiation of their West German counterparts.
