Abstract
Since 1995, the manufacturing sector in East Germany has seen strong growth. This article aims at identifying the reasons for the dynamic development of production in this period. Though one major reason is the expansion of production capacities mainly in growth- and productivity-intensive sectors, an analysis of total factor productivity yields the result that improved competitiveness (presumably in yet existing firms) is even more important. Nevertheless, there are few industries where new establishments seem to play the major role.

Public Research Institutions in East Germany: a Promising Base for Economic Upturn?

Abstract
In the 1990s a lot was done to strengthen public research efforts in East Germany. The main indicators relating to public research reflect an ambivalent picture. Investment by universities and public research institutions outside the universities reached a higher level than in West Germany. However, there remains an East-West gap with respect to the capital stock. The per capita stock of R&D staff in the university sector reached almost the level in the old Länder. With respect to the university R&D in engineering sciences, among those fields of university research which are particularly business-related, per capita stock of staff as well as per capita investment in the Eastern German Länder are above the West German level. In university natural science the East-West pattern of the R&D input factors mentioned is reversed. The receipts of the universities acquired from research contracts, which may be used as an indicator to assess the quality of public research, reveal shortcomings. These shortcomings, though these have been partly caused by the transitional situation in East Germany`s universities, where new institutions were built up only gradually. The R&D institutions outside the universities are obviously better equipped than such institutions in West Germany.
The visible advantages offered by public sector research institutions in East Germany might be used much more intensively to foster the economic reconstruction in East Germany. In parallel with this, the remaining shortcomings of public R&D in East Germany should be eliminated. If reductions in universities´ capacities (due, for instance, to a declining number of persons who have a university entrance qualification) seem to be inevitable, the consequences of such restrictions should be carefully reconsidered.

year 2002. It is shown the strong influence of the capacity adjustments in construction
and state sectors on the economic growth. Moreover the article analyzes
in detail the chances and problems of the sectors “manufacturing“ and “construction“ with productivity and unit labor costs playing the central part in restoring their competetiveness.

Abstract
Since 1990, the date of German reunification, urban development and especially the recovery of inner cities in East Germany has been delayed by several factors including real estate restitution claims, inflexible preservation codes for historic buildings, and the shortage of stores for retailers. This blockade situation has resulted in the quick and intensified development of shopping centres as „inner city substitutes“ on the urban periphery. The combined effect of the factors preventing revitalisation strategies and the newly realised and practised potential for autonomous action by the authorities of smaller municipalities was a severe restriction for the governing capacities of the authorities of the larger cities. in regaining their governance capability city governments are dependent on urban groups joining and supporting public developmental strategies. In accordance with Stone (1993) and Stoker and Mossberger (1994) urban groups active in urban development policy can be described as urban regimes. In Germany three types of regimes can be differentiated. The cities differ with respect to the political strength and the forms of coalition and conflict between different urban regimes. Specific conditions in East Germany have led to a special regime constellation with a powerful „conservation regime“ on the one hand and a vivid „globalisation regime“ on the other hand. This conflicting constellation results in a developmental blockade. The hypothesis is that a third regime type, the „local alliance“, is missing and still has to be created by practices such as city marketing and city management. Only when this regime building process has advanced will new constellations of political coalitions and compromise become possible and be able to reduce governance problems of city government in the long run.

Abstract
Die regionale Wirtschaftsförderung im Rahmen der Gemeinschaftsaufgabe „Verbesserung der regionalen Wirtschaftsstruktur“ (GA) erfolgt bislang in Ostdeutschland flächendeckend. Zwar nahmen einige Länder bereits in den ersten Aufbaujahren eine gewisse Abstufung der Förderpräferenzen vor, dies führte jedoch praktisch nicht zum Ausschluß von Regionen aus der Förderkulisse. Wenn das Investitionsgeschehen trotz flächendeckenden Förderangebotes räumliche Disparitäten aufweist, spiegeln sich darin vor allem die Standortpräferenzen
der Unternehmen wider. Das räumliche Verteilungsmuster GA-geförderter Errichtungsinvestitionen zeigt, daß der Aufbau neuer Strukturen nicht unabhängig von der historisch in Ostdeutschland gewachsenen bzw. planwirtschaftlich induzierten Standortverteilung erfolgt. Hier spielen auch wirtschaftspolitische Bemühungen zur Revitalisierung traditioneller Industriestandorte eine Rolle. Überdurchschnittlich fallen die Pro-Kopf-Investitionen im Umland der Kernstädte, darunter auch in ländlichen Kreisen an den Rändern der Verdichtungsräume aus. Im Regionstyp „Ländliche Räume“ zeigt sich ein uneinheitliches Muster. Hohen Investitionen in einzelnen Kreisen mit traditionellen Industriestandorten steht ein deutlich unterdurchschnittliches Investitionsgeschehen in dünn besiedelten ländlichen Kreisen gegenüber. Aus den räumlichen Unterschieden des Investitionsgeschehens wird nicht geschlußfolgert, daß zum gegenwärtigen Zeitpunkt eine stärkere räumliche Differenzierung der Regionalförderung
angestrebt werden sollte. In Ostdeutschland haben praktisch alle Regionen noch großen Modernisierungsbedarf.
