Private Equity and Portfolio Companies: Lessons From the Global Financial Crisis

Abstract
Critics of private equity have warned that the high leverage often used in PE-backed companies could contribute to the fragility of the financial system during economic crises. The proliferation of poorly structured transactions during booms could increase the vulnerability of the economy to downturns. The alternative hypothesis is that PE, with its operating capabilities, expertise in financial restructuring, and massive capital raised but not invested ("dry powder"), could increase the resilience of PE-backed companies. In their study of PE-backed buyouts in the U.K. - which requires and thereby makes accessible more information about private companies than, say, in the U.S. - the authors report finding that, during the 2008 global financial crisis, PE-backed companies decreased their overall investments significantly less than comparable, non-PE firms. Moreover, such PE-backed firms also experienced greater equity and debt inflows, higher asset growth, and increased market share. These effects were especially notable among smaller, riskier PE-backed firms with less access to capital, and also for those firms backed by PE firms with more dry powder at the crisis onset. In a survey of the partners and staff of some 750 PE firms, the authors also present compelling evidence that PEs firms play active financial and operating roles in preserving or restoring the profitability and value of their portfolio companies.

Abstract
Does private equity (PE) contribute to financial fragility during economic crises? Fairness pays off
When companies arbitrarily cut their wages, the motivation and productivity of the employees decrease – this is clear. Less obvious, however: employees also become less productive even if it is their colleagues who are treated unfairly and not them. This was confirmed by a research group led by Sabrina Jeworrek at the Halle Institute for Economic Research (IWH) – Member of the Leibniz Association.

Joint Economic Forecast Spring 2018: Germany’s Economic Experts Raise Forecast Slightly
Berlin, 19 April – Germany’s leading economic experts raised their forecasts for 2018 and 2019 slightly in their Spring Joint Economic Forecast released on Thursday in Berlin. They now expect economic growth of 2.2 percent for this year and 2.0 percent for 2019, versus 2.0 percent and 1.8 percent respectively in their autumn forecast. “The German economy is still booming, but the air is getting thinner as unused capacities are shrinking“, notes Timo Wollmershaeuser, ifo Head of Economic Forecasting. Commenting on the new German government’s economic policy, he adds: “It is precisely when the government’s coffers are full that fiscal policy should reflect the implications of its actions for overall economic stability and the sustainability of public finances. The extension of statutory pension benefits outlined in the coalition agreement runs counter to the idea of sustainability.”

Cyclical upswing in Germany and in the world
At the turn of the year, the cyclical upswing in Germany continues. Gross domestic product is expected to increase by 2.2% in 2017, and because this year has seen significantly fewer working days than before, the rate of change amounts, adjusted for calendar effects, to even 2.5%. “The upswing is broad-based”, says Oliver Holtemöller, head of the Department Macroeconomics and IWH vice president. “For quite a long time now, significant increases in employment have been driving private incomes, consumption and housing construction. The latter was, in addition, stimulated by low interest rates.” Currently, German exports are benefiting from the vivid international economy. Not least since monetary policy in the euro area remains expansionary for the time being, we expect the upturn to continue in 2018 and production to increase again by 2.2%. Consumer price inflation is, with 1.7%, still moderate in both 2017 and 2018. Although domestic price pressures are on the rise, the effects of the energy price increase in 2017 expire in 2018, and the appreciation of the euro in the summer of 2017 will dampen price dynamics.

Abstract
Das Geschäftsklima im Baugewerbe Ostdeutschlands trübt sich laut Umfrage des IWH zu Beginn des Jahres 2017 geringfügig ein. Ausschlaggebend sind die Geschäftsaussichten, die sich über alle Sparten etwas weniger günstig darstellen als zuvor, freilich ausgehend von einem hohen Niveau. Damit scheint sich für die Zukunft eine Normalisierung der Stimmung am Bau anzudeuten. Die Auftragslage und die finanziellen Indikatoren wie Erträge, Preise und Liquidität sind zurzeit allerdings immer noch ausgezeichnet. Auch die Geschäftslage, die schon zum Jahresende 2016 den Höchststand seit Beginn der Umfrage im Jahr 1993 erreichte, wird zu Jahresbeginn nochmals besser als zuvor bewertet (vgl. Abbildung 1 und Tabelle).

Joint Economic Forecast Spring 2017: Upturn in Germany strengthens in spite of global economic risks
The German economy is already in the fifth year of a moderate upturn. According to the Gemeinschaftsdiagnose (GD, joint economic forecast) that was prepared by Germany’s five leading economic research institutes on behalf of the Federal Government, capacity utilization is gradually increasing, and aggregate production capacities are now likely to have slightly exceeded their normal utilisation levels. However, cyclical dynamics remain low compared to earlier periods of recoveries, as consumption expenditures, which do not exhibit strong fluctuations, have been the main driving force so far. In addition, net migration increases potential output, counteracting a stronger capacity tightening. “Gross domestic product (GDP) is expected to expand by 1.5% (1.8% adjusted for calendar effects) and 1.8% in the next year. Unemployment is expected to fall to 6.1% in 2016, to 5.7% in 2017 and 5.4% in 2018”, says Oliver Holtemöller, Head of the Department Macroeconomics and vice president of the Halle Institute for Economic Research (IWH) – Member of the Leibniz Association. Inflation is expected to increase markedly over the forecast horizon. After an increase in consumer prices of only 0.5% in 2016, the inflation rate is expected to rise to 1.8% in 2017 and 1.7% in 2018. The public budget surplus will reduce only modestly. Public finances are slightly stimulating economic activity in the current year and are cyclically neutral in the year ahead.

Abstract
Das Baugewerbe in Ostdeutschland dürfte das Jahr 2016 laut IWH-Umfrage bei 300 Bauunternehmen mit einem Umsatzplus abgeschlossen haben. Die vor Jahresfrist geäußerten Erwartungen der Unternehmen sind sogar übertroffen worden. Am günstigsten fällt der Jahresabschluss im Ausbaugewerbe aus. Wegen der stärkeren Orientierung nach Westdeutschland und dort günstigerer Preisüberwälzungsspielräume konnten in dieser Sparte erhebliche Produktionszuwächse und auch Gewinne erzielt werden. Für das Jahr 2017 sind die Bauunternehmen recht zuversichtlich. Der Anteil der Unternehmen, die steigende Umsätze erwarten, fällt fast doppelt so hoch aus wie der Anteil von Unternehmen, die von schrumpfenden Umsätzen ausgehen. Diese Tendenz zieht sich durch alle Bausparten, was auf eine breit angelegte Ausweitung der Bauproduktion im Jahr 2017 hindeutet. Die entscheidenden Hoffnungsträger bleiben wie im Jahr zuvor der Wohnungsneubau und die Wohnungsmodernisierung, die vor allem den Hoch- und Ausbauunternehmen zugutekommen. Im Unterschied zu den Vorjahren überwiegen nunmehr aber auch im Tiefbau die Hoffnungen auf eine Expansion gegenüber der Furcht vor Rückgängen, was wohl auf die tendenziell steigenden Investitionen in die Verkehrsinfrastruktur und in den Breitbandausbau zurückzuführen ist. Die positiven Produktionserwartungen dürften im Jahr 2017 auch Zuwächse bei der Beschäftigung nach sich ziehen. Den stärksten Personalaufbau sieht dabei der Hochbau vor.

Abstract
Die vom IWH befragten rund 300 Unternehmen des Verarbeitenden Gewerbes Ostdeutschlands gehen nach einem erfolgreichen Geschäftsjahr 2016 zuversichtlich in das neue Jahr. Die Umsätze stiegen im Jahr 2016 meist stärker als vor einem Jahr von ihnen erwartet. Bei den Konsumgüterherstellern war die Umsatzentwicklung besonders erfreulich. In allen Sparten war die Industriekonjunktur mit viel Schwung in das Jahr 2016 gestartet und bremste erst im späteren Verlauf des Jahres etwas ab. Mit Blick auf das Jahr 2017 zeigt sich die überwiegende Mehrheit der befragten Unternehmen aber wieder optimistisch. Die Ertragslage konnte sich im Jahr 2016 im Vergleich zum Vorjahr zwar nicht weiter verbessern, jedoch schafften es mehr Unternehmen, aus der Verlustzone zu kommen. Die Exportunternehmen, die in den Jahren zuvor eine besonders gute Performance gezeigt hatten, konnten diesmal nicht durchweg überdurchschnittlichen glänzen. Das soll im Jahr 2017 wieder aufgeholt werden, wie Umsatz- und Beschäftigungspläne zeigen. Insbesondere die größeren ostdeutschen Industrieunternehmen planen häufig, ihren Personalbestand zu erhöhen.

Das Geschäftsklima im Baugewerbe Ostdeutschlands hat sich laut Umfrage des Leibniz-Instituts für Wirtschaftsforschung Halle (IWH) Ende 2016 erneut verbessert. Das im Herbst 2016 erreichte Niveau, das bereits den Höchststand seit Beginn der Umfrage im Jahr 1993 markierte, ist damit nochmals überschritten worden.
