Who Benefits from Place-based Policies? Evidence from Matched Employer-Employee Data

Abstract
We study the wage and employment effects of a German place-based policy using a research design that exploits conditionally exogenous EU-wide rules governing the program parameters at the regional level. The place-based program subsidizes investments to create jobs with a subsidy rate that varies across labor market regions. The analysis uses matched data on the universe of establishments and their employees, establishment-level panel data on program participation, and regional scores that generate spatial discontinuities in program eligibility and generosity. These rich data enable us to study the incidence of the place-based program on different groups of individuals. We find that the program helps establishments create jobs that disproportionately benefit younger and less-educated workers. Funded establishments increase their wages but, unlike employment, wage gains do not persist in the long run. Employment effects estimated at the local area level are slightly larger than establishment-level estimates, suggesting limited spillover effects. Using subsidy rates as an instrumental variable for actual subsidies indicates that it costs approximately EUR 25,000 to create a new job in the economically disadvantaged areas targeted by the program.

A study by the Halle Institute for Economic Research (IWH) shows that this happens more frequently than previously recognised. The findings indicate a risk to financial stability and call for a more merit-based, transparent appointment of senior regulators.

Cross-country Evidence on the Allocation of COVID-19 Government Subsidies and Consequences for Productivity

Abstract
We study the consequences of the Covid-19 pandemic and related policy support on productivity. We employ an extensive micro-distributed exercise to access otherwise unavailable individual data on firm performance and government subsidies. Our cross-country evidence for five EU countries shows that the pandemic led to a significant short-term decline in aggregate productivity and the direct support to firms had only a limited positive effect on productivity developments. A thorough comparative analysis of the distribution of employment and overall direct subsidies, considering separately also relative firm-level size of support and the probability of being supported, reveals ambiguous cross-country results related to the firm-level productivity and points to the decisive role of other firm characteristics.

Abstract
Hochtechnologien gelten als die Branchen der Zukunft. Europa will hier nicht den Anschluss verlieren. Auch gegen Lieferengpässe und Produktionsengpässe durch gestörte Lieferketten will sich Europa besser wappnen. Mit dem „European Chips Act“ will die Europäische Kommission gemeinsam mit den Mitgliedstaaten mehr als 40 Mrd. Euro ausgeben, um die europäische Halbleiter-Produktion von gegenwärtig 10 % auf dann 20 % der globalen Produktion zu steigern. Halbleiter sind nicht nur in Gebrauchsgegenständen wie Handys, Laptops und Autos, sie sind auch unverzichtbar, wenn die grüne und digitale Wende gelingen soll. Photovoltaikanlagen, nachhaltige Produktion und E-Mobilität – all das braucht Computerchips. Der „European Chips Act“ ist daher die Antwort der EU auf den „Chips-Act“ der USA, der mehr als 50 Mrd. US-$ für Halbleiter vorsieht, um die Produktion zu sichern, zu modernisieren und auszubauen.
