Der Umfang der Forschungs- und Transferfunktion von Hochschulen lässt sich über die Drittmittelquote messen. Hierbei werden die Drittmitteleinnahmen ins Verhältnis zu den Gesamtausgaben gesetzt. Der Beitrag vergleicht die Entwicklung der Drittmittelquoten in ost- und westdeutschen Regionen im Zeitraum von 2002 bis 2010.

Abstract
Eine wichtige Funktion von Hochschulen liegt in der Ausbildung von Arbeitskräften. Hierbei stellt sich die Frage, inwiefern sich die fachliche Ausrichtung von Hochschulen an den regionalen Beschäftigungsprofilen orientiert. Gibt es hier eine gute Übereinstimmung, dann können die Arbeitgeber in einer Region die hochqualifizierten Arbeitskräfte vor Ort rekrutieren.

Abstract
Gut qualifizierte Erwerbspersonen sind eine Voraussetzung für die internationale Wettbewerbsfähigkeit einer Region. Daraus leitet sich die Bildungsfunktion der Hochschulen ab. In welchem Ausmaß Kapazitäten für die Bildungsfunktion eingeplant werden müssen, hängt unter anderem von der Anzahl der Studienanfänger und der Betreuungsrelation ab. Wir betrachten dies hier für sechs exemplarische Raumordnungsregionen in west- und ostdeutschen Bundesländern.

Abstract
Das Halle Forum on Urban Economic Growth findet seit 2006 im zweijährigen Rhythmus am IWH statt. Die Tagung vom 29. und 30. November 2012 befasste sich mit Problemen der Entwicklung mittel- und osteuropäischer Städte. Thematisch umfassten die Vorträge ein breites Spektrum, in dessen Mitte die Frage nach der Wirkung formeller und informeller Institutionen auf die Stadtentwicklung stand. Sie verstand sich damit gleichzeitig als Auftaktveranstaltung des multinational angelegten IWH-Projekts „The Economic Re-positioning of Post-socialist Cities (RePoCit) – Institutional Settings, Local Strategies and Urban Economic Growth“.

Abstract
In dieser Kurzprognose wird das Frühjahrsgutachten 2013 vom 18. April 2013 vorgestellt. Die Konjunktur in Deutschland ist im Frühjahr 2013 wieder aufwärts gerichtet. Die Lage an den Finanzmärkten hat sich ent-spannt, nachdem die Unsicherheit über die Zukunft der Europäischen Währungsunion gesunken ist. Auch der weltwirtschaftliche Gegenwind hat nachgelassen. Die Institute erwarten, dass in Deutschland das Bruttoinlandsprodukt in diesem Jahr um 0,8% (68%-Prognoseintervall: 0,1% bis 1,5%) und im kommenden Jahr um 1,9% zunimmt. Die Zahl der Arbeitslosen dürfte weiter zurückgehen und im Jahresdurchschnitt bei 2,9 Millionen in diesem bzw. 2,7 Millionen Personen im nächsten Jahr liegen. Die Inflationsrate wird im laufenden Jahr auf 1,7% zurückgehen, bevor sie bei zunehmender Kapazitätsauslastung im kommenden Jahr auf 2,0% anzieht. Der Staatshaushalt wird im Jahr 2013 annähernd ausgeglichen sein und im Jahr 2014 dank der günstigeren Konjunktur einen Überschuss von 0,5% in Relation zum Bruttoinlandsprodukt aufweisen. Die Wirtschaftspolitik sollte jetzt die lange Frist wieder stärker in den Blick nehmen.

Abstract
An upwards tendency re-emerged in the German economy in spring 2013. The situation in the financial markets has eased thanks to subsiding uncertainty regarding the future of the European Monetary Union. The headwind in the world economy has also tailed off somewhat. The institutes expect gross domestic product in Germany to increase by 0.8% this year (68%-projection interval: 0.1% to 1.5%) and by 1.9% next year. The number of unemployed should continue to fall to an annual average of 2.9 million this year and 2.7 million in 2014. The inflation rate is expected to drop to 1.7% this year and edge up to 2.0% next year on the back of rising capacity utilisation. The public budget will be almost balanced in 2013 and should show a surplus of 0.5% in relation to gross domestic product in 2014 thanks to more favourable economic conditions. It is now time to readopt a longer-term approach to economic policy. Although structural adjustment processes implemented in the crisis-afflicted countries have started to deal with institutional problems in the euro area, they are far from resolved. The German public budget also faces massive long-term burdens related to demographic factors.

Abstract
Proximity and the transfer of academic knowledge: evidence from the spatial pattern of industry collaborations of East German professors, Regional Studies. Universities can stimulate local economic development, particularly due to collaboration with local industry. Against this background, this study analyses when these interactions are local. Previous research suggests that university–industry linkages are mainly local because of tacit knowledge and the importance of physical proximity. This study provides additional evidence that the spatial pattern of university–industry linkages is a result of a complex matching process of appropriate partners. The results indicate that actors' individual and relational characteristics, institutional factors, and the particular type of knowledge play a role in collaboration. Hence, university–industry collaborations might not be local.

Abstract
Islamic finance is based on ethical principles in line with Islamic religious law. Despite its low share of the global financial market, Islamic finance has been one of this sector's fastest growing components over the last decades and has gained further momentum in the wake of the financial crisis. The paper examines the development of and possible prospects for Islamic finance, with a special focus on Europe. It compares Islamic and conventional finance, particularly as concerns risks associated with the operations of respective institutions, as well as corporate governance. The paper also analyses empirical evidence comparing Islamic and conventional financial institutions with regard to their: (i) efficiency and profitability; and (ii) stability and resilience. Finally, the paper considers the conduct of monetary policy in an Islamic banking context. This is not uncomplicated given the fact that interest rates - normally a cornerstone of monetary policy - are prohibited under Islamic finance. Liquidity management issues are thus discussed here, with particular reference to the euro area.

TV-Konsum weckt Konsumwünsche – Im Tal der Ahnungslosen war man weniger materialistisch
Fernsehkonsum beeinflusst unsere materiellen Präferenzen. Zu diesem Ergebnis kommt eine Untersuchung des Instituts für Wirtschaftsforschung Halle (IWH). Um den Effekt methodisch einwandfrei identifizieren zu können, machen sich die Autoren der Studie ein einzigartiges natürliches Experiment innerhalb der DDR zunutze. Aufgrund von topographischen Gegebenheiten konnten die Menschen in bestimmten Regionen der DDR wie im Bezirk Dresden kein Westfernsehprogramm empfangen, während es andernorts möglich war. Die Analyse von Umfragedaten des Zentralinstituts für Jugendforschung der DDR aus den Jahren 1988/1989 belegt, dass Bevölkerungsgruppen, die Westfernsehen konsumierten, höhere Ansprüche an Konsum und Einkommen hatten als die Bewohner im Dresdner „Tal der Ahnungslosen“.

Abstract
Municipality Size, Institutions and Efficiency of Municipal Service Provision: The Case of Saxony-Anhalt In this contribution we analyze the determinants of the efficiency of municipal service provision using the example of the German state of Saxony-Anhalt. The focus lies on the effects of municipality size, institutional setting and spatial or demographic factors. We perform a non-parametric efficiency estimation (Data Envelopment Analysis and the Convex-order-m approach by Daraio and Simar). In contrast to previous studies, we choose the aggregate budget of municipal associations as the object of our analysis since important competences are settled at the joint administrative level. The results show that municipal associations do not necessarily have to be less efficient than independent municipalities. Furthermore, the results for scale efficiency indicate that most municipalities of Saxony-Anhalt had a sufficiently efficient “firm size” in 2004. Moreover, demographic factors and settlement structures have a significant effect on the technical efficiency of towns and municipalities: While a higher population density might be, to some extent, efficiency-enhancing, an increasing share of senior citizens or population growth might have the opposite effect. The integration of spatial interdependencies in efficiency estimations is a complex problem that has only been solved insufficiently yet. However, the estimation results for Moran’s I show mostly statistically significant but, nevertheless, only little or moderate relationships between the single inputs and outputs. Hence, there is no cause for concern about a substantial bias in the results if we neglect spatial interrelationships in our calculation. Furthermore, we found no evidence that the surrounding municipalities benefit from their proximity to core cities by increased efficiency.
