Establishment Survival in East and West Germany: A Comparative Analysis

Abstract
Using a large administrative dataset, this paper compares the development of new establishments’ survival chances in East and West Germany for the period 1994 – 2008. A central question is whether convergence with respect to survival rates between East and West Germany can be observed. Using methods of survival analysis, I find that new establishments’ survival chances do not differ strongly between East and West Germany at the beginning of the observation period. In 1998 and 1999 the exit hazard increases strongly in East but not in West Germany, which is likely to be due to a change in the subsidy policy affecting East Germany. Since the turn of the millennium, the difference in establishments’ exit hazard between East and West Germany becomes smaller, indicating that there is convergence with respect to establishments’ survival chances.

Determinants of Foreign Technological Activity in German Regions – A Count Model Analysis of Transnational Patents

Abstract
Most research on R&D internationalisation focuses on comparative analysis of location factors at the national level of analysis. Very little work, however, has taken place in this field for the sub-national regional location behavior of multi-national enterprises (MNE). The paper contributes to the existing research by providing evidence on the determinants of foreign technological activities at the sub-national level for Germany, which hosts the largest share of foreign R&D within the EU27 and features the highest cross-regional dispersion of patented research. Using a pooled count data model, we estimate the effect of various sources for externalities on the extent of foreign technological activity across regions. Particular attention is paid to the role of local knowledge spillovers, technological specialization and diversification. We differentiate foreign and domestic sources of specialisation and account for region and sector-specific influences. This is the first time that the ‘cross-border-ownership’ principle to measure R&D internationalisation is combined with regionalised patent information.
To verify our findings we develop hypotheses. In particular, we expect and find that foreign technological activity is attracted by technologically specialised sectors of regions. In contrast to current empirical work, this effect applies both to foreign as well as domestic sources of specialization, although effects on foreign specialization seem more significant. We expect and find the same for science-industry spillovers. We postulate a negative impact of domestic specialization on foreign technological activities and a strong positive effect from diversificationspillovers, by comparison with specialisation spillovers, but these hypotheses are rejected. We find that the direction of the specialisation effect depends on dominance in the position of domestic firms as well as on the balance of knowledge flows between them and foreign actors.

Actors and Interactions – Identifying the Role of Industrial Clusters for Regional Production and Knowledge Generation Activities

Abstract
This paper contributes to the empirical literature on systematic methodologies for the identification of industrial clusters. It combines a measure of spatial concentration, qualitative input–output analysis, and a knowledge interaction matrix to identify the production and knowledge generation activities of industrial clusters in the Federal State of Saxony in Germany. It describes the spatial allocation of the industrial clusters, identifies potentials for value chain industry clusters, and relates the production activities to the activities of knowledge generation in Saxony. It finds only a small overlap in the production activities of industrial clusters and general knowledge generation activities in the region, mainly driven by the high-tech industrial cluster in the semiconductor industry. Furthermore, the approach makes clear that a sole focus on production activities for industrial cluster analysis limits the identification of innovative actors.

Technological Activities in CEE Countries: A Patent Analysis for the Period 1980-2009

Abstract
The aim of this paper is to analyze the technological activities of Central and Eastern European (CEE) economies and to compare them with the technological activities of other world regions. Using data from the EPO World Wide Statistical Database for the period 1980-2009 the analysis is based on counts of priority patent applications over time. In terms of priority patent applications, CEE reduced its technological activities drastically in absolute and per capita terms after 1990. The level of priority patent applications in this world region maintained more recently a stable level below the performance of EU15, South EU and the former USSR. In what concerns technological specialization, the results suggest a division of labor in technological activities among world regions where Europe, Latin America and the former USSR are mainly specializing in sectors losing technological dynamism in the global patent activities (Chemicals and/or Mechanical Engineering) while North America, the Middle East (especially Israel) and Asia Pacific are increasingly specializing in Electrical Engineering, a sector with strong technological opportunities.

MNEs and Regional R&D Co-operation: Evidence from Post-Transition Economies

Abstract
The aim of this paper is to contribute to the literature by investigating the determinants of R&D co-operation between MNEs’ foreign subsidiaries and enterprises in the region of location, thereby leading to a better understanding which firm- and region-specific factors influence this co-operation behavior. Applying a logit model, this paper investigates which firm- and region-specific determinants influence technological cooperation between foreign subsidiaries and suppliers, customers, and research institutions in the region of location. Results suggest that especially the foreign subsidiary’s mandate in terms of R&D, its internal technological embeddedness, its technological capability but also the regional knowledge stock are positively associated with these co-operations. The analysis focuses on post-transition economies, using the example of five selected CEE countries and East Germany. We exploit a unique dataset - the IWH FDI Micro database - which holds information on 1,245 foreign subsidiaries in this region.

We identify foreign inventive activity by applying the ‘cross-border-ownership concept’ to transnational patent applications. The descriptive analysis shows that foreign technological activity more than doubled during the observation period with persistent spatial heterogeneity in Germany. Using a pooled count data model, we estimate the effect of various sources for externalities on the extent of foreign technological activity across regions. Our results show that foreign technological activity is attracted by technologically specialised sectors of regions. In contrast to existing findings this effect applies both to foreign as well as domestic sources of specialisation. We show that the relation between specialisation and foreign technological activity is non-linear and that it is influenced by sectoral heterogeneity. Externalities related to technological diversification attract foreign R&D only into ‘higher order’ regions.

Abstract
We focus on the relevance of different types of social capital on migration intentions in the context of shrinking regions. On the one hand, formal social capital characterised by weak ties without local roots is supposed to drive selectivity and outmigration. On the other hand, informal social capital stressing strong ties to friends, relatives or neighbours might hinder migration. In our regression results we do not find an effect of shrinking regions on mobility intentions. Thus, living in a shrinking area is by itself not a reason to move away or to invest
less in social capital. However, if an individual considers to move away she reduces her participation in informal and formal networks. Individuals characterised by strong informal ties, i.e. strong relationships to friends, rel atives or neighbours show a significantly lower probability of moving away. And, more qualified types of social capital as participation in local politics or initiatives seem to encourage spatial mobility.

Abstract
This paper analyzes the spatial distribution of foreign direct investment (FDI) across regions in Russia. Our analysis employs data on Russian firms with a foreign investor during the 2000-2009 period and links regional statistics in the conditional logit model. The main findings are threefold. First, we conclude that market-related factors and the availability of natural resources are important factors in attracting FDI. Second, existing agglomeration economies encourage foreign investors. Third, the findings imply that service-oriented FDI co-locates with extraction industries in resource-endowed regions.

Abstract
After strong de-industrialization in the early 1990s, East Germany’s manufacturing sector has undergone a recovery. With this in mind, the contribution provides an analysis of industrial and functional structures given in the manufacturing sector. The findings reveal that technology-driven industries as well as high-grade services are under-represented. The latter also results from the lack of headquarters in East Germany.

Abstract
The present analysis is based on the hypothesis that the potential of regional development of an industry or a branch depends on the potential to innovate. There are two research questions: Is the cluster concept applicable for the maritime branch of the maritime region of Québec? Second, whether the branch can become an economic pillar for the maritime region? The study uses data from a regional survey focusing mainly on the internal characteristics of the firms. The results show that most of the enterprises of the sample are small and medium sized firms which innovate less. The data suggest that the characteristics of the maritime branch of the maritime region of Québec do not support the adaption of the concept of Cluster as a strategy of regional development.
