Green transition and the debt brake: Implications of additional investment for public finances and private consumption in Germany
The German Climate Protection Act stipulates, among other things, that greenhouse gas emissions in Germany are to be reduced by 65% by 2030 compared to 1990 levels. The green investments required to achieve this target are likely to amount to around 2.5% of gross domestic product each year. According to the medium-term projection of the Halle Institute for Economic Research (IWH), the associated additional government spending on public investment and support measures cannot be financed from projected tax revenues. It is therefore to be expected that the tax burden on households will increase and private consumption will be curbed accordingly, if both the current form of the debt brake and the greenhouse gas reduction targets are maintained.

Exports and private consumption weak ‒ Germany is waiting for an economic upturn
In the winter of 2023/2024, the German economy is still in a downturn. Parts of industry have lost competitiveness, real incomes have fallen in 2023 due to inflation, and there is uncertainty about the course of fiscal policy. However, rising real incomes and a slight increase in exports should cause a pickup from spring onwards. The Halle Institute for Economic Research (IWH) expects gross domestic product (GDP) to fall by 0.3% in 2023 and to expand by 0.5% in 2024 (East Germany: +0.5% and +0.7%). In September, the IWH forecast had assumed a decline of 0.5% for Germany in 2023 and expected growth of 0.9% for the coming year.

Pandemic delays upswing – Demography slows growth
In their spring report, the leading economic research institutes forecast an increase in gross domestic product of 3.7% in the current year and 3.9% in 2022. The renewed shutdown is delaying the economic recovery, but as soon as the risks of infection, particularly from vaccination, have been averted, a strong recovery will begin. The economy is likely to return to normal output levels around the start of the coming year.

Abstract
The present study examines the socio-economic consequences of a climate policy-driven coal phase-out in Germany. A focus lies on the lignite industry – especially in the lignite regions. In a first step, the regions are spatially defined and described. Additional analysis is based on energy economic modelling. The model examines phase-out scenarios, which differ in the chosen criteria for the order of power plant closure (specific emissions or plant age). An input-output-model and a regional macroeconomic model build up on these phase-out pathways and examine the socio economic effects of the phase-out in the lignite regions as well as in the rest of Germany. The combination of both models offers the advantage to consider the phase-out from different perspective and hence derive different and more robust effects. The models show, on the one hand, that in an early phase-out the negative effects of structural change are visible earlier. On the other hand, recuperative effects can counteract the negative consequences according to the regional economic model.
Furthermore, the structural change creates economic opportunities. Those opportunities are primarily diversified economic activities. Case studies show significant employment potentials for the lignite regions. New jobs in renewable energies and energetic optimization of buildings can already counteract the negative employment effects associated with the investigated structural change. The study concludes, describing accompanying political instruments that can support the regions on their way to master the challenges of the up-coming structural change.

Plant-based Bioeconomy in Central Germany – A Mapping of Actors, Industries and Places

Abstract
The bioeconomy links industrial and agricultural research and production and is expected to provide growth, particularly in rural areas. However, it is still unclear which companies, research institutes and universities make up the bioeconomy. This makes it difficult to evaluate the policy measures that support the bioeconomy. The aim of this article is to provide an inventory of relevant actors in the three Central German states of Saxony, Saxony-Anhalt and Thuringia. First we take an in-depth look at the different sectors, outline the industries involved, note the location and age of the enterprises and examine the distribution of important European industrial activity classification (NACE) codes. Our results underline the fact that established industry classifications are insufficient in identifying the plant-based bioeconomy population. We also question the overly optimistic statements regarding growth potentials in rural areas and employment potentials in general.

Abstract
The federal action called Energiewende and the Renewable Energy Act (EEG) as part of it have produced hopes in Saxony-Anhalt which were particularly connected with the promotion of green technologies. This paper is composed of an impact analysis of subsidies in general and addresses the impacts of the EEG on companies. Therefore, results of a survey among companies are used that has been conducted in 2013 by the Chamber of Commerce and Industry (CCI) Halle-Dessau in the south of the German State of Saxony-Anhalt.

Ceremonial Encapsulation and the Diffusion of Renewable Energy Technology in Germany

Abstract
This inquiry employs ideas advanced by institutionalist thinker Paul Dale Bush to shed light on technology diffusion in Germany’s electrical generation and distribution industry. Research findings suggest that what Bush labeled as ceremonial dominance affects outcomes in technology selection. Evidence suggests that fossil fuel and nuclear technologies have remained favored by power producers despite the externalized environmental costs to society associated with their implementations. Advances in government policy have indeed created a framework that favorably accommodates renewable energy technologies. However, what Bush labeled ceremonial dominance is shown to persist and to contribute to ceremonial encapsulation. Consequently, renewable energy technologies have diffused only to the point that the powers behind the industry remain in dominant positions. Although there is measurable, incremental technological change in the electrical power industry, in light of the urgency of climate change problems, technologies supporting the electrical power system need to be selected more judiciously.

Plant-based Bioeconomy in Central Germany - Mapping of Actors, Industries and Places

Abstract
The challenges facing the 21st century, presented by a growing global population, range from food security to sustainable energy supplies to the diminishing availability of fossil raw materials. An attempt to solve these problems is made by using the concept of bioeconomy. Plants, in particular, possess an important function in this context - they can be used either as a source of food or, in the form of biomass, for industrial or energy purposes. Linking industrial and agricultural research and production, bioeconomy provides growth potential, in particular in rural areas.
The aim of this article is therefore to outline the status of plant-based bioeconomy
in three states of Central Germany - Saxony, Saxony-Anhalt and Thuringia - and to compare this to German plant-based bioeconomy. We take an in-depth look at the different sectors and outline the industries involved, the location and age of the enterprises as well as the distribution of important NACE codes. In conclusion, we highlight the significant number of new or small enterprises and the high research and innovation rate of Central Germany. We also stress the future potential of Central German plant-based bioeconomy as well as the importance of a more plant-focusedview of the technology sector.

Abstract
The aim of this paper is to explain the evolution of the spatial structures of one particular type of renewable energy in Germany – the photovoltaic (PV) industry. We first demonstrate how environmental movements have contributed to institutional change and government action, leading to changes in the legal and regulative structure in Germany. We describe how these changes opened up a window of locational opportunity (WLO), thus combining the WLO concept with the entrepreneurial opportunity concept. As market entries occurred mainly in Eastern Germany, the paper also explores the factors leading to a concentration of economic activity related to the new PV industry in this part of the country. Based on the WLO concept, we combine this framework with the industrial dynamics literature by Klepper (2007) and illustrate the spatial evolution of the PV industry.

On the Determinants of the Cooperative Behavior of Firms in the German Photovoltaic Industry

Abstract
The article examines the determinants of the number of cooperation partners and the share of regional cooperations of firms in the German photovoltaic industry. Based on an overview about possible effects of the cooperation of firms with partners inside and outside their region, we derive hypotheses on the relationship between both firm-specific and region-specific variables and the cooperative behavior of firms. The hypotheses are tested with regression models using a data set of 178 firms of the German photovoltaic industry. The results show that in particular large firms and firms with a high absorptive capacity have significantly more co-operation partners. Furthermore, firms cooperate within their region especially when a large number of potential partners are located in the same region. Regarding foreign-owned firms, the results show that these firms tend to cooperate in particular with partners, inside the region where they are located.
