East German economy has come through energy crisis well so far – Implications of the Joint Economic Forecast Spring 2023 and new data for the East German economy
In 2022, the East German economy expanded by 3.0%, significantly stronger than the economy in West Germany (1.5%). The background is a more robust development of labour and retirement incomes. For 2023, the Halle Institute for Economic Research (IWH) forecasts a higher GDP growth rate of 1% in East Germany than in Germany as a whole (0.3%). The unemployment rate is expected to stagnate, with 6.8% in 2023 and 6.7% in the following year.

No deep recession despite energy crisis and rise in interest rates
High energy prices and deteriorating financial conditions are weighing on the German economy. However, the period of weakness over the winter is likely to be moderate, partly because the energy price brakes are supporting private incomes. The Halle Institute for Economic Research (IWH) forecasts that due to the recovery from the pandemic in the first three quarters, gross domestic product (GDP) is estimated to have increased by 1.8% in 2022. Due to high energy prices, however, GDP will slightly decline in the winter months and stagnate on average in 2023. Inflation will fall from 7.8% in 2022 to 6.5% in 2023.

High risk of corporate bankruptcy due to the corona shutdown
The Corona shutdown increases the probability of corporate bankruptcy. An analysis based on corporate financial statements from 2014 to 2018 reveals that in the United Kingdom, 73% of shutdown firms are not able to cover interest expenses from earnings before interest and taxes if they lose one twelfth of annual turnover. In Germany, the fraction amounts to 81%.

Abstract
The average costs of transporting goods in a national economy are one of thefactors that significantly contribute towards the shaping of the urban system. This paper pursues the question of what effect changes in transport costs (this can include a reduction as well as an increase) can have on the urban system. Various models based on the fundamental assumptions of New Economic Geography are applied The specific assumptions of these models are compared with one another and their results contrasted It is demonstrated that the modelling results, which in some cases are based upon very restrictive assumptions, appear to contradict one another in terms oftheirfindings, or, alternatively, that thefindings of these models should only be interpreted with regard to the specific questions that each pose. These include suburbanisation tendencies, the opening up of peripheral regions, and the concentration of company headquarters.

New Tendencies in Competition Between Cities and Regions: Empirical Results from Case Studies in Germany and Austria

Abstract
It is often discussed that during the last decades, due to several new developments, locational competition at the local and regional scale has changed its appearance and has increased significantly, all over Europe. Modern economic theories are suggesting that some locational factors have become more important than in previous times and might have led to changing conditions for the competition between cities and regions. The intention of the paper is to bring more light into this discussion and to illustrate, with the help of case studies, whether locational competition has really become more intensive, and / or whether new categories of competition have evolved.
The paper is based on the work of an interdisciplinary research group which was initiated and partially financed by the German National Academy for Spatial Research and Planning (Akademie für Raumforschung und Landesplanung, ARL). The paper’s first part is reporting on a survey of recent theoretical and empirical literature on locational competition and has the task to classify the new tendencies systematically. The second part of the paper is presenting the results of case studies, which were carried out in order to find out about the importance of the expected changes in selected cities and regions in Germany and Austria. The main findings may be characterized as follows. For several cities and regions, we found out that the decrease of transportation and transaction costs had positive impacts on local and regional development, as within these cities and regions, industries are concentrated which benefit from technologies which are connected to transportation or transaction costs. Also for some regions, a positive impact of the downsizing of administrative borders was found – although especially in Eastern Germany, the process of catching up was restrained by agglomeration economies in the West. Although the impact of the new categories of locational competition on the economic development of the case cities and regions was, overall, limited, there was an important impact on the creation of new strategies by local and regional policymakers.

Abstract
The rise in energy prices may result in long-lasting rise in costs of freight transports. Which effects do rising freight transport costs have for the development of urban systems? Such rise of transport costs in real terms has happened in Russia after price liberalisation in 1992. At the same time, the Russian official demographic statistics provides data that can be used to test hypotheses concerning the development of urban systems affected by rising transport costs. In the present study, these data are comprehensively evaluated. The theoretical background is provided by modelling of a linear shaped urban system in the framework of New Economic Geography. By means of this tool, analysis can be applied to spacious urban systems with large transport distances. For the first time, the underlying theoretical approach is explained in detail. The empirical results provide evidence for the outcomes of the theoretical model: In spacious countries or regions, respectively, whose urban systems are drawn-out on long lines, rising costs of freight transport are conducive to tendencies of concentration of population in large cities in the centre of the system, while peripheral regions are increasingly disconnected.

Abstract
Recent empirical studies show a process of selective clustering in the photo-voltaic industry in East Germany. Especially locations like Bitterfeld-Wolfen, Freiberg/Dresden, Erfurt/Arnstadt and Berlin-Brandenburg were able to attract concentrations of economic activity in this industry. Regarding competition between the different locations for production and employment, emerging agglomeration economies can be seen as one major source increasing inter-regional competitiveness.
The aim of this article is to provide insights into the process of spatial clustering of photo-voltaic industry in Berlin-Brandenburg. With the help of a multi-dimensional cluster-concept developed by Bathelt, we analyse the region’s strengths and weaknesses regarding its generation of agglomeration economies.
The analysis shows that there are indeed first signs of agglomeration economies developing in the region. Despite a low level of horizontal cooperation, companies do profit from co-localisation by continuous observation of the local competitors. Along the value adding production chain, vertical co-operation is increasing, leading to positive effects by specialised suppliers and gains in transportation cost.
But the focal point in further industry development is the augmentation of the regional stock of knowledge. Regarding the increasing pressure on the companies’ innovativeness as a result of changes in market conditions in the photo-voltaic sector, only innovative and efficiently producing companies will be able to survive the industries’ consolidation period. Therefore, it is necessary to further support the increasing interconnectedness between university research, non-university research and local companies in order to profit from the high technological potential of the companies in the region.
