Abstract
In the course of 2008, the situation on the East German labour market improved again. The registered unemployment declined significantly. On the one hand, this is due to the positive development of employment situation. On the other, labour supply decreased like in recent years. The underemployment rate is still about twice as high as in West Germany. In 2009, the situation on the East German labour market will hardly improve due to weak production growth.

Abstract
The paper investigates (a) the number and structure of available jobs by gender in East and West Germany, (b) the gap between the supply and demand of jobs by gender in both regions and (c) the reasons for the wider “job gap” in East Germany compared with West Germany. The paper uses data from the Regional National Accounts and the Federal Labor Office. The analysis shows no significant difference in the number of jobs per 1000 persons in working age between East and West Germany. For women, the East German economy offers more jobs. Nevertheless, the gap between labour demand and the supply of jobs is wider in East Germany. This is caused not only by problems concerning the production structure, but also by the significantly higher partizipation rate of women in the labor market. Reasons are the traditional behaviour of East German woman and – compared with West Germany – the considerably lower household income.

Abstract
Das IWH erarbeitet seit Jahren regelmäßig eine Arbeitsmarktbilanz. Damit wird das Ziel verfolgt, Umfang und Struktur der Erwerbstätigkeit sowie der Unterbeschäftigung in Ost- und Westdeutschland aufzuzeigen sowie die Entwicklung der einzelnen Komponenten der Erwerbstätigkeit und der Unterbeschäftigung zu prognostizieren. Im Mittelpunkt steht dabei die Frage, wie sich die Zahl der Erwerbstätigen im ersten Arbeitsmarkt in Abgrenzung von der Zahl der Erwerbstätigen im zweiten Arbeitsmarkt entwickelt. Hinzu kommt, dass bei der Vielfalt von arbeitsmarktpolitischen Programmen oftmals schwer zu diskriminieren ist, ob die Teilnehmer der einzelnen Maßnahme statistisch als erwerbstätig oder als arbeitslos gezählt werden oder gar aus beiden Statistiken „herausfallen“ und damit einer der vielen Formen der „sonstigen Unterbeschäftigung“ zuzurechnen sind. Für die fundierte Beurteilung der Arbeitsmarktlage und die Ableitung wirtschaftspolitischer Vorschläge ist es jedoch unumgänglich, ein statistisch exaktes Abbild von Erwerbstätigkeit und Unterbeschäftigung in ihren vielfältigen Formen vorzulegen. Aus diesen Gründen wird am IWH seit über elf Jahren kontinuierlich an der Fortentwicklung der institutseigenen Arbeitsmarktbilanz gearbeitet.

There are included different new measures of labour-market policy which allow to reflect the extent of underemployment (including job creation measures) more completely and transparentely as before.

Abstract
In Ostdeutschland war 1994 gut ein Viertel des Erwerbspersonenpotentials von Arbeitslosigkeit betroffen beziehungsweise befand sich in arbeitsmarktpolitischen Maßnahmen. Auf der Haushaltsebene wird dabei die Unterbeschäftigung zu einem großen Teil von Haushalten älterer Personen absorbiert. Die übrigen Haushalte sind eher unterdurchschnittlich von Unterbeschäftigung betroffen.
