Tornado Activity, House Prices, and Stock Returns

Abstract
In this paper we investigate the effects of tornado activity on house prices and stock returns in the US. First, using geo-referenced and metropolitan statistical area (MSA)-level data, we find tornado activity to be responsible for a significant drop in house prices. Spillover tornado effects between adjacent MSAs are also detected. Furthermore, our granular analysis provides evidence of tornadoes having a negative impact on stock returns. However, only two sectors seem to contribute to such a negative effect (i.e., consumer discretionary and telecommunications). In a macro-analysis, which relies on aggregate data for the South, West, Midwest and Northeast US regions, we then show that tornado activity generates a significant drop in house prices only in the South and Midwest. In these regions, tornadoes are also responsible for a drop in income. Tornado activity is finally found to positively (negatively) affect stock returns in the Midwest (South). If different sectors are examined, a more heterogeneous picture emerges.

Is the 'Central German Metropolitan Region' Spatially Integrated? An Empirical Assessment of Commuting Relations

Abstract
The 'Central German Metropolitan Region' is a network of cities and their surroundings, located in the three East-German states of Saxony, Saxony-Anhalt and Thuringia. It was founded to bring the bundled strengths of these cities into an inter-municipal cooperation, for making use of the possible advantages of a polycentric region. As theory claims, a precondition for gains from polycentricity is spatial integration of the region. In particular, markets for high skilled labour should be integrated. To assess how this precondition is fulfilled in Central Germany, in the framework of a doubly constrained gravity model the commuting relations between the functional regions of the (until 2013) 11 core cities of the network are analysed. In particular for higher educated employees, the results display that commuting relations are determined not only by distance, but also by the state borders that cross the area.

Abstract
Seit 2006 findet am Institut für Wirtschaftsforschung Halle (IWH) in Halle an der Saale alle zwei Jahre das „Halle Forum on Urban Economic Growth“ statt. Ziel dieser Veranstaltungsreihe ist es, ein internationales und interdisziplinäres Forum für den Austausch aktueller Forschungsergebnisse zu Strategien und Verläufen der wirtschaftlichen Entwicklung von Städten zu bieten, mit einem Fokus auf altindustrielle Regionen und post-sozialistische Länder. Das nunmehr bereits fünfte „Halle Forum“ befasste sich schwerpunktmäßig mit der „richtigen“ Governance von Metropolregionen und den wirtschaftlichen Effekten von verschiedenen Formen der metropolitanen Governance. Zusätzlich wurden weitere zentrale Zukunftsthemen der Stadtentwicklung aufgegriffen.

Abstract
The rising focus of politicians as well as scientists in the EU on the large urban agglomerations as centres of economic growth is accompanied by political efforts to identify and to demarcate such agglomerations under the label ‘metropolitan regions’. This study develops a theoretical framework broaching the issue of cooperation between municipalities from the perspective of regional economics as well as political science. The framework is applied to the empirical case of the polycentric metropolitan region of the ‘Saxony triangle’ in east Germany. The results show that various intervening factors prevent intense co-operation between the actors in the region. Policy implications and conclusions for future research are discussed.
