Abstract
Since the beginning of 1997, a currency and/or banking crisis broke out in several transition countries (Bulgaria, Romania, the Czech Republic, Russia, Ukraine). In 1995, Hungary avoided a financial crisis by adjusting properly her macroeconomic policies. Financial markets in transition countries are still small. They gain, however, more and more importance for the entire economy. Part of the countries mentioned are candidates for EU membership. They have to show their ability to stabilize their exchange rates and financial sectors. The fact that overcoming the financial crisis in Asia and Latin America required international assistance (e.g. IMF) underlines the political importance of strategies of preventing such crises in the EU's immediate neighborhood.

Environmental policy under product differentiation and asymmetric costs - Does Leapfrogging occur and is it worth it?

Abstract
This paper studies the influence of environmental policies on environmental quality, domestic firms, and welfare. Point of departure is Porter’s hypothesis that unilateral environmental regulation may enhance the competitiveness of domestic firms. This hypothesis has recently received considerable support in theoretical analyses, especially if imperfectly competitive markets with strategic behavior on behalf of the agents are taken into account. Our work contributes to this literature by explicitely investigating the implications of asymmetric cost structures between a domestic and a foreign firm sector. We use a partial-equilibrium model of vertical product differentiation, where the consumption of a product causes environmental harm. Allowing for differentiated products, the domestic industry can either assume the market leader position or lag behind in terms of the environmental quality of the produced product. Assuming as a benchmark case that the domestic industry lags behind, we investigate the possibility of the government to induce leapfrogging of the domestic firm, i.e. a higher quality produced by the domestic firm after regulation than that of the competitor prior to regulation. It is shown that in the case of a cost advantage for the domestic firm in the production process the imposition of a binding minimum quality standard can serve as a tool to induce leapfrogging. In case of a cost disadvantage the same result can be achieved through an adequate subsidization of quality dependend production costs. Thus, careful regulation enables the domestic firm in both scenarios to better its competitive position against foreign competitors and to earn larger profits. Additionally, environmental quality and welfare can be enhanced.

Spillover Effects and R&D-Cooperations - The Influence of Market Structure

Abstract
This paper examines empirically the role of market structure for the influence of spill-over effects on R&D-cooperations. The results of a microeconometric analysis, based on firm data on innovation, let in general presume that with intensified competition also the influence of spillovers on R&D-cooperation increases. However, competition seems to induce firms to search for effective firm-specific appropriation facilities first. Spillovers that are sufficiently high such that the internalisation effect from R&D-cooperation more than outweighs the competitive effect from research, only arise whenever firms are not able to protect their research results through any appropriation facility. Additionally, there is some evidence that spillover effects may even hinder firms from cooperating in R&D when there is intensive competition on the research stage.

Abstract
Mittlerweile verfügen alle mittel- und osteuropäischen Länder über institutionelle Märkte für den Handel mit Wertpapieren. Die Erfahrungen in diesen Ländern haben gezeigt, daß sich Aktienmärkte relativ schnell organisieren lassen - ohne bereits ein ausgefeiltes institutionelles Regelwerk implementiert zu haben. Dabei weisen die Aktienmärkte einige Hemmnisse auf, die funktionierenden Kapitalmärkten und einer erfolgreichen realwirtschaftlichen Transformation weiterhin im Wege stehen. Dazu gehören insbesondere der Mangel an Liquidität, die Interessenverflechtung zwischen Banken und Investmentfonds sowie die unzureichende Unternehmenskontrolle durch die Aktienmärkte. Die Aktienmärkte in Mittel- und Osteuropa sind als Märkte für Beteiligungsfinanzierung für die Unternehmen noch keine echte Alternative zur Fremdfinanzierung durch die Banken. Die Beschränkungen der Aktienmärkte können als eine Form der Marktsegmentierung interpretiert werden. Dies schafft Anreize für Unternehmen, den negativen Folgeerscheinungen der institutionellen Hemmnisse durch Inanspruchnahme anderer Kapitalmärkte, beispielsweise durch eine Börsennotierung an einem anderen Börsenplatz, auszuweichen. Die Liberalisierung der mittel- und osteuropäischen Kapitalmärkte mit einem verbesserten Zugang für ausländische Investoren ist deshalb begrüßenswert. Diese Maßnahmen können dazu beitragen, die institutionellen Beschränkungen der Aktienmärkte zu mindern und ihre Finanzierungsfunktion zu verbessern.

Phonebanking

Abstract
In a two-stage game, we study under what conditions banks offer phonebanking (first stage). In the second stage, they are competitors in the market for deposits. Offering the phone option creates two opposing effects. The first is a demand effect as depositors strictly prefer to manage some of their financial transactions by phone. The second (strategic) effect is that competition is increased as transaction costs are lowered. Universal phonebanking prevails when the demand effect dominates the strategic effect. Specialization can occur in that one bank offers the phone option while the other does not.
