Employment Effects of Introducing a Minimum Wage: The Case of Germany

Abstract
Income inequality has been a major concern of economic policy makers for several years. Can minimum wages help to mitigate inequality? In 2015, the German government introduced a nationwide statutory minimum wage to reduce income inequality by improving the labour income of low-wage employees. However, the employment effects of wage increases depend on time and region specific conditions and, hence, they cannot be known in advance. Because negative employment effects may offset the income gains for low-wage employees, it is important to evaluate minimum-wage policies empirically. We estimate the employment effects of the German minimum-wage introduction using panel regressions on the state-industry-level. We find a robust negative effect of the minimum wage on marginal and a robust positive effect on regular employment. In terms of the number of jobs, our results imply a negative overall effect. Hence, low-wage employees who are still employed are better off at the expense of those who have lost their jobs due to the minimum wage.

The Corona Recession and Bank Stress in Germany

Abstract
We conduct stress tests for a large sample of German banks across different recoveries from the Corona recession. We find that, depending on how quickly the economy recovers, between 6% to 28% of banks could become distressed from defaulting corporate borrowers alone. Many of these banks are likely to require regulatory intervention or may even fail. Even in our most optimistic scenario, bank capital ratios decline by nearly 24%. The sum of total loans held by distressed banks could plausibly range from 127 to 624 billion Euros and it may take years before the full extent of this stress is observable. Hence, the current recession could result in an acute contraction in lending to the real economy, thereby worsening the current recession , decelerating the recovery, or perhaps even causing a “double dip” recession. Additionally, we show that the corporate portfolio of savings and cooperative banks is more than five times as exposed to small firms as that of commercial banks and Landesbanken. The preliminary evidence indicates small firms are particularly exposed to the current crisis, which implies that cooperative and savings banks are at especially high risk of becoming distressed. Given that the financial difficulties may seriously impair the recovery from the Covid-19 crisis, the pressure to bail out large parts of the banking system will be strong. Recent research suggests that the long run benefits of largely resisting these pressures may be high and could result in a more efficient economy.

Abstract
Nach Ansicht der führenden deutschen Wirtschaftsforschungsinstitute bricht die Konjunktur in Deutschland als Folge der Corona-Pandemie drastisch ein. Um die Infektionswelle abzubremsen, hat der Staat die wirtschaftliche Aktivität hierzulande stark eingeschränkt. Deshalb dürfte das Bruttoinlandsprodukt 2020 um 4,2 % schrumpfen. Die Rezession hinterlässt deutliche Spuren auf dem Arbeitsmarkt und im Staatshaushalt. In der Spitze wird die Arbeitslosenquote auf 5,9 % und die Zahl der Kurzarbeiter auf 2,4 Mio. hochschnellen. Die finanzpolitischen Stabilisierungsmaßnahmen führen 2020 zu einem Rekorddefizit im gesamtstaatlichen Haushalt von 159 Mrd. Euro. Nach dem Shutdown wird sich die Konjunktur schrittweise erholen. Entsprechend fällt der Anstieg des Bruttoinlandsprodukts 2021 mit 5,8 % kräftig aus. Mit dieser Prognose sind erhebliche Abwärtsrisiken verbunden, etwa weil sich die Pandemie deutlich langsamer abschwächen lässt, oder weil das Wiederhochfahren der wirtschaftlichen Aktivität schlechter gelingt als angenommen bzw. eine erneute Ansteckungswelle auslöst.

Die Corona-Pandemie löst eine schwerwiegende Rezession in Deutschland aus. Die Wirtschaftsleistung wird in diesem Jahr um 4,2% schrumpfen. Das erwarten die führenden Wirtschaftsforschungsinstitute in ihrem Frühjahrsgutachten. Für das kommende Jahr sagen sie eine Erholung und ein Wachstum von 5,8% voraus.

Abstract
In the canonical DMP model of job openings, all job openings stem from new job creation. Jobs denote worker-firm matches, which are destroyed following worker quits. Yet, employers classify 56 percent of vacancies as quit-driven replacement hiring into old jobs, which evidently outlived their previous matches. Accordingly, aggregate and firm-level hiring tightly track quits. We augment the DMP model with longer-lived jobs arising from sunk job creation costs and replacement hiring. Quits trigger vacancies, which beget vacancies through replacement hiring. This vacancy chain can raise total job openings and net employment. The procyclicality of quits can thereby amplify business cycles.

Private Debt, Public Debt, and Capital Misallocation

Abstract
Does finance facilitate efficient allocation of resources? Our aim in this paper is to find out whether increases in private and public indebtedness affect capital misallocation, which is measured as the dispersion in the return to capital across firms in different industries. For this, we use a novel dataset containing industrylevel data for 18 European countries and control for different macroeconomic indicators as potential determinants of capital misallocation. We exploit the within-country variation across industries in such indicators as external finance dependence, technological intensity, credit constraints and competitive structure, and find that private debt accumulation disproportionately increases capital misallocation in industries with higher financial dependence, higher R&D intensity, a larger share of credit-constrained firms and a lower level of competition. On the other hand, we fail to find any significant and robust effect of public debt on capital misallocation within our country-sector pairs. We believe the distortionary effects of private debt found in our analysis needs a deeper theoretical investigation.

Abstract
The dispersion of individual returns to experience, often referred to as heterogeneity of income profiles (HIP), is a key parameter in empirical human capital models, in studies of life‐cycle income inequality, and in heterogeneous agent models of life‐cycle labor market dynamics. It is commonly estimated from age variation in the covariance structure of earnings. In this study, I show that this approach is invalid and tends to deliver estimates of HIP that are biased upward. The reason is that any age variation in covariance structures can be rationalized by age‐dependent heteroscedasticity in the distribution of earnings shocks. Once one models such age effects flexibly the remaining identifying variation for HIP is the shape of the tails of lag profiles. Credible estimation of HIP thus imposes strong demands on the data since one requires many earnings observations per individual and a low rate of sample attrition. To investigate empirically whether the bias in estimates of HIP from omitting age effects is quantitatively important, I thus rely on administrative data from Germany on quarterly earnings that follow workers from labor market entry until 27 years into their career. To strengthen external validity, I focus my analysis on an education group that displays a covariance structure with qualitatively similar properties like its North American counterpart. I find that a HIP model with age effects in transitory, persistent and permanent shocks fits the covariance structure almost perfectly and delivers small and insignificant estimates for the HIP component. In sharp contrast, once I estimate a standard HIP model without age‐effects the estimated slope heterogeneity increases by a factor of thirteen and becomes highly significant, with a dramatic deterioration of model fit. I reach the same conclusions from estimating the two models on a different covariance structure and from conducting a Monte Carlo analysis, suggesting that my quantitative results are not an artifact of one particular sample.

Abstract
Knapp 8% der Beschäftigten in den Handwerksbetrieben Sachsen-Anhalts verdienten vor der Einführung des gesetzlichen Mindestlohns zu Beginn des Jahres 2015 brutto weniger als 8,50 Euro je Stunde. Allerdings differiert die Betroffenheit stark. In den besonders betroffenen Gewerken war zu befürchten, dass die durch den Mindestlohn induzierte Kostensteigerung zu einem spürbaren Beschäftigungsabbau führt. In diesem Kontext werden drei Fragen untersucht: (1) Wie hoch war die Mindestlohnbetroffenheit im Handwerk in Sachsen-Anhalt? (2) Welche – über die Lohnkostenerhöhung hinausgehenden – Effekte hatte die Mindestlohneinführung in den Handwerksbetrieben? (3) Welche Ausweichreaktionen haben die Handwerksbetriebe unternommen, um die höhere Kostenbelastung zu bewältigen? Die Untersuchungen basieren auf den von den Handwerkskammern Halle und Magdeburg durchgeführten Konjunkturumfragen, die in Kooperation mit dem IWH um zusätzliche Fragen zur Mindestlohneinführung erweitert wurden. Die Ergebnisse der Schätzungen zeigen keine signifikanten Beschäftigungseffekte infolge der Einführung des gesetzlichen Mindestlohns. Vielmehr haben die Handwerksbetriebe vor allem mit Preiserhöhungen reagiert.

Innovation, Reallocation, and Growth

Abstract
We build a model of firm-level innovation, productivity growth, and reallocation featuring endogenous entry and exit. A new and central economic force is the selection between high- and low-type firms, which differ in terms of their innovative capacity. We estimate the parameters of the model using US Census microdata on firm-level output, R&D, and patenting. The model provides a good fit to the dynamics of firm entry and exit, output, and R&D. Taxing the continued operation of incumbents can lead to sizable gains (of the order of 1.4 percent improvement in welfare) by encouraging exit of less productive firms and freeing up skilled labor to be used for R&D by high-type incumbents. Subsidies to the R&D of incumbents do not achieve this objective because they encourage the survival and expansion of low-type firms.
