Die „kleine“ Bankenkrise in den USA scheint vorbeizusein, und auch die Credit-Suisse-Krise ist beigelegt. Es stellt sich die Frage, was wir aus der Pleite der Silicon Valley Bank lernen können, um eine ähnliche Situation in Deutschland oder Europa zu vermeiden.

The Effect of Bank Failures on Small Business Loans and Income Inequality

Abstract
Using variation in the timing and location of branches of failed banks we analyze its effect on income inequality. Employing a difference-in-differences specification we find that bank failures increased the GINI by 0.3 units (or 0.7%). We show that the rise in inequality is due to a decrease in the incomes of the poor that outpaces declines of the rest. We further show that individuals with lower levels of education exhibit a relatively greater decline in real wages and weekly hours worked. Exploring channels of transmission, we find income inequality is explained by a general decline in small business loans. This in turn reduces net new small business formation and their job creation capacity, a sector that hires a substantial share of low-income earners.

The Cleansing Effect of Banking Crises

Abstract
We assess the cleansing effects of the 2008–2009 financial crisis. U.S. regions with higher levels of supervisory forbearance on distressed banks see less restructuring in the real sector: fewer establishments, firms, and jobs are lost when more distressed banks remain in business. In these regions, the banking sector has been less healthy for several years after the crisis. Regions with less forbearance experience higher productivity growth after the crisis with more firm entries, job creation, and employment, wages, patents, and output growth. Forbearance is greater for state-chartered banks and in regions with weaker banking competition and more independent banks.

Abstract
We examine whether liquidity dynamics within banking groups matter for the transmission of macroprudential policy. Using matched bank headquarters-branch data for identification, we find a lending channel of reserve requirements for municipal branches whose headquarters are more exposed to the policy tool. The result is driven by the 2008–2009 crisis and is stronger for state-owned branches, especially when being less profitable and liquidity constrained. These findings suggest the presence of cross-regional distributional effects of macroprudential policies operating via internal capital markets.

IWH warnt vor neuer Bankenkrise
Die Corona-Rezession könnte das Aus für dutzende Banken bundesweit bedeuten – selbst wenn Deutschland die Wirtschaftskrise glimpflich übersteht. Gefährdet sind vor allem viele Sparkassen und Genossenschaftsbanken, zeigt eine Analyse des Leibniz-Instituts für Wirtschaftsforschung Halle (IWH). In den Bilanzen der betroffenen Geldinstitute stehen Kredite im dreistelligen Milliardenbereich. IWH-Präsident Gropp warnt vor einer möglichen hohen Zusatzlast für die ohnehin geschwächte Realwirtschaft.
