Extreme Dependence with Asymmetric Thresholds: Evidence for the European Monetary Union

Abstract
Existing papers on extreme dependence use symmetrical thresholds to define simultaneous stock market booms or crashes such as the joint occurrence of the upper or lower one percent return quantile in both stock markets. We show that the probability of the joint occurrence of extreme stock returns may be higher for asymmetric thresholds than for symmetric thresholds. We propose a non-parametric measure of extreme dependence which allows capturing extreme events for different thresholds and can be used to compute different types of extreme dependence. We find that extreme dependence among the stock markets of ten initial EMU member countries, the United Kingdom, and the United States is largely asymmetrical in the pre-EMU period (1989–1998) and largely symmetrical in the EMU period (1999–2010). Our findings suggest that ignoring the possibility of asymmetric extreme dependence may lead to an underestimation of the probability of co-booms and co-crashes.

Abstract
Die Modellierung des CO2-Zertifikatepreisrisikos ist ein wichtiger Teilaspekt eines ganzheitlichen Managements von mit dem Emissionshandel verbundenen Unternehmensrisiken. Das Papier diskutiert ein Preisbildungsmodell, auf dessen Grundlage das Zertifikatepreisrisiko bewertet werden kann. Es wird davon ausgegangen, dass der Zertifikatepreis durch die erwarteten Grenzvermeidungskosten der Handelsperiode determiniert wird und stochastisch um dieses Niveau schwankt. Dieses Verhalten wird mit einem Mean-Reversion-Prozess modelliert. Aufgrund von Unsicherheiten bezüglich künftiger Umweltzustände ist jedoch zu vermuten, dass innerhalb einer Handelsperiode durch das Bekanntwerden neuer Informationen sprunghafte Veränderungen der erwarteten Grenzvermeidungskosten auftreten können, womit sprunghafte Verschiebungen des erwarteten Preisniveaus einhergehen. Neben der ParameterSchätzung ist es daher auch ein Ziel der Arbeit, den Mean-Reversion-Prozess so zu modifizieren, dass solche sprunghaften Veränderungen des erwarteten Reversion-Niveaus abgebildet werden können.

What Might Central Banks Lose or Gain in Case of Euro Adoption – A GARCH-Analysis of Money Market Rates for Sweden, Denmark and the UK

Abstract
This study deals with the question whether the central banks of Sweden, Denmark and the UK can really influence short-term money markets and thus, would lose this influence in case of Euro adoption. We use a GARCH-M-GED model with daily money market rates. The model reveals the co-movement between the Euribor and the shortterm interest rates in these three countries. A high degree of co-movement might be seen as an argument for a weak impact of the central bank on its money markets. But this argument might only hold for tranquil times. Our approach reveals, in addition, whether there is a specific reaction of the money markets in turbulent times. Our finding is that the policy of the European Central Bank (ECB) has indeed a significant impact on the three money market rates, and there is no specific benefit for these countries to stay outside the Euro area. However, the GARCH-M-GED model further reveals risk divergence and unstable volatilities of risk in the case of adverse monetary shocks to the economy for Sweden and Denmark, compared to the Euro area. We conclude that the danger of adverse monetary developments cannot be addressed by a common monetary
policy for these both countries, and this can be seen as an argument to stay outside the Euro area.

Abstract
Die Berichterstattung über die Anstrengungen zur Reduktion von Treibhausgasen konzentriert sich seit längerem auf die CO2-Emissionen aus der Energieerzeugung und dem Verkehr. Dabei muss durchaus nicht immer nur an den „ganz großen Rädern“ gedreht werden; eine Fülle von Detailverbesserungen summiert sich ebenfalls. Zudem existieren neben Kohlendioxid noch andere Verbindungen, die ein wesentlich höheres Treibhausgaspotenzial besitzen als CO2 selbst. Dazu zählen etwa Methan und Lachgas. Dabei besitzt Lachgas nach den Angaben des Weltklimarats nicht nur ein um den Faktor 298 stärkeres Treibhausgaspotenzial als CO2, sondern greift auch indirekt die Ozonschicht an. Derzeit (Stand: 2009) beträgt der Anteil der Lachgasemission 7,3% an der gesamten Treibhausgas-Freisetzung Deutschlands, wobei die Landwirtschaft hier als großer Emittent zu werten ist.

Abstract
We analyze the impact on a firm’s profits and optimal wage rates, and on the distribution of workers’ earnings, when workers compare their earnings with those of co-workers. We consider a low-productivity worker who receives lower wage earnings than a high-productivity worker. When the low-productivity worker derives (dis)utility not only from his own effort but also from comparing his earnings with those of the high-productivity worker, his response to the sensing of relative deprivation is to increase the optimal level of effort. Consequently, the firm’s profits are higher, its wage rates remain unchanged, and the distribution of earnings is compressed.

Abstract
Die Einführung des Europäischen Emissionshandels bedeutet, dass teilnehmende Unternehmen einen neuen Unsicherheitsfaktor bei ihrer Planung zu berücksichtigen haben - Emissionszertifikate. In diesem Artikel untersuchen wir, wie dieses Risiko um Rahmen einer stochastischen Plan- Gewinn- und Verlustrechnung (GuV) berücksichtige werden kann. Dafür erkunden wir welche Plangrößen durch den Emissionshandel beeinflusst werden. Weiter zeigen wir einen Ansatz, diese Größen in einer Plan-GuV zu modellieren. Dabei werden Unsicherheiten und Abhängigkeiten explizit berücksichtigt. Deshalb stellt das vorgestellte Modell eine Basis für Risikobewertungen und Investitionsentscheidungen im unsicheren Umfeld des CO2-Zertifikatehandels dar.

Political Institutionalisation and Economic Specialisation in Polycentric Metropolitan Regions – The Case of the East German ‚Saxony Triangle‘

Abstract
The rising focus of politicians as well as scientists in the EU on the large urban agglomerations as centres of economic growth is accompanied by political efforts to identify and to demarcate such agglomerations under the label ‘metropolitan regions’. This study develops a theoretical framework broaching the issue of cooperation between municipalities from the perspective of regional economics as well as political science. The framework is applied to the empirical case of the polycentric metropolitan region of the ‘Saxony triangle’ in east Germany. The results show that various intervening factors prevent intense co-operation between the actors in the region. Policy implications and conclusions for future research are discussed.

Analyzing Innovation Drivers in the German Laser Industry: the Role of Positioning in the Social and Geographical Space

Abstract
Empirical and theoretical contributions provide strong evidence that firm-level performance outcomes in terms of innovativeness can either be determined by the firm’s position in the social space (network effects) or by the firm’s position in the geographical space (co-location effects). Even though we can observe quite recently first attempts in bringing together these traditionally distinct research streams (Whittington et al. 2009), research on interdependent network and geographical co-location effects is still rare. Consequently, we seek to answer the following research question: considering that the effects of social and geographic proximity on firm’s innovativeness can be interdependent, what are the distinct and combined effects of firm’s network and geographic position on firm-level innovation output? We analyze the innovative performance of German laser source manufacturers between 1995 and 2007. We use an official database on publicly funded R&D collaboration projects in order to construct yearly networks and analyze firm’s network positions. Based on information on population entries and exits we calculate various types of geographical proximity measures between private sector and public research organizations (PRO). We use patent grants as dependent variable in order to measure firm-level innovation output. Empirical results provide evidence for distinct effect of network degree centrality. Distinct effect of firm’s geographical co-location to laser-related public research organization promotes patenting activity. Results on combined network and co-location effects confirms partially the existence of in-terdependent proximity effects, even though a closer look at these effects reveals some ambiguous but quite interesting findings.

Abstract
Die Software CO2-Navigator wendet den Realoptionsansatz und den Risikomanagementprozess auf den unternehmerischen Umgang mit dem Klimawandel an. Er richtet sich in erster Linie an emissionsintensive, kleine und mittlere Unternehmen ist jedoch auch in größeren Unternehmen, die beispielsweise eine eigene „Sustainability“-Abteilung unterhalten, anwendbar. Der Wertbeitrag des Softwaretools besteht darin, dass es die Aspekte Klimastrategie, quantitative Bewertung von Klimaschutzinvestitionen sowie Emissionsrechtemanagement vereint. Es kann im Unternehmen in Bereichen strategisches Management, regulatorisches Management, Energie- und Umweltmanagement, Technologiemanagement sowie Controlling Anwendung finden. Der spezielle Wertbeitrag dieses Artikels liegt in der Verknüpfung von Klimarisikomanagement und Realoptionsansatz sowie in der Darstellung des CO2-NAVIGATORs vor dem Hintergrund seiner Entwicklung im Sinne konstruktionsorientierter Forschung.

Gemeinschaftsdiagnose: IWH-Forscher weiter im Kreis der führenden Konjunkturexperten
Das Institut für Wirtschaftsforschung Halle (IWH) wird auch in den kommenden drei Jahren an dem gemeinsamen Konjunkturgutachten der Wirtschaftsforschungsinstitute für die Bundesregierung mitarbeiten. Am Donnerstag verkündete das Bundeswirtschaftsministerium die Entscheidung zugunsten der Bietergemeinschaft des IWH mit dem neuen Partner, der Kiel Economics Research & Forecasting GmbH & Co. KG. Ebenfalls beteiligt sind das ifo Institut für Wirtschaftsforschung e. V. an der Universität München gemeinsam mit der Konjunkturforschungsstelle an der ETH Zürich KOF, das Institut für Weltwirtschaft an der Universität Kiel gemeinsam mit dem Zentrum für Europäische Wirtschaftsforschung GmbH Mannheim und das Rheinisch-Westfälische Institut für Wirtschaftsforschung e.
