Gemeinschaftsdiagnose Frühjahr 2024: Gegenwind aus In- und Ausland: Institute revidieren Prognose deutlich nach unten
Die Wirtschaft in Deutschland ist aus Sicht der fünf führenden Wirtschaftsforschungsinstitute angeschlagen. In ihrem Frühjahrsgutachten revidieren sie ihre Prognose für das laufende Jahr deutlich nach unten und erwarten nun nur noch einen Zuwachs der Wirtschaftsleistung um 0,1%. Im Herbstgutachten standen noch 1,3% in Aussicht. Für das kommende Jahr belassen sie die Prognose mit +1,4% nahezu unverändert (bislang 1,5%). Die Wirtschaftsleistung fällt dann aber infolge der verzögerten Erholung um über 30 Mrd. Euro niedriger aus.

Abstract
This study employs synthetic control methods to estimate the effect of the Iberian exception mechanism on wholesale electricity prices and consumer inflation, for both Spain and Portugal. We find that the intervention led to an average reduction of approximately 40% in the spot price of electricity between July 2022 and June 2023 in both Spain and Portugal. Regarding overall inflation, we observe notable differences between the two countries. In Spain, the intervention has an immediate effect, and results in an average decrease of 3.5 percentage points over the twelve months under consideration. In Portugal, however, the impact is small and generally close to zero. Different electricity market structures in each country are a plausible explanation.

Gemeinschaftsdiagnose Herbst 2023: Kaufkraft kehrt zurück – Politische Unsicherheit hoch
Die Projektgruppe Gemeinschaftsdiagnose prognostiziert für das Jahr 2023 einen Rückgang des Bruttoinlands-
produkts in Deutschland um 0,6%. Damit wird die Prognose vom Frühjahr 2023 kräftig um 0,9 Prozentpunkte nach unten revidiert. „Der wichtigste Grund dafür ist, dass sich die Industrie und der private Konsum langsamer erholen, als wir im Frühjahr erwartet haben“, sagt Oliver Holtemöller, stellvertretender Präsident und Leiter der Abteilung Makroökonomik am Leibniz-Institut für Wirtschaftsforschung Halle (IWH).

Evidence-based Support for Adaptation Policies in Emerging Economies

Abstract
In recent years, the impacts of climate change become increasingly evident, both in magnitude and frequency. The design and implementation of adequate climate adaptation policies play an important role in the macroeconomic policy discourse to assess the impact of climate change on regional and sectoral economic growth. We propose different modelling approaches to quantify the socio-economic impacts of climate change and design specific adaptations in three emerging market economies (Kazakhstan, Georgia and Vietnam) which belong to the areas that are heavily exposed to climate change. A Dynamic General Equilibrium (DGE) model has been used for Vietnam and economy-energy-emission (E3) models for the other two countries. Our modelling results show how different climate hazards impact the economy up to the year 2050. Adaptation measures in particular in the agricultural sector have positive implications for the gross domestic product (GDP). However, some adaptation measures can even increase greenhouse gas emissions. In addition, the focus on GDP as the main indicator to evaluate policy measures can produce welfare-reducing policy decisions.
