The Euro Plus Pact: Cost Competitiveness and External Capital Flows in the EU Countries

Abstract
The Euro Plus Pact was approved by 23 EU countries in March 2011 and came into force shortly afterwards. The Pact stipulates a range of quantitative targets meant to strengthen cost competitiveness with the aim of preventing the accumulation of external financial imbalances. This paper uses Granger causality tests and vector autoregressive models to assess the short-term linkages between changes in the relative unit labour cost and changes in the current account balance. The sample consists of annual data for 27 EU countries for the period 1995-2012. The main finding is that changes in the current account balance precedes changes in relative unit labour costs, while there is no discernible effect in the opposite direction. The divergence in unit labour costs between the countries in Northern Europe and the countries in Southern and Eastern Europe may thus partly be the result of capital flows from the core of Europe to the periphery prior to the global financial crisis. The results also suggest that the measures in the Euro Plus Pact to restrain the growth of unit labour costs may not affect the current account balance in the short term.

Abstract
Am 16. Dezember 2013 fand am IWH die Konferenz „Von der Transformation zur europäischen Integration – Ostdeutschland und Mittelosteuropa in der Forschung des IWH“ statt. Den Eröffnungsvortrag hielt der Minister für Wissenschaft und Wirtschaft des Landes Sachsen-Anhalt, Hartmut Möllring, zum Thema „Internationalisierungsstrategie für Sachsen-Anhalt: Ziele, Umsetzung und künftige Handlungsbedarfe“. In den darauf folgenden Vorträgen von Wissenschaftlerinnen und Wissenschaftlern des IWH wurden Befunde über die Internationalisierung des FuEStandortes Deutschland, die Umsetzung des europäischen Fiskalpakts und der deutschen Schuldenbremse, die Konjunkturentwicklung in Ostdeutschland und über die Auswirkungen der Preisliberalisierung auf das Städtesystem Russlands präsentiert. Den Abschluss bildete ein Podiumsgespräch mit Persönlichkeiten aus Unternehmen der Region und der Wissenschaft zum Thema: „Ostdeutsche Mittelständler auf Erfolgskurs in Europa – Was steckt dahinter?“

Abstract
Die günstige konjunkturelle Lage in Deutschland scheint der Wirtschaftspolitik den Blick auf die mittel- bis langfristigen Probleme zu verstellen. Im Bereich der Finanzpolitik liegt der Fokus derzeit auf der Ausweitung von Sozialleistungen. Wachstumsfreundliche Maßnahmen stehen hinten an. Zwar plant die neue Koalition zusätzliche investive Ausgaben, die grundsätzlich das Produktionspotenzial erhöhen könnten. Aber die konsumtiven Ausgaben stehen eindeutig im Vordergrund. Das wichtige Thema der Bund-Länder-Finanzbeziehungen wird auf die lange Bank geschoben, obwohl das Auslaufen der aktuellen Regeln Dringlichkeit gebietet und die Anreizprobleme des aktuellen Länderfinanzausgleichs offenkundig sind. Letztere könnten durch eine höhere Steuerautonomie der Bundesländer, etwa durch Zuschlagsrechte bei der Einkommensteuer, abgemildert werden. Im Bereich der Geldpolitik besteht derzeit die Gefahr, dass das mittelfristige Inflationsziel unterschritten wird. Es gibt zwar noch einige geldpolitische Instrumente, die für zusätzliche Liquiditätsbereitstellung genutzt werden könnten. Allerdings ist die Wirkung der Maßnahmen durch Probleme im Bankensektor derzeit gestört. Deshalb hat der im Jahr 2014 anstehende Stresstest eine hohe Bedeutung für die Wiederherstellung des Vertrauens im Bankensektor. Die Bankenunion sollte beherzt vollendet und nicht durch immer weitere Abstriche in ihrer Wirkung gefährdet werden. Die Europäische Kommission untersucht, ob der hohe deutsche Leistungsbilanzüberschuss auf ein gesamtwirtschaftliches Ungleichgewicht hinweist. Gegenwärtig gibt es allerdings kaum Anzeichen dafür, dass die gesamtwirtschaftliche Lage in Deutschland ungleichgewichtig ist. Der Leistungsbilanzüberschuss erklärt sich daraus, dass in einer alternden Gesellschaft wie der deutschen viel gespart wird und auch wegen der in Zukunft zu erwartenden Knappheit des Faktors Arbeit nicht genug rentierliche Investitionsprojekte im Land zu finden sind. Aus dieser Perspektive steht die Wirtschaftspolitik vor zwei Aufgaben: zum einen, die Risiken ungleichgewichtiger wirtschaftlicher Entwicklungen im Ausland für die Zukunft zu senken, um deutsche Anlagen vor Wertverlusten zu schützen. Zum anderen würde eine erfolgreiche Zuwanderungs- und Integrationspolitik über bessere langfristige Wachstumsperspektiven auch die Attraktivität von Investitionen im Inland erhöhen.

Abstract
With the integration of post-communist countries into the European and global economy
after 1990, there was strong research interest into the role of multinational enterprises
(MNEs) for economic restructuring and technological catching-up. Most of the existing
empirical studies on locational determinants of FDI and host country effects did not take
account of East Germany. This might be for different reasons: Firstly, theoretical and
empirical difficulties derive from the fact that East Germany followed a distinct transition
pattern as it became a region subsumed in a larger and more mature economy. Secondly,
East Germany received private investment from foreign as well as West German firms. Only
the first can be considered as a foreign direct investment (FDI). Finally, there had long been
a lack of micro data to adequately analyse the activities of corresponding firms from a
production as well as technological perspective.

Von der Transformation zur europäischen Integration
Der Prozess der ökonomischen Transformation in den ehemals sozialistischen Staaten gilt mittlerweile als abgeschlossen. Aber wie stark sind die Post-Transformationsökonomien in Ostdeutschland und Mittelosteuropa wirklich und wie lässt sich deren Wettbewerbsfähigkeit weiter entwickeln? Auf der Tagung „Von der Transformation zur europäischen Integration – Ostdeutschland und Mittelosteuropa in der Forschung des IWH“ widmet sich das IWH diesen Fragen und beleuchtet sie in ihrem Zusammenhang mit dem Prozess der europäischen Integration.

Has Labor Income Become More Volatile? Evidence from International Industry-Level Data

Abstract
Changes in labor market institutions and the increasing integration of the world economy may affect the volatility of capital and labor incomes. This article documents and analyzes changes in income volatility using data for 11 industrialized countries, 22 industries and 35 years (1970–2004). The article has four main findings. First, the unconditional volatility of labor income has declined in parallel to the decline in macroeconomic volatility. Second, the industry-specific, idiosyncratic component of labor income volatility has hardly changed. Third, cross-sectional heterogeneity is substantial. If anything, the labor incomes of high- and low-skilled workers have become more volatile relative to the volatility of capital incomes. Fourth, the volatility of labor income relative to the volatility of capital income declines in the labor share. Trade openness has no clear-cut impact.

Towards Deeper Financial Integration in Europe: What the Banking Union Can Contribute

Abstract
The agreement to establish a Single Supervisory Mechanism in Europe is a major step towards a Banking Union, consisting of centralized powers for the supervision of banks, the restructuring and resolution of distressed banks, and a common deposit insurance system. In this paper, we argue that the Banking Union is a necessary complement to the common currency and the Internal Market for capital. However, due care needs to be taken that steps towards a Banking Union are taken in the right sequence and that liability and control remain at the same level throughout. The following elements are important. First, establishing a Single Supervisory Mechanism under the roof of the ECB and within the framework of the current EU treaties does not ensure a sufficient degree of independence of supervision and monetary policy. Second, a European institution for the restructuring and resolution of banks should be established and equipped with sufficient powers. Third, a fiscal backstop for bank restructuring is needed. The ESM can play a role but additional fiscal burden sharing agreements are needed. Direct recapitalization of banks through the ESM should not be possible until legacy assets on banks’ balance sheets have been cleaned up. Fourth, introducing European-wide deposit insurance in the current situation would entail the mutualisation of legacy assets, thus contributing to moral hazard.

Der Beitrag wurde anlässlich des gemeinsamen Workshops des Conseil d'Analyse Économique (CAE) und des Sachverständigenrates zur Begutachtung der gesamtwirtschaftlichen Entwicklung zum Thema fiskalische und ökonomische Integration des Euroraums verfasst. Er diskutiert die makroökonomischen Wirkungen einer Bankenunion und mögliche Ausgestaltungsvarianten vor dem Hintergrund der aktuell diskutierten Vorschläge.
