Abstract
Am 1. Juni 2013 habe ich die Präsidentschaft des Instituts für Wirtschaftsforschung Halle übernommen. Das Amt ist verbunden mit einem Lehrstuhl für Volkswirtschaftslehre an der Otto-von-Guericke-Universität Magdeburg. Das IWH ist in Deutschland das einzige wirtschaftswissenschaftliche Forschungsinstitut mit einem Schwerpunkt auf Ostdeutschland sowie Mittel- und Osteuropa. Das Institut erforscht Prozesse der Transformation von Institutionen und der Integration von Märkten in Europa. Dieser Forschungsauftrag ist heute aktueller denn je.

Abstract
European trade unions have attempted to coordinate their bargaining strategies transnationally in order to counter downward pressures on wages. Such coordination is most feasible in broadly integrated and exposed sectors that have to face common competitive constraints on wages. This article investigates collectively negotiated wage increases in the metal sector in Belgium, the Netherlands and Germany. We assume a specific logic of transnational pattern bargaining, with Germany as the ‘anchor’ country. We investigate the emergence of a transnational wage coordination effect before and after institutions for the coordination of wage bargaining were established. Finally, we draw conclusions on prospects for wage bargaining coordination with further integration of Economic and Monetary Union.

Consumption Volatility and Financial Openness

Abstract
Economic theory predicts that the integration of financial markets lowers the volatility of consumption. In this article, we study long-term trends in the consumption volatility of the G7 countries. Using different measures of financial openness, we find evidence that greater financial openness has been associated with lower consumption volatility. However, volatility of consumption relative to output has not declined.

Sovereign Credit Risk Co-movements in the Eurozone: Simple Interdependence or Contagion?

Abstract
We investigate credit risk co-movements and contagion in sovereign debt markets of 17 industrialized countries for the period 2008-2012. We use dynamic conditional correlations of sovereign CDS spreads to detect contagion. This approach allows separating the channels through which contagion occurs from the determinants of simple interdependence. The results show that, first, sovereign credit risk comoves considerably, in particular among eurozone countries and during the sovereign debt crisis. Second, contagion cannot be attributed to one moment in time but varies across time and countries. Third, similarities in economic fundamentals, cross-country linkages in banking, and common market sentiment constitute the main channels of contagion.

Abstract
In recent decades, the international division of labor has expanded rapidly in the wake of European integration. In this context, especially Western European high-wage countries should have specialized on (human-)capital intensively manufactured goods and should have increasingly sourced labor-intensively manufactured goods, especially parts and components, from Eastern European low wage countries. Since this should be beneficial for the high-skilled and harmful to the lower-qualified workforce in high-wage countries, the opening up of Eastern Europe is often considered as a vital reason for increasing unemployment of the lower-qualified in Western Europe. This paper addresses this issue by analyzing the skill content of Western European countries’ bilateral trade using input-output techniques in order to evaluate possible effects of international trade on labor demand. Thereby, differences in factor inputs and production technologies have been considered, allowing for vertical product differentiation. In this case, skill content of bilateral exports and imports partially differs substantially, especially in bilateral trade between Western and Eastern European countries. According to the results, East-West trade should be harmful particularly to the medium-skilled in Western European countries.

Abstract
Die Schulden- und Vertrauenskrise in Europa ist das Ergebnis einer ineffizienten Kapitalallokation und unzureichender Institutionen für die Reaktion auf die sich dadurch ergebenden Folgen. Im Zuge des europäischen Integrationsprozesses haben internationale Kapitalströme in einigen Ländern zu Übertreibungen im Privatsektor geführt und in anderen haben sie eine übermäßige Staatsverschuldung begünstigt. Das Platzen der Preisblasen auf Vermögensmärkten hat schließlich auch in Ländern mit ehemals soliden Staatsfinanzen vor allem aufgrund der Maßnahmen zur Stützung des Finanzsystems die öffentliche Verschuldung aus dem Ruder laufen lassen. Die europäische Politik hat den Reformbedarf erkannt, aber wichtige Weichenstellungen und Umsetzungen fehlen noch. Die innerhalb einer Währungsunion vergleichsweise schwierigen und langsamen Anpassungsprozesse zur Wiederherstellung der Wettbewerbsfähigkeit nach einer Krise sind in den derzeitigen Krisenländern ansatzweise erkennbar. Dieser Befund stützt die derzeitigen Prognosen bezüglich eines bald einsetzenden Erholungsprozesses in diesen Ländern. Die Aussichten auf eine Überwindung der Krisen würden den Fortbestand der Währungsunion sichern.

Has the Euro Increased International Price Elasticities?

Abstract
The introduction of the Euro has been accompanied by the hope that international competition between EMU member states would increase due to higher price transparency. This paper contributes to the literature by analyzing price elasticities in international trade flows between Germany and France and between Germany and the United Kingdom before and after the introduction of the Euro. Using disaggregated Eurostat trade statistics, we adopt a heterogeneous dynamic panel framework for the estimation of price elasticities. We suggest a Kalman-filter approach to control for unobservable quality changes which otherwise would bias estimates of price elasticities. We divide the complete sample, which ranges from 1995 to 2008, into two sub-samples and show that price elasticities in trade between EMU members did not change substantially after the introduction of the Euro. Hence, we do not find evidence for an increase in international price competition resulting from EMU.

Abstract
Am 19. September 2012 fand im IWH die Konferenz „Von der Transformation zur europäischen Integration – Ostdeutschland und Mittelosteuropa in der Forschung des IWH“ statt. Im Fokus der Veranstaltung, die dem Wissenstransfer und Austausch mit einem wirtschaftspolitisch interessierten Fachpublikum diente, standen Untersuchungsergebnisse zur wirtschaftlichen Entwicklung und institutionellen Anpassung in den mittel- und osteuropäischen Post-Transformationsökonomien, darunter in Ostdeutschland, im Zuge der europäischen Integration. Den Eröffnungsvortrag hielt die Ministerin für Wissenschaft und Wirtschaft des Landes Sachsen-Anhalt, Prof. Dr. Birgitta Wolff, zum Thema „Sachsen-Anhalt in Europa: Wie weiter mit der EU-Strukturfonds-Förderung nach 2013?“. In den darauf folgenden Vorträgen von Wissenschaftlerinnen und Wissenschaftlern des IWH wurden makroökonomische Indikatoren und Schwellenwerte zur Vorhersage von Finanzkrisen vorgestellt, ökonomische Perspektiven für einen Beitritt mittel- und osteuropäischer Staaten zum Euroraum aufgezeigt und die verschiedenen Stadien der institutionellen Konvergenz in den europäischen Post Transformationsländern untersucht. Weiterhin wurden Wissensnetzwerke in Sachsen-Anhalt analysiert und die Effizienz der kommunalen Leistungserstellung in Abhängigkeit von Gemeindegröße und Verwaltungsform betrachtet.

Abstract
With the integration of post-communist countries into the European and global economy
after 1990, there was strong research interest into the role of multinational enterprises
(MNEs) for economic restructuring and technological catching-up. Most of the existing
empirical studies on locational determinants of FDI and host country effects did not take
account of East Germany. This might be for different reasons: Firstly, theoretical and
empirical difficulties derive from the fact that East Germany followed a distinct transition
pattern as it became a region subsumed in a larger and more mature economy. Secondly,
East Germany received private investment from foreign as well as West German firms. Only
the first can be considered as a foreign direct investment (FDI). Finally, there had long been
a lack of micro data to adequately analyse the activities of corresponding firms from a
production as well as technological perspective.
