Abstract
Public innovation subsidies in a regional environment are expected to unfold a positive economic impact over time. The focus of this paper is on an assessment of the long-run impact of innovation and innovation subsidies in German regions. This is scrutinized by an estimation approach combining panel model and time-series characteristics and using regional data for the years 1980–2014. The results show that innovation and innovation subsidies in the long run have a positive impact on the economic development of regions in Germany. This supports a long-term strategy for regional and innovation policy.

Erweiterung des IWH beschlossen
Die Gemeinsame Wissenschaftskonferenz (GWK) von Bund und Ländern hat dem Antrag des Leibniz-Instituts für Wirtschaftsforschung Halle (IWH) auf einen großen strategischen Sondertatbestand in Form einer strategischen Erweiterung zugestimmt. Ab dem Jahr 2020 erhält das Institut eine zusätzliche Grundfinanzierung in Höhe von 1,3 Millionen Euro jährlich. IWH-Präsident Reint E. Gropp zeigt sich außerordentlich erfreut über den großen Erfolg.

Banken steigern Ertrag, wenn Fusionsschranken fallen
Wenn durch den Wegfall politischer Konsolidierungsbarrieren aus zwei Banken eine wird, wird das neu entstandene Institut deutlich profitabler und nützlicher für die Realwirtschaft. Zu diesem Schluss kommt eine Untersuchung von zwangsfusionierten Sparkassen, durchgeführt vom Leibniz-Institut für Wirtschaftsforschung Halle (IWH). Aus der Studie ergeben sich wichtige Erkenntnisse für den deutschen und den europäischen Bankenmarkt.

Neue IWH-Publikation zieht Bilanz: „Vereintes Land – drei Jahrzehnte nach dem Mauerfall“
Wie steht Deutschland 30 Jahre nach dem Fall der Berliner Mauer wirtschaftlich da? Eine neue Veröffentlichung des Leibniz-Instituts für Wirtschaftsforschung Halle (IWH) zeigt mit anschaulichen Karten und Graphiken, wie sich die Bundesrepublik im internationalen Vergleich entwickelt hat und wie es um die innere Einheit bestellt ist. Neue Befunde liefert die Publikation unter anderem zur Produktivität in Ost und West, zur Entwicklung von Stadt und Land sowie zur Fachkräftesituation.

Drivers of Systemic Risk: Do National and European Perspectives Differ?

Abstract
With the establishment of the Banking Union, the European Central Bank has been granted the power to impose stricter regulations than the national regulator if systemic risks are not adequately addressed at the national level. We ask whether there is a cross-border externality in the sense that a bank’s systemic risk differs when applying a national versus a European perspective. On average, banks’ contribution to systemic risk is similar at the two regional levels, and so is the ranking of banks. Generally, larger banks and banks with a lower share of loans are more systemically important. The effects of these variables are qualitatively but not quantitatively similar at the national versus the European level.

Abstract
Die Frage, ob in Ostdeutschland politisch „die Uhren anders gehen“, hat Politik und Politikwissenschaft seit der Wiedervereinigung beschäftigt. Wie die Beantwortung der Frage ausfällt, hängt vom zyklischen Verlauf des Wahlverhaltens und dem dadurch ausgelösten dynamischen Wandel des Parteiensystems auf nationaler wie regionaler Ebene wesentlich ab. Schien ein besonderer „Ostfaktor“ in Gestalt der PDS und der ihr Erbe antretenden Partei Die Linke als ostdeutsche Regional-und Interessenpartei gut 25 Jahre lang im gesamtdeutschen Parteiensystem als eine berechenbare politische Größe auf-gehoben, so zeigt das Ergebnis der Bundestagswahl von 2017 ein wieder deutlicher zwischen beiden Landesteilen ́gespaltenes` Wahlverhalten.

Do Diasporas Affect Regional Knowledge Transfer within Host Countries? A Panel Analysis of German R&D Collaborations

Abstract
Interactive regional learning involving various actors is considered a precondition for successful innovations and, hence, for regional development. Diasporas as non-native ethnic groups are regarded as beneficial since they enrich the creative class by broadening the cultural base and introducing new routines. Using data on research and development (R&D) collaboration projects, the analysis provides tentative evidence that the size of diasporas positively affects the region’s share of outward R&D linkages enabling the exchange of knowledge. The empirical analysis further confirms that these interactions mainly occur between regions hosting the same diasporas, pointing to a positive effect of ethnic proximity rather than ethnic diversity.

Identifying Cooperation for Innovation – A Comparison of Data Sources

Abstract
The value of social network analysis is critically dependent on the comprehensive and reliable identification of actors and their relationships. We compare regional knowledge networks based on different types of data sources, namely, co-patents, co-publications, and publicly subsidised collaborative Research and Development projects. Moreover, by combining these three data sources, we construct a multilayer network that provides a comprehensive picture of intraregional interactions. By comparing the networks based on the data sources, we address the problems of coverage and selection bias. We observe that using only one data source leads to a severe underestimation of regional knowledge interactions, especially those of private sector firms and independent researchers. The key role of universities that connect many regional actors is identified in all three types of data.

IWH leitet millionenschweres EU-Forschungsprojekt zur Produktivität
Verliert das Produktivitätswachstum in den Industrieländern an Schwung? Und wenn ja, warum? Mit diesen Fragen, die für die gesamte Wirtschaft von zentraler Bedeutung sind, befasst sich das Leibniz-Institut für Wirtschaftsforschung Halle (IWH) ab Jahresbeginn 2019 als Koordinator eines neuen EU-Projekts. Unter dem Titel MICROPROD arbeiten Ökonomen und Statistikexperten neun europäischer Partner für drei Jahre zusammen. Mit einem Gesamtbudget von knapp drei Millionen Euro ist es das bislang größte EU-Projekt am IWH.

Abstract
In this paper, we investigate the impact of regional and technological innovation systems on innovation cooperation. We develop an indicator applicable to regions, which demonstrates the relative regional impact on innovation cooperation. Applying this method to German patent data, we find that regional differences in the degree of innovation cooperation do not only depend on the technology structure of a region but also on specific regional effects. High-tech oriented regions, whether east or west, are not automatically highly cooperative regions. East German regions have experienced a dynamic development of innovation cooperation since re-unification in 1990. Their cooperation intensity remains higher than in West German regions.
