How does Institutional Setting Affect the Impact of EU Structural Funds on Economic Cohesion? New Evidence from Central and Eastern Europe

Abstract
Structural Funds are the main instrument of the EU Cohesion Policy. Their effective use is subject to an ongoing debate in political and scientific circles. European fiscal assistance under this heading should promote economic and social cohesion in the member states of the European Union. Recently the domestic institutional capacity to absorb, to distribute and to invest Structural Funds effectively has become a crucial determinant of the cohesion process and has attracted attention of the scientific community. The aim of this study is to shed light on the effectiveness of Structural Funds in the countries of the first Central and Eastern European enlargement round in 2004. Using regional data for these countries we have a look on the impact of several institutional governance variables on the effectiveness of Structural Funds. In the interpretation of results reference is made to regional economics. Results of the empirical analysis indicate an influence of certain institutional variables on the effectiveness of Structural Funds in the new member states.
The Synchronization of Wage Dynamics across EMU Members: A Test of the Endogeneity Hypothesis

Abstract
We test the hypothesis of an endogenous currency area for the labor market of the Euro area: has the introduction of a common currency caused wage dynamics to become more synchronized and to be able to cushion for asymmetric shocks? Trade intensity, sector specialization and financial integration are tested for being the driving forces for the endogenous synchronization of wage dynamics. We use regression techniques with instrument variables, and find evidence of persistent asymmetries in nominal wage formation, despite a single currency and monetary policy. We explain the result with more specialization following financial integration, and with still existing differences in wage formation and labor market institutions. We conclude that the euro zone is not endogenous with respect to wage formation. Rather, there are incentives for beggar-thy-neighbor policies in the Euro area.
A Macroeconomist’s View on EU Governance Reform: Why and How to Establish Policy Coordination?

Abstract
This paper discusses the need for macroeconomic policy coordination in the E(M)U. Coordination of national policies with cross-border effects does not exist at the macroeconomic level, although requested by the EU Treaty. The need for coordination stems from current account imbalances, which origin in market-induced capital flows, destabilizing the real exchange rates between low and high wage countries. The recent attempts of the Commission and the European Council to reform E(M)U governance do not address this problem and thus remain incapable to protect against future instability.
Extreme Risks in Financial Markets and Monetary Policies of the Euro-candidates

Abstract
This study investigates extreme tail risks in financial markets of the euro-candidate countries and their implications for monetary policies. Our empirical tests show the prevalence of extreme risks in the conditional volatility series of selected financial variables, that is, interbank rates, equity market indexes and exchange rates. We argue that excessive instability of key target and instrument variables should be mitigated by monetary policies. Central banks in these countries will be well-advised to use both standard and unorthodox (discretionary) tools of monetary policy while steering their economies out of the financial crisis and through the euro-convergence process.
On the Institutional Safeguarding of Monetary Policy – A Post-Keynesian Perspective

Abstract
The paper takes a fresh look at the governance of the most important macroeconomic objectives: price stability and full employment. On the basis of a post-Keynesian market constellations approach, the necessity and institutional requirements of the coordination of macroeconomic policy areas in general and an optimal central bank setting in particular are analysed, and an amelioration of monetary policy of the neo-Keynesian ‘new macroeconomic consensus’ is provided.

Governmental Learning as a Determinant of Economic Growth

Abstract
Systemic economic transition is a process of determined radical institutional change, a process of building new institutions required by a market economy. Nowadays, the experience of transition countries with the implementation of new institutions could be reviewed as a method of economic development that despite similar singular steps has different effects on the domestic economic performance. The process of institutional change towards a market economy is determined by political will, thus the government plays an important role in carrying out the economic reforms. Among the variety of outcomes and effects the attention is drawn especially to economic growth that diverges significantly in different post-transition countries. The paper attempts to shed light upon the problem on the basis of institutional economics, of economics of innovation and partially of political economy of growth using an evolutionary, process-oriented perspective. In this context the issue central to the promotion of economic growth is the successful implementation of new institutions through governmental activities. The paper shows that under the conditions of bounded rationality and radical uncertainty economic growth is determined, inter alia, by the capacity for governmental learning.
Eine Panel-Analyse des chinesischen Intraindustriellen Handels im Investitionsgütersektor

Abstract
Diese Studie verwendet die Methode der Hausman-Taylor-2SLS Fehler-Komponenten zur Schätzung der Determinanten von Chinas Intraindustriellem Handel (IIT) im Investitionsgütersektor mit seinen 26 Partnerländern. Sie disaggregiert IIT in horizontalen IIT (HIIT) und vertikalen IIT (VIIT). Investitionsgüter, Endprodukte und Halbfertigwaren werden separat geschätzt, um die Unterschiede des Handels zu interpretieren. Es zeigt sich, dass die wirtschaftliche Ähnlichkeit mit IIT-Halbfertigwaren signifikant negativ korreliert ist, aber bei IIT-Endprodukten keine Signifikanz besteht. Der Faktor Ausstattung weist keine Signifikanz bei der Bestimmung von IIT-Halbfertigwaren auf, obwohl er mit IIT-Endprodukten signifikant positiv korreliert ist. Wirtschaftsgröße ist sowohl mit IIT-Endprodukten als auch mit IIT-Halbfertigwaren signifikant negativ korreliert. Entfernung wirkt sich auf das Niveau von IIT-Endprodukten aus, hat aber einen geringeren Einfluss auf IIT-Halbfertigwaren. China hat im Bereich Halbfertigwaren relativ wenig intraindustriellen Handel mit ASEAN-Staaten. Da jedoch VIIT einen dominierenden Einfluss auf TIIT ausübt, bestehen keine bedeutenden Unterschiede zwischen den Schätzungsergebnissen von TIIT und VIIT.
Will There Be a Shortage of Skilled Labor? An East German Perspective to 2015

Abstract
We analyze the supply and demand of skilled labor in an East German federal state, Thuringia. This state has been facing high unemployment in the course of economic transformation and experiences population ageing and shrinking more rapidly than most West European regions. In a first step, we use extrapolation techniques to forecast labor supply and demand for the period 2009-2015, disaggregated by type of qualification. The analysis does not corroborate the notion of an imminent skilled-labor shortage but provides hints for a tightening labor market for skilled workers. In the second step, we ask firms about their appraisal of future recruitment conditions, and both current and planned strategies in the context of personnel management. The majority of firms plan to expand further education efforts and hire older workers. The study closes with policy recommendations to prevent occupational mismatch.
A Dynamic Approach to Interest Rate Convergence in Selected Euro-candidate Countries

Abstract
We advocate a dynamic approach to monetary convergence to a common currency that is based on the analysis of financial system stability. Accordingly, we empirically test volatility dynamics of the ten-year sovereign bond yields of the 2004 EU accession countries in relation to the eurozone yields during the January 2, 2001 untill January 22, 2009 sample period. Our results show a varied degree of bond yield co-movements, the most pronounced for the Czech Republic, Slovenia and Poland, and weaker for Hungary and Slovakia. However, since the EU accession, we find some divergence of relative bond yields. We argue that a ‘static’ specification of the Maastricht criterion for long-term bond yields is not fully conducive for advancing stability of financial systems in the euro-candidate countries.
Is the European Monetary Union an Endogenous Currency Area? The Example of the Labor Markets

Abstract
Our study tries to find out whether wage dynamics between Euro member countries became more synchronized through the adoption of the common currency. We calculate bivarate correlation coefficients of wage and wage cost dynamics and run a model of endogenously induced changes of coefficients, which are explained by other variables being also endogenous: trade intensity, sectoral specialization, financial integration. We used a panel data structure to allow for cross-section weights for country-pair observations. We use instrumental variable regressions in order to disentangle exogenous from endogenous influences. We applied these techniques to real and nominal wage dynamics and to dynamics of unit labor costs. We found evidence for persistent asymmetries in nominal wage formation despite a single currency and monetary policy, responsible for diverging unit labor costs and for emerging trade imbalances among the EMU member countries.
