Abstract
In recent years, the impacts of climate change become increasingly evident, both in magnitude and frequency. The design and implementation of adequate climate adaptation policies play an important role in the macroeconomic policy discourse to assess the impact of climate change on regional and sectoral economic growth. We propose different modelling approaches to quantify the socio-economic impacts of climate change and design specific adaptations in three emerging market economies (Kazakhstan, Georgia and Vietnam) which belong to the areas that are heavily exposed to climate change. A Dynamic General Equilibrium (DGE) model has been used for Vietnam and economy-energy-emission (E3) models for the other two countries. Our modelling results show how different climate hazards impact the economy up to the year 2050. Adaptation measures in particular in the agricultural sector have positive implications for the gross domestic product (GDP). However, some adaptation measures can even increase greenhouse gas emissions. In addition, the focus on GDP as the main indicator to evaluate policy measures can produce welfare-reducing policy decisions.

Stubborn Core Inflation – Time for Supply Side Policies
The leading economic research institutes have raised their forecast for growth in German economic output in the current year to 0.3%. In the fall, they were still expecting a decline of 0.4%. “The economic setback in the winter half-year 2022/2023 is likely to have been less severe than feared in the fall. The main reason for this is a smaller loss of purchasing power as a result of a significant drop in energy prices,” says Timo Wollmershäuser, Head of Forecasts at ifo. Nevertheless, the rate of inflation will fall only slowly from 6.9% last year to 6.0% this year.

Abstract
Im Frühjahr 2023 wirken gegenläufige Kräfte auf die Weltwirtschaft: Das Ende des Corona-Lockdowns in China gibt vor allem dem asiatischen Raum einen Schub, doch die anhaltend hohe Inflation belastet die fortgeschrittenen Volkswirtschaften weltweit. Alles in allem bleibt die internationale Konjunktur 2023 schwach. Für die deutsche Wirtschaft blieb der vielfach erwartete deutliche Einbruch aus, denn die Gasversorgungslage hat sich zunächst stabilisiert. Dennoch dürfte die Konjunktur wegen der Energiekosten, hoher Inflation, gestiegener Realzinsen und rückläufiger Realeinkommen schwach bleiben. Das Bruttoinlandsprodukt dürfte im Jahr 2023 um lediglich 0,4% zulegen, und die Inflationsrate bleibt mit 5,8% hoch.

Abstract
This study estimates the firm-level employment effects of investment grants in Germany. In addition to the average treatment effect on the treated, we examine discrimination in the funding rules as potential source of effect heterogeneity. We combine a staggered difference-in-differences approach that explicitly models variations in treatment timing with a matching procedure at the cohort level. The findings reveal a positive effect of investment grants on employment development in the full sample. The subsample analysis yields strong evidence for heterogeneous effects based on firm characteristics and the economic environment. This can help to improve the future design of the program.

What Explains International Interest Rate Co-Movement?

Abstract
We show that global supply and demand shocks are important drivers of interest rate co-movement across seven advanced economies. Beyond that, local structural shocks transmit internationally via aggregate demand channels, and central banks react predominantly to domestic macroeconomic developments: unexpected monetary policy tightening decreases most foreign interest rates, while expansionary local supply and demand shocks increase them. To disentangle determinants of international interest rate co-movement, we use a Bayesian structural panel vector autoregressive model accounting for latent global supply and demand shocks. We identify country-specific structural shocks via informative prior distributions based on a standard theoretical multi-country open economy model.

Abstract
Der Ausblick auf die internationale Konjunktur 2023 ist verschattet: Die Energieversorgung Europas ist ungewiss, die Leitzinsen steigen weiter, der Pandemieausbruch in China führt zu Produktionsausfällen. Belastungen für die deutsche Wirtschaft kommen von hohen Energiepreisen und einem verschlechterten Finanzierungsumfeld. Bislang ist die Konjunktur robust, die Produktion hat bis in den Herbst hinein expandiert. Ab dem Frühjahr wird sie gestützt durch die weitere Entspannung der Lieferketten und eine Belebung der Weltwirtschaft. Das BIP dürfte 2022 in den ersten drei Quartalen um 1,8% zugenommen haben, den Winter über leicht sinken und 2023 insgesamt stagnieren (Ostdeutschland: 1,8% und 0,2%). Die Inflation geht nach 7,8% im Jahr 2022 auf 6,5% im Jahr 2023 zurück.

European Real Estate Markets During the Pandemic: Is COVID-19 also a Case for House Price Concerns?

Abstract
We use a new database on European real estate purchase and rental prices – the IWH European Real Estate Index – to document the relationship between staggered COVID-19 dynamics and real estate prices in 14 EU countries between January 2020 and December 2021. For most countries, we find no statistically significant response of monthly purchase and rental prices due to an increase of regional COVID-19 cases. For the UK we find that more COVID-19 cases depressed both purchase and rental prices significantly, but the economic magnitude of effects was mild during this sample period. In contrast, rents in Italy increased in response to hiking COVID-19 cases, illustrating the importance to consider heterogeneous crisis patterns across the EU when designing policies. Overall, COVID-19 dynamics did not affect real estate values significantly during the pandemic, thereby mitigating potential financial stability concerns via a mortgage lending channel at the time.

Abstract
We exploit staggered real estate transaction tax (RETT) hikes across German states to identify the effect of house price changes on mortgage credit supply. Based on approximately 33 million real estate online listings, we construct a quarterly hedonic house price index (HPI) between 2008:q1 and 2017:q4, which we instrument with state-specific RETT changes to isolate the effect on mortgage credit supply by all local German banks. First, a RETT hike by one percentage point reduces HPI by 1.2%. This effect is driven by listings in rural regions. Second, a 1% contraction of HPI induced by an increase in the RETT leads to a 1.4% decline in mortgage lending. This transmission of fiscal policy to mortgage credit supply is effective across almost the entire bank capitalization distribution.
