Geschäftslage signalisiert konjunkturelle Verlangsamung Die Stimmung in der ostdeutschen Industrie trübt sich zum Jahresende ein, wie die Ergebnisse der IWH-Industrieumfrage vom November unter rund 300 Unternehmen zeigen. Zurückzuführen ist das auf eine weniger günstige Bewertung der aktuellen Geschäftslage.

Abstract
Nach Auslaufen der Sondereffekte stellt sich die Geschäftslage im Baugewerbe laut Umfrage des IWH unter 300 ostdeutschen Unternehmen im Oktober wieder etwas günstiger dar als zuvor. Bemerkenswert ist, daß derzeitig knapp drei Viertel der Unternehmen ihre aktuelle Geschäftslage als „gut“ oder „eher gut“ bezeichnen. In Bezug auf die Geschäftsentwicklung bis zum Frühjahr nächsten Jahres ist die Mehrzahl der Unternehmen aber wieder skeptisch. Insbesondere die Unternehmen des Bauhauptgewerbes äußerten mehrheitlich die Befürchtung, daß die Baugeschäfte im Winterhalbjahr wieder „schlecht“ oder „eher schlecht“ ausfallen.

Abstract
Based on theoretical considerations about the “third mission” of universities and the discussion of the nature of different university-industry relations, we conclude that the entrepreneurial university is a manifold institution with direct ways to transfer technology from academia to industry as well as indirect connections to industry via entrepreneurship education and training. While existing literature usually deals with one or another linking mechanism separately, our central hypothesises is that direct and indirect mechanisms should be interrelated and mutually complementary. We emphasize the importance of a more holistic view and empirically investigate the scope and interrelatedness of entrepreneurship education and direct technology transfer mechanisms at German universities. We find a variety of activities in both fields and evidence for an identification of HEI with the mission of knowledge commercialisation. Furthermore, it shows that the HEIs’ technology transfer facilities and the entrepreneurship education providers co-operate in support of the creation of spin-offs and innovative start-ups.

Ostdeutsche Chemische Industrie: Rückstand bei Rendite aufgeholt
Die Chemische Industrie Ostdeutschlands hat nach einem langjährigen Aufholprozeß auch den Rückstand bei der Rendite aufgeholt. In den Unternehmen mit 20 und mehr Beschäftigten waren im Jahr 2005 – aktuellere Daten liegen nicht vor – in Ostdeutschland die Erlöse im Durchschnitt um 7,1% höher als die Kosten (Westdeutschland: 5,4%).

Abstract
Die seit dem Frühjahr bestehende optimistische Einschätzung des Geschäftsklimas in der ostdeutschen Industrie setzt sich – wenn auch in abgebremster Form – im Herbst fort. Das zeigen die Ergebnisse der IWH-Industrieumfrage vom September unter rund 300 Unternehmen. Der Saldo der positiven und negativen Meldungen zur Geschäftslage ist seit der Juliumfrage nochmals um zwei Punkte angestiegen und überflügelt den entsprechenden Vorjahreswert sogar um elf Punkte. Nur 13 von 100 Unternehmen gaben weniger gute Urteile ab.

Accounting for Distress in Bank Mergers

Abstract
Most bank merger studies do not control for hidden bailouts, which may lead to biased results. In this study we employ a unique data set of approximately 1000 mergers to analyze the determinants of bank mergers. We use undisclosed information on banks’ regulatory intervention history to distinguish between distressed and non-distressed mergers. Among merging banks, we find that improving financial profiles lower the likelihood of distressed mergers more than the likelihood of non-distressed mergers. The likelihood to acquire a bank is also reduced but less than the probability to be acquired. Both distressed and non-distressed mergers have worse CAMEL profiles than non-merging banks. Hence, non-distressed mergers may be motivated by the desire to forestall serious future financial distress and prevent regulatory intervention.

Abstract
Degree-level science and engineering skills as well as management and leadership skills are often referred to as a source of innovative activities within companies. Broken down by sectoral innovation patterns, this article examines the role of formal education and actual occupation for product innovation performance in manufacturing firms within a probit model. It uses unique micro data for Germany (LIAB) that contain detailed information about innovative activities and the qualification of employees. We find significant differences of the human capital endowment between sectors differentiated according to the Pavitt classification. Sectors with a high share of highly skilled employees engage in product innovation above average (specialized suppliers and science based industries). According to our hitherto estimation results, within these sectors the share of highly skilled employees does not, however, substantially increase the probability to be an innovative firm.

Abstract
Die Geschäftslage und die Geschäftsaussichten wurden von den 300 vom IWH befragten ostdeutschen Bauunternehmen im August per saldo schlechter beurteilt als vor Jahresfrist. Diese Entwicklung war insofern zu erwarten, als die Basis im vergangenen Jahr durch Vorzieheffekte im Zusammenhang mit der Abschaffung der Eigenheimzulage und der Erhöhung der Mehrwertsteuer überhöht war. Gegenüber der vorangegangenen Umfrage im Juni gaben mehr Unternehmen eine Besserung ihrer Lage an, unter Ausschluß der Saisoneffekte bedeutet dies aber nicht mehr als Stabilisierung. Die Geschäftsaussichten bis über den Jahreswechsel hinaus werden geringfügig schlechter bewertet.

FDI and Domestic Investment: An Industry-level View

Abstract
Previous empirical work on the link between domestic and foreign investment provides mixed results which partly depend on the level of aggregation of the data. We argue that the aggregated home country implications of foreign direct investment (FDI) cannot be gauged using firm-level data. Aggregated data, in turn, miss channels through which domestic and foreign activities interact. Instead, industry-level data provide useful information on the link between domestic and foreign investment. We theoretically show that the effects of FDI on the domestic capital stock depend on the structure of industries and the relative importance of domestic and multinational firms. Our model allows distinguishing intra-sector competition from inter-sector linkage effects. We test the model using data on German FDI. Using panel cointegration methods, we find evidence for a positive long-run impact of FDI on the domestic capital stock and on the stock of inward FDI. Effects of FDI on the domestic capital stock are driven mainly by intra-sector effects. For inward FDI, inter-sector linkages matter as well.
