Abstract
We study the effect of top tax rates on “superstar” inventors’ international mobility since 1977, using panel data on inventors from the US and European Patent Offices. We exploit the differential impact of changes in top tax rates on inventors of different qualities. Superstar inventors' location choices are significantly affected by top tax rates. In our preferred specification, the elasticity to the net-of-tax rate of the number of domestic superstar inventors is around 0.03, while that of foreign superstar inventors is around 1. These elasticities are larger for inventors in multinational companies. An inventor is less sensitive to taxes in a country if his company performs a higher share of its research there.

In diesem Beitrag wird geprüft, ob ein höheres Maß an Finanzmarktwissen auch einen Einfluss auf die Entscheidung hat, sich selbstständig zu machen. Dieser Zusammenhang wird auf der Basis von Umfragedaten für Deutschland empirisch bestätigt.

Abstract
A growing body of evidence indicates that the U.S. economy has become less dynamic in recent years. This trend is evident in declining rates of gross job and worker flows as well as declining rates of entrepreneurship and young firm activity, and the trend is pervasive across industries, regions, and firm size classes. We describe the evidence on these changes in the U.S. economy by reviewing existing research. We then describe new empirical facts about the relationship between establishment-level productivity and employment growth, framing our results in terms of canonical models of firm dynamics and suggesting empirically testable potential explanations.

Financial Literacy and Self-employment

Abstract
In this paper, we study the relationship between financial literacy and self-employment. We use established financial knowledge-based questions to measure financial literacy levels. The analysis shows a highly significant correlation between selfemployment and financial literacy scores. To investigate the impact of financial literacy on being self-employed, we apply instrumental variable techniques based on information on economic education before entering the labour market and education of parents. Our results reveal that financial literacy positively affects the probability of being self-employed. As financial literacy is acquirable, findings suggest that entrepreneurial activities may be raised via enhancing financial knowledge.

Abstract
Die aktuelle Fluchtmigration kann nur durch engere internationale Kooperation auf dem Gebiet der Asylpolitik effizient bewältigt werden. Aus ökonomischer Perspektive wäre es sinnvoll, die ankommenden Flüchtlinge nach einem Verteilungsschlüssel auf alle EU-Länder zu verteilen. Dieser Verteilungsschlüssel sollte widerspiegeln, dass die Integrationskosten in den einzelnen Ländern unterschiedlich ausfallen. Effizient ist eine Verteilung, die die Kosten für die Integration zusätzlicher Flüchtlinge – auch unter Berücksichtigung positiver Effekte etwa auf das Erwerbspersonenpotenzial in alternden und schrumpfenden Gesellschaften – nivelliert. Die Kosten zusätzlicher Integration dürften allerdings nicht automatisch dort am niedrigsten sein, wo die ökonomische Leistungsfähigkeit am höchsten ist. Ferner sind die einzelnen Länder gegenwärtig sehr unterschiedlich betroffen. Um eine politische Einigung zu erzielen, ist neben einem Verteilungsschlüssel für die Personen auch ein Verteilungsschlüssel für die Kosten erforderlich, der sich an der Leistungsfähigkeit der Länder und an dem Umfang der positiven externen Effekte orientiert, von denen Länder profitieren, die vergleichsweise wenige Flüchtlinge aufnehmen. Der von der EU-Kommission vorgelegte Verteilungsschlüssel greift prinzipiell die richtigen Faktoren auf, ist jedoch im Detail intransparent und könnte verbessert werden. Die Kompensationszahlungen an Länder, die aus Gründen der Kosteneffizienz relativ viele Flüchtlinge gemäß dem Verteilungsschlüssel aufnehmen, sollten durch Umschichtungen innerhalb des EU-Haushalts finanziert werden.

Understanding the Great Recession

Abstract
We argue that the vast bulk of movements in aggregate real economic activity during the Great Recession were due to financial frictions. We reach this conclusion by looking through the lens of an estimated New Keynesian model in which firms face moderate degrees of price rigidities, no nominal rigidities in wages, and a binding zero lower bound constraint on the nominal interest rate. Our model does a good job of accounting for the joint behavior of labor and goods markets, as well as inflation, during the Great Recession. According to the model the observed fall in total factor productivity and the rise in the cost of working capital played critical roles in accounting for the small drop in inflation that occurred during the Great Recession.

Abstract
Private equity critics claim that leveraged buyouts bring huge job losses and few gains in operating performance. To evaluate these claims, we construct and analyze a new dataset that covers US buyouts from 1980 to 2005. We track 3,200 target firms and their 150,000 establishments before and after acquisition, comparing to controls defined by industry, size, age, and prior growth. Buyouts lead to modest net job losses but large increases in gross job creation and destruction. Buyouts also bring TFP gains at target firms, mainly through accelerated exit of less productive establishments and greater entry of highly productive ones.

A Community College Instructor Like Me: Race and Ethnicity Interactions in the Classroom

Abstract
Administrative data from a large and diverse community college are used to examine if underrepresented minority students benefit from taking courses with underrepresented minority instructors. To identify racial interactions we estimate models that include both student and classroom fixed effects and focus on students with limited choice in courses. We find that the performance gap in terms of class dropout rates and grade performance between white and underrepresented minority students falls by 20 to 50 percent when taught by an underrepresented minority instructor. We also find these interactions affect longer term outcomes such as subsequent course selection, retention, and degree completion.

Abstract
An optimal pace of business dynamics—encompassing the processes of entry, exit, expansion, and contraction—would balance the benefits of productivity and economic growth against the costs to firms and workers associated with reallocation of productive resources. It is difficult to prescribe what the optimal pace should be, but evidence accumulating from multiple datasets and methodologies suggests that the rate of business startups and the pace of employment dynamism in the US economy has fallen over recent decades and that this downward trend accelerated after 2000. A critical factor in accounting for the decline in business dynamics is a lower rate of business startups and the related decreasing role of dynamic young businesses in the economy. For example, the share of US employment accounted for by young firms has declined by almost 30 percent over the last 30 years. These trends suggest that incentives for entrepreneurs to start new firms in the United States have diminished over time. We do not identify all the factors underlying these trends in this paper but offer some clues based on the empirical patterns for specific sectors and geographic regions.

Abstract
The use of temporary agency work in Germany strongly increased between 2002 and the economic crisis of 2008 and 2009. This increase was characterised by an intensified use in medium and large manufacturing plants and was concentrated within user firms, i.e. the intensive margin was dominant. These phenomena can be explained with reduced transaction costs and strong international competition and they indicate increased productivity amongst user firms. The sharp decline in the use of temporary agency work during the economic crisis was concentrated among exporters and large manufacturing plants and mostly driven by the extensive margin. Employment opportunities in the temporary work sector were in particular sensitive to changes in the international demand for goods of the German manufacturing sector.
