Abstract
The paper examines how science and industry perceive each other. Cooperation in the field of innovation and research and development has increased in recent years. But comprehensive empirical research on the mutual perception of science and industry is lacking so far. The article presents the results of explorative research based on a number of qualitative interviews with representatives from science and industry on that topic. The interviews were carried out in the Central German Region which is a centre of manufacturing industry especially of chemicals. So the two selected industries are chemical industry (high-tech based) and food processing (low-tech based). The paper provides remarks on the German innovation system. The empirical section summarizes the interview reports. We found only little evidence of conflict of interests between market-oriented industry and science organisations. Cooperation exists and works. The key issue is trust.

Abstract
In simple words the pharmaceutical industry links activities and business accomplishing the discovery, development, production and commercialisation of drugs (i. e. products with therapeutic properties). Accordingly, product innovation is based on the search and development of molecules that may have desirable therapeutic effects. Basically new drugs can be developed either with the application of organic chemical synthesis or from the separation of compounds produced by natural microorganisms, which as an application of biotechnology.

Abstract
The so-called biotechnology revolution has changed the institutional and knowledge environment of the pharmaceutical industry. The industry incumbents have faced the challenge of adjusting to the new conditions for innovation in drug discovery and development. Drawing on the theoretical framework of the organizational capabilities of the firm, this contribution aims at capturing the changes in the knowledge environment and exploring the adjustment of 4 German corporations (2 companies rooted in the coal tar dyestuff industry and 2 traditional pharmaceutical companies) to the advent of modern biotechnology. Despite the firm-specific capabilities in organic chemical synthesis, the representatives of the coal tar dyestuff industry seem to have been better able to adjust to the external discontinuity in their knowledge environment.The existence of research and development activities, the science-based research tradition together with interactions to access the extramural knowledge base of the firms seem to have been crucial in the perception and adoption of the new technological possibilities of biotechnology after the 1970s, rather than prior competence in biotechnology or the employees with the skills to develop the capabilities to exploit it.

Abstract
The article examines the economic performance and the conditions for future economic development in the German Land of Saxony-Anhalt. After the integration of Saxony-Anhalt into the market economy since 1989, strong structural changes have taken place. Nevertheless, agriculture, coal mining and the chemical industry as some of the traditional sectors of the Land’s economy have remained their importance. The weak points of the economy are the low number of entrepreneurs and a low tendency for innovations in the private sector. The Magdeburg region and the Halle region have better conditions for (inter-) national competitiveness than the Altmark region and the Dessau region. But the potentials of the urban centers Magdeburg and Halle are - as compared to other East German cities - not very strong. For improving the eonomic conditions, new instruments for stimulating entrepreneurship and for strengthening the position of the two urban centers should be installed. In addition, innovation activities of private firms could be improved by new linkages between the private sector and Saxony-Anhalt’s public research units.

Abstract
Die Chemische Industrie Ostdeutschlands erreichte im Jahr 2002 erstmals die Gewinnzone. In den Unternehmen mit 20 und mehr Beschäftigten unterschritten im Jahr 2002 – aktuellere Daten liegen nicht vor – die gesamten Kosten den Produktionswert im Durchschnitt um 1%. Zwar blieb die ostdeutsche Branche damit bei der Rendite noch um drei Prozentpunkte hinter der westdeutschen Branche zurück. Der Rückstand konnte jedoch in den vergangenen Jahren Schritt für Schritt abgebaut werden, und seit 1998 ist der Aufwärtstrend ungebrochen. Dies zeigt eine im Auftrag des IWH regelmäßig durchgeführte Sonderauswertung der Kostenstrukturerhebung, die jährlich vom Statistischen Bundesamt in einer repräsentativen Stichprobe von ost- und westdeutschen Unternehmen mit 20 und mehr Beschäftigten durchgeführt wird.

Abstract
The Article is concerned with the cost and revenue situation in the East German chemical industry since the early 90s. In 2001 the industry managed to undercut the unit labour costs faced by their West German counterparts. Nonetheless, on average, they have not yet reached profitability. A clearly more favourable picture can be observed in the case of the rubber and synthetic material industry. Still, their yield dispersion between small, middle and large sized firms is large and should be taken into account during the forthcoming labour negotiations and while reaching any kind of decision concerning their costs.

Direct investments in Central and Eastern European acceding countries: Repercussions for the German labor market?

Abstract
In the light of the high unemployment in the Germany we ask whether German FDI to the CEEC is motivated mainly by cost differentials and takes the form of vertical investment which leads to an increased pressure on blue collar jobs in Germany. The analysis shows that German direct investment abroad is motivated both by reasons of market access and by cost differentials. About 60 % of all German FDI is directed toward the service sector. Here, no negative impact on the German labour market is to be expected. About 40 % of total German FDI may partly be motivated by cost advantages and lead to outsourcing. In the three most important CEEC recipient countries (Poland, Czech Republic and Hungary) about half of all FDI is directed toward the manufacturing industries (chemical industry and automobile industry in particular). This supports the hypothesis that vertical investment to these CEECs has been directed towards sectors that display cost advantages (i.e. low labour costs) which results in a decrease of the number of blue collar jobs and their respectives wages.

Abstract
A decade after the German unification we look at the extent of economic differentiation within East Germany. This is achieved by help of a set of selected statistical indicators for the years 1991 to 1998. Comparisons are drawn a) between the East German jurisdictions and b) between West and East German jurisdictions. On the federal state (Laender) level it can be shown that each state has developped its own specific economic profile. Brandenburg is characterized by a positive net migration (suburban function for Berlin), relatively low unemployment and high GDP values, but relatively low entrepreneurial activities. Saxony has achieved the lowest unemployment, a good endowment with human capital, modern industrial technology, infrastructure, and entrepreneurial activities. Special features of Thuringia consist of a relatively large number of patent applications and a stable industrial base. The economic state of Mecklenburg-Vorpommern is characterized by low industrial investment, negative net migration, and high unemployment. A special feature of this federal state is the intense investmenr in tourist services. Saxony-Anhalt registers the highest decrease in the numbers of industrial workers between 1991 and 1998 and the highest unemployment. On the other side it shows the highest amount of investment, especially in chemical industry and in mineral oil processing.
On the county level four clusters can be identified by means of a cluster analysis: A “cluster of counties with severe economic weaknesses” with a bias in the regions indutrialized in an early stage, a “cluster with a high human capital potential and suburbanization loss” consisting of 21 cities, a “cluster of counties with good economic results” predominantly surrounding the larger cities, and a “cluster of counties with SME growth potential” concentrating in Thuringia and Saxony.
The results at the city level show that the larger cities above 100.000 inhabitants, especially Dresden and Leipzig, do better than the smaller cities. Jena in Thuringia has specialized as a location for R&D, Zwickau in Saxony as a location for the automobile industry. Altogether the economic differences between the East German federal states, counties, and cities still are less pronounced than the degree of differentiation of their West German counterparts.

Abstract
Die Umstellung der Chemischen Industrie in Ostdeutschland auf die Erfordernisse der Marktwirtschaft war mit erheblichen Problemen verbunden und erforderte einen langen Atem. Ein Teil der Betriebe musste wegen extremer Umweltbelastungen bereits kurz nach der Wende geschlossen werden. Die Privatisierung gestaltete sich in den meisten Fällen äußerst schwierig. Umfangreiche Restrukturierungsmaßnahmen mit hohen Investitionsaufwendungen waren erforderlich. Deren Effekte zeigten sich erstmalig 1998 in einem deutlichen Produktionsanstieg.
