Abstract
Das ostdeutsche Baugewerbe hat das Jahr 2011 mit einem Produktionszuwachs abgeschlossen. Mit 48% hat knapp die Hälfte der ostdeutschen Bauunternehmen die Produktion ausweiten können (2010: 40%); bei fast 40% stieg sie sogar um mehr als 5% (2010: 25%). Darüber hinaus gelang es knapp einem Viertel, die Produktion stabil zu halten. Die vor Jahresfrist geäußerten Erwartungen der Unternehmen über die Dynamik der Bauleistungen sind damit weit übertroffen worden. Von Umsatzzuwächsen waren damals nur etwa 30% ausgegangen, gleichbleibende Umsätze erwarteten 46% der Unternehmen. Insbesondere letztere dürften von der positiven Nachfrageentwicklung überrascht worden sein. Diese Entwicklung zieht sich durch alle Bausparten. Auch die Ertragsverhältnisse der Unternehmen stellen sich in allen Sparten günstiger dar als noch vor einem Jahr.
Mit Blick auf das Jahr 2012 ist eine verhalten optimistische Stimmung unter den vom IWH befragten Unternehmen festzustellen. Zwar überwiegen bei den Umsatzerwartungen nach wie vor die Hoffnungen auf eine Expansion gegenüber den Befürchtungen von Rückgängen. Im Vergleich zum Vorjahr fallen die Urteile aller-dings etwas gedämpfter aus. Am günstigsten werden die Aussichten bei der Wohnungsmodernisierung beurteilt, von denen der Hochbau und der Ausbau profitieren dürften. Bei der Beschäftigung deuten sich leichte Rückgänge an, was auf beabsichtigte Produktivitätssteigerungen hindeutet.

Abstract
Die Geschäfte der knapp 300 vom IWH befragten ostdeutschen Bauunternehmen sind für einen Schlussmonat des Jahres außerordentlich gut gelaufen. Die derzeitige Geschäftslage erreicht mit 87% guter bzw. eher guter Urteile den höchsten in einem Dezember gemessenen Stand seit Beginn der Befragung im Jahr 1993. Ähnliches gilt für die Geschäftsaussichten. Obwohl sich gegenüber dem Herbst eine geringfügige Verschlechterung ergibt, wird mit 60% positiver Stimmen nur der im Bauboom befindliche Dezemberwert von 1994 unterschritten. Auch unter Ausschluss der üblichen Saisoneinflüsse befinden sich sowohl die Geschäftslage als auch die Geschäftsaussichten zum Jahresende im Aufwind.

The Impact of Psychic Distance on Subsidiary Autonomy - Theory and Evidence from Central and Eastern European Countries

Abstract
The key objective of this study is to determine whether or not psychic distance between home and host countries influences the decision-making autonomy of subsidiaries. Theoretical arguments for the relationship between psychic distance and subsidiary autonomy go in both directions with some predicting a negative relationship and others predicting a positive one. We test these conflicting hypotheses with a unique multi-country and multi-industry database reporting survey evidence of 809 subsidiaries located in five Central and Eastern European countries that serve headquarters in 44 different nation states. Psychic distance is a multidimensional construct and measured in terms of linguistic, religious, economic, institutional and geographic distance. The empirical results of 103 country pairs suggest that psychic distance – in terms of religious and economic distance – is positively related to autonomy.

Abstract
In 2011 the employment situation in East Germany has again improved. Approximately half of the employment growth is attributable to the industry (incl. construction). Registered unemployment declined considerably. Labor supply decreased like in recent years. In forecasting horizon the number of employees subject to social insurance will still increase despite of lower economic growth. The unemployment rate will amount to 11.0% in 2011 and to 10.9% in 2012.

Abstract
Nach der neuesten Umfrage des IWH vom August 2011 hat sich die Baukonjunktur in Ostdeutschland etwas abgeschwächt. Die Geschäftslage der 300 vom IWH befragten Bauunternehmen verbesserte sich – anders als in den beiden zurückliegenden Jahren – im Verlauf des Sommers nur geringfügig. Ihre Geschäftsaussichten bewerten die Unternehmen ungünstiger als noch zu Sommerbeginn. Die saldierten Urteile der Unternehmen zu Geschäftslage und Geschäftsaussichten befinden sich aber trotz der abflauenden Stimmung auf relativ hohem Niveau.

Government Banking in Russia: Magnitude and New Features

Abstract
State-controlled banks are currently at the core of financial intermediation in Russia. This paper aims to assess the magnitude of government banking, and to reveal some of its special features and arrangements. We distinguish between directly and indirectly state-controlled banks and construct a set of bank-level statistical data covering the period between 2000 and 2011. By January 2011 the market share of state-controlled banks reached almost 54 percent of all bank assets, putting Russia in the same league with China and India and widening the gap from typical European emerging markets. We show that direct state ownership is gradually substituted by indirect ownership and control. It tends to be organized in corporate pyramids that dilute public property, take control away from government bodies, and underpin managerial opportunism. Statecontrolled
banks blur the borderline between commercial banking and development
banking. Dominance of public banks has a bearing on empirical studies whose results might suggest state-owned banks’ greater (or lesser) efficiency or competitiveness compared to other forms of ownership. We tend to interpret such results as influenced by the choice of indicator, period of observations, sample selection, etc., in the absence of an equal playing field for all groups of players. We suggest that the government’s planned retreat from the banking sector will involve non-core assets mainly, whereas control over core institutions will just become more subtle.

Competition, Risk-shifting, and Public Bail-out Policies

Abstract
This article empirically investigates the competitive effects of government bail-out policies. We construct a measure of bail-out perceptions by using rating information. From there, we construct the market shares of insured competitor banks for any given bank, and analyze the impact of this variable on banks' risk-taking behavior, using a large sample of banks from OECD countries. Our results suggest that government guarantees strongly increase the risk-taking of competitor banks. In contrast, there is no evidence that public guarantees increase the protected banks' risk-taking, except for banks that have outright public ownership. These results have important implications for the effects of the recent wave of bank bail-outs on banks' risk-taking behavior.

Abstract
Die 300 vom IWH befragten ostdeutschen Bauunternehmen haben ihre Geschäfte im April 2011 sowohl gegenüber der vorangegangenen Befragung im Februar als auch gegenüber Vorjahresfrist besser beurteilt. Das gilt für die aktuell abgelaufenen wie auch für die in Aussicht stehenden Baugeschäfte. Die zuletzt gemeldete gute Baukonjunktur bleibt somit intakt, auch wenn die Bauunternehmen unter Ausschluss der üblichen Saisonfaktoren die Geschäftslage scheinbar etwas weniger gut bewerten.

Abstract
In 2010 the East German construction sector has raised mainly thanks to a very strong demand for renovation and modernization activities of private households. This segment is likely to continue its overall trend towards growth in 2011 due to an increase in average net incomes and low mortgage interest rates. The private non-residential sector will be boosted by a strong development of the whole German economy. However, the civil contractors look to the future more skeptically. Their activities depend to a large extent on public investment, which as a result of diminishing stimulation after the crisis will likely shrink in 2011.

Analyzing Innovation Drivers in the German Laser Industry: the Role of Positioning in the Social and Geographical Space

Abstract
Empirical and theoretical contributions provide strong evidence that firm-level performance outcomes in terms of innovativeness can either be determined by the firm’s position in the social space (network effects) or by the firm’s position in the geographical space (co-location effects). Even though we can observe quite recently first attempts in bringing together these traditionally distinct research streams (Whittington et al. 2009), research on interdependent network and geographical co-location effects is still rare. Consequently, we seek to answer the following research question: considering that the effects of social and geographic proximity on firm’s innovativeness can be interdependent, what are the distinct and combined effects of firm’s network and geographic position on firm-level innovation output? We analyze the innovative performance of German laser source manufacturers between 1995 and 2007. We use an official database on publicly funded R&D collaboration projects in order to construct yearly networks and analyze firm’s network positions. Based on information on population entries and exits we calculate various types of geographical proximity measures between private sector and public research organizations (PRO). We use patent grants as dependent variable in order to measure firm-level innovation output. Empirical results provide evidence for distinct effect of network degree centrality. Distinct effect of firm’s geographical co-location to laser-related public research organization promotes patenting activity. Results on combined network and co-location effects confirms partially the existence of in-terdependent proximity effects, even though a closer look at these effects reveals some ambiguous but quite interesting findings.
