Abstract
Do lenders securitize or price loans in response to credit risk? Exploiting exogenous variation in regional credit risk due to foreclosure law differences along US state borders, we find that lenders securitize mortgages that are eligible for sale to the Government Sponsored Enterprises (GSEs) rather than price regional credit risk. For non-GSE-eligible mortgages with no GSE buyback provision, lenders increase interest rates as they are unable to shift credit risk to loan purchasers. The results inform the debate surrounding the GSEs' buyback provisions, the constant interest rate policy, and show that underpricing regional credit risk increases the GSEs' debt holdings.

The Geography of Information: Evidence from the Public Debt Market

Abstract
nWe investigate the link between the spatial concentration of firms in large, central metropolitans (i.e. urban agglomeration) and the cost of public corporate debt. Looking at bond issues over the period 1985–2014, we find that bonds issued by companies headquartered in urban agglomerates have lower at-issue yield spreads than bonds issued by firms based in remote, sparsely populated areas. Measures of the count of institutional bondholders in a firm’s vicinity confirm that the spatial cross-sectional variation in bond spreads is driven by the proximity of metropolitan firms to large concentrations of institutional investors. Our results are robust to controls for firm productivity and governance, analyst following, and exogenous shocks to institutional investor attention. The effect of headquarters location on bond spreads is especially pronounced for more difficult to value, speculative-grade bonds, bonds issued by smaller, less visible firms and bonds issued without protective covenants. Overall, we provide evidence that the geographical distribution of firms and investors generates a corresponding distribution of value-relevant, firm-level information that affects its cost of capital.

Abstract
Hochtechnologien gelten als die Branchen der Zukunft. Europa will hier nicht den Anschluss verlieren. Auch gegen Lieferengpässe und Produktionsengpässe durch gestörte Lieferketten will sich Europa besser wappnen. Mit dem „European Chips Act“ will die Europäische Kommission gemeinsam mit den Mitgliedstaaten mehr als 40 Mrd. Euro ausgeben, um die europäische Halbleiter-Produktion von gegenwärtig 10 % auf dann 20 % der globalen Produktion zu steigern. Halbleiter sind nicht nur in Gebrauchsgegenständen wie Handys, Laptops und Autos, sie sind auch unverzichtbar, wenn die grüne und digitale Wende gelingen soll. Photovoltaikanlagen, nachhaltige Produktion und E-Mobilität – all das braucht Computerchips. Der „European Chips Act“ ist daher die Antwort der EU auf den „Chips-Act“ der USA, der mehr als 50 Mrd. US-$ für Halbleiter vorsieht, um die Produktion zu sichern, zu modernisieren und auszubauen.

Economic growth, public finances and greenhouse gas emissions in the medium term
According to the Halle Institute for Economic Research (IWH) and its medium-term projection of the German economy, growth in the next six years will be about the same as in the past six years, at 1% per year. The national budget will remain in deficit, but the debt level will decline again relative to the gross domestic product (GDP) from 2024 onwards. At this rate of economic expansion, greenhouse gas emissions will continue to decline in the medium term, but at a much slower rate than necessary to meet the national emission reduction targets.

Cross-country Evidence on the Allocation of COVID-19 Government Subsidies and Consequences for Productivity

Abstract
We study the consequences of the Covid-19 pandemic and related policy support on productivity. We employ an extensive micro-distributed exercise to access otherwise unavailable individual data on firm performance and government subsidies. Our cross-country evidence for five EU countries shows that the pandemic led to a significant short-term decline in aggregate productivity and the direct support to firms had only a limited positive effect on productivity developments. A thorough comparative analysis of the distribution of employment and overall direct subsidies, considering separately also relative firm-level size of support and the probability of being supported, reveals ambiguous cross-country results related to the firm-level productivity and points to the decisive role of other firm characteristics.

No deep recession despite energy crisis and rise in interest rates
High energy prices and deteriorating financial conditions are weighing on the German economy. However, the period of weakness over the winter is likely to be moderate, partly because the energy price brakes are supporting private incomes. The Halle Institute for Economic Research (IWH) forecasts that due to the recovery from the pandemic in the first three quarters, gross domestic product (GDP) is estimated to have increased by 1.8% in 2022. Due to high energy prices, however, GDP will slightly decline in the winter months and stagnate on average in 2023. Inflation will fall from 7.8% in 2022 to 6.5% in 2023.

Abstract
Tracing negative media attention, this paper investigates the effect of reputational risk on firm value. Decomposing reputational damage into environmental, social and corporate-governance dimensions, it reports that environmental reputational risk has the most significant negative effect on price earnings, i.e., firms exposed to environmental risk are likely to be priced at a discount or charged a higher risk premium when discounting future earnings.

Abstract
We use granular project-level information for the largest regional economic development program in German history to study whether government subsidies to firms affect the quantity and quality of bank lending. We combine the universe of recipient firms under the Improvement of Regional Economic Structures program (GRW) with their local banks during 1998-2019. The modalities of GRW subsidies to firms are determined at the EU level. Therefore, we use it to identify bank outcomes. Banks with relationships to more subsidized firms exhibit higher lending volumes without any significant differences in bank stability. Subsidized firms, in turn, borrow more indicating that banks facilitate regional economic development policies.

Abstract
Mutual fund families increasingly hold bonds and stocks from the same firm. We study the implications of such dual holdings for corporate governance and firm decision-making. We present evidence that dual ownership allows financially distressed firms to increase investments and to refinance by issuing bonds with lower yields and fewer restrictive covenants. As such, dual ownership reduces shareholder-creditor conflicts, especially when families encourage cooperation among their managers. Overall, our results suggest that mutual fund families internalize the shareholder-creditor agency conflicts of their portfolio companies, highlighting the positive governance externalities of intra-family cooperation.

Abstract
Seit der Finanzkrise der Jahre 2007 und 2008 diskutiert die Wissenschaft darüber, wie Kreditgeber die Verbriefung von Hypotheken nutzen, um das Kreditrisiko an Dritte weiterzugeben, und wie dies zur Finanzkrise beigetragen hat. Eine aktuelle IWH-Studie betrachtet die Entscheidungssituation des Kreditgebers zwischen Risikoaufschlag und Risikoübertragung. Sie nutzt rechtliche Unterschiede in verschiedenen US-Bundesstaaten bei der Zwangsvollstreckung von Hypotheken, um daraus unterschiedliche regionale Kreditrisiken abzuleiten. Ist dieses regionale Risiko erhöht, reagieren Kreditgeber durch vermehrte Verbriefung, wenn Hypotheken zum Verkauf an halbstaatliche Agenturen (Government Sponsored Enterprises, GSE) wie Fannie Mae und Freddie Mac zugelassen sind und so gegen Ausfall versichert werden können. Bei Hypotheken, für die kein Rückkauf durch GSE infrage kommt, erhöhen die Kreditgeber dagegen die Zinsen, da sie das Kreditrisiko nicht an die Kreditkäufer weitergeben können.
