Abstract
Mit einem mikroökonomischen Arbeitsangebotsmodell wird gezeigt, dass das Lohnabstandsangebot zwischen Sozialhilfe und Erwerbseinkommen zwar ein notwendiges Kriterium ist, um einen positiven Anreiz zur Erwerbsaufnahme potentieller Niedriglohnbezieher auszuüben, jedoch kein hinreichendes. Der Abstand Ende 2001 wird für einige Branchen ermittelt. Der Umstand, dass dieser Abstand in einigen Fällen sogar negativ ist, wirkt um so schwerwiegender, als das erzielbare Erwerbseinkommen relativ deutlich über dem Lohnersatzeinkommen in Form der Sozialhilfe liegen müsste. Eine Beschäftigung lohnt sich in finanzieller Hinsicht am ehesten für alleinlebende Sozialhilfeempfänger, während für Familien mit mehreren Kindern nicht einmal das notwendige Kriterium des positiven Lohnabstandes immer erfüllt ist.

Local Taxes and Capital Structure Choice

Abstract
This paper investigates the question of taxation and capital structure choice in Germany. Germany represents an excellent case study for investigating the question of whether and to what extent taxes influence the debt-equity decision of firms, because the relative tax burdens on debt and equity vary greatly across communities. German communities levy local taxes on profits and long-term debt payments in addition to personal and corporate taxes on the federal level. A stylized model is presented incorporating these taxes. The model shows that local taxes create substantial incentives for firms to use debt financing. Furthermore, the paper empirically investigates the effect of local business taxes on the share of debt used to finance incremental investments by German firms. I find that local taxes significantly influence the capital structure choice of firms, controlling for a large number of other factors. In an extensive sensitivity analysis the tax effect are found to be robust across several different specifications.

Abstract
Often a quality improvement necessitates modifications of varietal product features. This paper studies firms’ incentives to provide quality when this decision affects the goods’ degree of perceived horizontal differentiation. We find that the quality level hinges crucially on the interaction between the quality and the varietal product attribute. We examine the outcome of a game where firms decide on quality and price relative to what a social planner would desire. If the interaction between quality and perceived horizontal differentiation is sufficiently positive, we find for the sequential game ‘quality then price’ that the private incentives to provide quality are excessive relative to the social optimum. As a result the level and the direction of interaction between the attributes determines whether there is excessive or insufficient provision of quality.

Climate protection policy in the housing sector: Lacking impact and need for action

Abstract
Energy savings in the rental housing sector may contribute to the reduction of global greenhouse gas emission. However, emissions have gone up since the early nineties despite of large energy saving potentials. In general the effects of energy saving regulations and support programmes were overestimated. Unfortunately, these programmes ignore market specific restraints.
Markets do not provide optimal incentives to prevent emissions since the costs of greenhouse gas emissions are not fully internalised in fuel prices. Special characteristics of rental housing market in Germany enhance this deficit. Consequently profitable measures of saving energy are neglected. Overall the effectiveness of regulations and support programmes suffers.
Therefore it is necessary to strengthen energy saving incentives. Suitable instruments would include a gradual rise in fuel taxes (Öko-Steuer), a reduction of rental housing market control and measures to improve the transparency of energy consumption.

On the Incentives to Provide Fuel-Efficient Automobiles

Abstract
We argue that the provision of more fuel-efficient cars necessitates specific aerodynamic shapes. We show that the presence of this technological constraint may reduce the incentives to provide fuel efficiency. In equilibrium, cars become more similar and aerodynamic as fuel prices increase. However, the provided level of fuel efficiency falls short of the social optimal one such that a fuel-economy standard is welfare-enhancing.

Housing Vacancies in East German Cities: A Problem not only for Housing Policy

Abstract
In numerous East German cities extreme imbalances in the housing
market have developed with the consequence of extensive housing vacancies. Primarily inner city housing units constructed in the late 19th and early 20th century and housing units constructed within the period of the socialist regime are concerned. The causes for these imbalances can be found in decisions of socialist urban planning, in demographic
factors, in oversized federal promotion of new housing construction after the German unification, and in income increases of private households. The commission “Structural Change in the Housing Economy of the New Länder“, installed by the federal government, has examined this problem and submitted preliminary political recommendations on the federal level in order to reduce the housing market imbalances. The commission recommends federal subsidies for tearing off vacant housing units within a period of ten years. A measure like this raises the question how the risk can be handled that too many flats are torn down. In addition, the commission recommends to double the subsidies for households acquiring already existing flats for own use and to halve the subsidies for households investing in newly built owner-occupied housing in East Germany. These incentives to acquire existing housing units might prove too weak because of the strong preferences of East German households to live in single-family houses. Measures on the federal level can support but cannot replace necessary concrete planning and solution strategies in the vacancy-plagued cities “in situ“.

Abstract
Fast ein Viertel der gesamtdeutschen Emissionen des Klimaschadstoffs Kohlendioxid wird vom Raumwärmeverbrauch verursacht. Doch bestehen gerade hier große Minderungspotentiale, deren Nutzung oft allein wegen der damit verbundene Energiekostensenkung lohnenswert ist. Obgleich dies insbesondere für den Mietwohnungsbestand der neuen Bundesländer gilt, wird immer noch ein großer Teil der ostdeutschen Mietwohnungen modernen wärme- und heizungstechnischen Standards nicht gerecht. Nach wie vor sorgen Finanzierungsprobleme ostdeutscher Vermieter dafür, daß der Instandsetzungsstau nur langsam abnimmt und Energiesparmaßnahmen unterbleiben. Aber auch dort, wo bereits modernisiert wird, sind die Anreize, Investitionen an einer optimalen Nutzung der Energiesparpotentiale auszurichten, nicht ausreichend. Das nunmehr auch in Ostdeutschland geltende Vergleichsmietensystem kann dieses Defizit – dem das Auseinanderfallen der Adressaten von Kosten und Nutzen energiesparender Maßnahmen
zugrunde liegt – nicht kompensieren. Ordnungsrechtliche Vorgaben und förderpolitische Maßnahmen allein sind kaum geeignet, dieses Dilemma zu entschärfen. Sollen die Energiepreissteigerungen im Zuge der Ökosteuerreform wirksame Investitionsanreize auslösen, ist eine Verbesserung der Anreizkompatibilität des Vergleichsmietensystems, ergänzt um eine Anpassung der relevanten technischen Verordnungen und Förderrichtlinien, notwendig.
