Geballt: Unternehmen in Leipzig, Dresden, Chemnitz und Halle in lokalen Netzwerken
Angesichts der kleinteiligen Unternehmenslandschaft in Ostdeutschland setzt die Politik große Hoffnungen auf Unternehmensnetzwerke: Lokal konzentrierte Zusammenarbeit einerseits und Einbindung von Partnern aus anderen Regionen und dem Ausland andererseits sollen die wirtschaftliche Leistungskraft der vernetzten Unternehmen stärken. Eine heute erscheinende Studie des Instituts für Wirtschaftsforschung Halle (IWH) gibt dem Optimismus Nahrung. In den Stadträumen Sachsens und Sachsen-Anhalts sind eine Reihe lokal stark konzentrierter Netzwerke entstanden, die ansatzweise auch Verflechtungspotenziale zu den anderen Zentren einer Metropolregion Mitteldeutschland aufweisen. Zwar fehlen noch weitgehend Netzwerkpartner aus dem Ausland, dafür sind in vielen Netzen Hochschulen vertreten, die ihrerseits in die internationalen Wissensnetze eingebunden sind.

Was bringt das Konjunkturpaket II den Kommunen? Das Beispiel Sachsen
Im Februar 2009 beschloss der Bundestag als Reaktion auf die Finanz- und Wirtschaftskrise das Konjunkturpaket II. Darin enthalten war ein zehn Mrd. Euro schweres, bis 2010 befristetes Investitionsförderprogramm für die Kommunen. Eine Studie des Instituts für Wirtschaftsforschung Halle (IWH) zeigt nun am Beispiel Sachsens: Die kommunalen Investitionen sind tatsächlich mit relativ geringfügiger zeitlicher Verzögerung angestiegen. Langfristige Wachstumswirkungen allerdings sind eher nicht zu erwarten.

Einwanderung nach Ostdeutschland: Neue Chance 2011
In Deutschland – insbesondere in Ostdeutschland – hat sich aufgrund der Alterung und Schrumpfung der Bevölkerung ein erheblicher demographischer Problemdruck aufgebaut. Zuwanderung könnte diesen Druck mindern. Während Westdeutschland zumindest seit der Zuwanderung von „Gastarbeitern“ in den 1950er Jahren eine Geschichte der Immigration aufweisen kann, fehlen in den ostdeutschen Ländern weitgehend solche Einwanderungserfahrungen und auch helfende Netzwerke ausländischer Bevölkerungsgruppen. Dies zeigt eine Studie des Instituts für Wirtschaftsforschung Halle (IWH). Ein Ausweg könnte nach Auffassung der Autoren die Einwanderung aus Mittelosteuropa sein. Die ab Mai 2011 in den Arbeitsmarkt drängenden Zu- und Einwanderer aus den östlichen Nachbarländern sollten daher nicht durch neuerliche Restriktionen abgeschreckt werden.

Wachsende Armutsrisiken für alte Menschen vor allem in Ostdeutschland
Wissenschaftler des Instituts für Wirtschaftsforschung Halle (IWH) analysieren in einer aktuellen Studie, welche Faktoren Alterseinkommen und Altersarmut bestimmen. Danach erzielen Kinderlose, Beamte und Personen mit höherer Bildung im Durchschnitt relativ hohe Alterseinkommen. Wer Kinder hat, beruflich wenig qualifiziert ist und in Ostdeutschland lebt, ist dagegen im Alter einem höheren Armutsrisiko ausgesetzt. In einer Projektion der Einkommen der 65- bis 70-Jährigen des Jahres 2023 steigt der Anteil der Personen mit Einkommen unterhalb der Armutsrisikoschwelle in Westdeutschland von 13,6% (2007) auf 16,1% (2023) an, in Ostdeutschland von 12,8% auf 17,2%.

What Determines the Innovative Success of Subsidized Collaborative R&D Projects? – Project-Level Evidence from Germany –

Abstract
Systemic innovation theory emphasizes that innovations are the result of an interdependent exchange process between different organizations. This is reflected in the current paradigm in European innovation policy, which aims at the support of collaborative R&D and innovation projects bringing together science and industry. Building on a large data set using project-level evidence on 406 subsidized R&D cooperation projects, the present paper provides detailed insights on the relationship between the innovative success of R&D cooperation projects and project characteristics. Patent applications and publications are used as measures for direct outcomes of R&D projects. We also differentiate between academic-industry projects and pure inter-firm projects. Main results of negative binomial regressions are that large-firm involvement is positively related to pa-tent applications, but not to publications. Conversely, university involvement has positive effects on project outcomes in terms of publications but not in terms of patent applications. In general, projects’ funding is an important predictor of innovative success of R&D cooperation projects. No significant results are found for spatial proximity among cooperation partners and for the engagement of an applied research institute. Results are discussed with respect to the design of R&D cooperation support schemes.

Abstract
Das Institut für Wirtschaftsforschung Halle (IWH) befasst sich alle zwei Jahre im Rahmen einer Tagung mit ausgewählten Aspekten der kommunalen Wirtschaft. Am 5. und 6. November 2009 fand das „Hallesche Kolloquium zur kommunalen Wirtschaft“ zum dritten Mal statt, und zwar zum Thema „Zur Zukunft der kommunalen Wohnungspolitik“. Über dieses Thema, speziell über die Bedeutung der kommunalen Wohnungswirtschaft für die Stadtentwicklung, wird nicht erst seit dem spektakulären Verkauf der Dresdner WOBA an ein privates Unternehmen kontrovers diskutiert. Ungeachtet solcher Veränderungen ist im Osten Deutschlands als Folge der Systemtransformation der Anteil kommunaler Anbieter am Wohnungsmarkt im Vergleich zum Westen sehr hoch, was in der wissenschaftlichen wie politischen Debatte unterschiedlich bewertet wird.

Präventive Kreditlinie des IWF erhöht die Stabilität in Schwellenländern
Im Zuge der aktuellen Finanz- und Konjunkturkrise hat der Internationale Währungsfonds (IWF) stark an Bedeutung gewonnen; seine verfügbaren Mittel wurden erheblich ausgeweitet. Auch die Kreditinstrumente des IWF wurden überarbeitet. Eine Studie des Instituts für Wirtschaftsforschung Halle (IWH) befasst sich mit der neuen Flexible Credit Line (FCL), einer präventiven Kreditlinie, die qualifizierten Ländern für den Krisenfall vorab Kredit zur Verfügung stellt. Polen, Mexiko und Kolumbien haben als erste Länder FCL-Vereinbarungen mit dem IWF abgeschlossen. Die Finanzmärkte reagierten positiv.

Energieeffizienz in Wohngebäuden: Osten vorn, Westen holt auf
Die politischen Bemühungen um mehr Energieeffizienz im Gebäudebestand scheinen sich auszuzahlen. Der Heizenergiebedarf deutscher Mehrfamilienhäuser ist von durchschnittlich 157 kWh je Quadratmeter Wohnfläche im Jahr 2003 auf 141 kWh im Jahr 2008 gesunken. Dabei konnten die westdeutschen Länder einen Rückgang um 11,1% verzeichnen, die ostdeutschen um 7,1%. Damit hat Westdeutschland bei der Energieeffizienz von Wohngebäuden etwas aufgeholt. Nach wie vor jedoch sind ostdeutsche Wohnungen mit durchschnittlich 131 kWh je Quadratmeter deutlich energieeffizienter als westdeutsche (144 kWh). Zu diesen Ergebnissen kommt eine Untersuchung von Claus Michelsen vom Institut für Wirtschaftsforschung Halle (IWH) in Kooperation mit dem Energiedienstleistungsunternehmen ista.

Wandel der betrieblichen Einflussfaktoren auf den ostdeutschen Export
Der Export gilt als Wachstumsmotor der deutschen Wirtschaft. In Ostdeutschland ist die Exportneigung allerdings wesentlich geringer ausgeprägt als im Westen. In einer morgen erscheinenden Studie erforscht das Institut für Wirtschaftsforschung Halle (IWH), welche Einflüsse die Exportaktivitäten von Industrie- und Bauunternehmen in Ostdeutschland bestimmen und ob sich diese Einflüsse verändert haben. Dabei zeigt sich, dass Exporterfolge besonders häufig von solchen Betrieben erzielt werden, die in internationale Unternehmensstrukturen eingebunden sind und eine hohe Spezialisierung aufweisen.

Cross-border Diversification in Bank Asset Portfolios

Abstract
We compute optimally diversified international asset portfolios for banks located in France, Germany, Italy, the United Kingdom and the United States using the mean–variance portfolio model with currency hedging. We compare these benchmark portfolios with the actual cross-border asset positions of banks from 1995 to 2003 and ask whether the differences are best explained by regulations, institutions, cultural conditions or other financial frictions. Our results suggest that both culture and regulations affect the probability of a country's being overweighted in banks' portfolios: countries whose residents score higher on a survey measure of trust are more likely to be overweighted, while countries that have tighter capital controls are less likely to be overweighted. From a policy standpoint, the importance of culture suggests a limit to the degree of financial integration that may be achievable by the removal of formal economic barriers.
