Productivity gap of East German industry: A summarizing evaluation

Abstract
Ten years after German unification labor productivity in the New Laender reaches only 70 per cent of West German levels. Further, in the second half of the 1990ies, convergence did not continue. Because productivity can be regarded as a key for wages, for competitiveness of firms and for future transfer payments, the reasons for low productivity in East Germany are of major importance. In this article, it is argued that the existing productivity gap reflects mainly structural differences between East and West Germany, that is the high share of small firms and the predominance of sectors with low value added per worker. Additionally, difficulties on product markets leading to insufficient selling prices are responsible for the comparative low productivity of East German firms. Differences in capital intensity or in human capital, however, do explain only a small part of the productivity gap.

A glimpse on sectoral convergence of productivity levels

Abstract
This paper examines the presence of sectoral convergence of labor productivity between 14 OECD countries. Using the OECD International Sectoral Data Base (ISDB), the paper looks at the developments within 12 distinct sectors during the period 1970-1995. The change of the coefficients of variance suggests that there is strong sectoral convergence within most service sectors while the evidence of convergence for Manufacturing as well as for Communication is rather weak. These findings are in line with most studies undertaken on this subject so far. It is concluded that economic theories at hand to explain growth and convergence (or divergence respectively) are of different importance for the sectors concerned. While models of the New Growth Theory seemed to be useful to explain growth mechanisms within Manufacturing and Communication, traditional models seemed to apply to most other sectors.

Abstract
The paper estimates Okuns law for countries of the eurozone using paneleconometric methods. Based on the results the minimum growth rate needed for a reduction in unemployment is calculated. In the period under investigation, the minimum growth rate has declined. Actually unemployment will be reduced through economic growth, and the minmum growth rates are lower than in the past. However growth must be accompanied by structural reforms in the labor market.

Abstract
New jobs depend heavily on productive investment. As nearly 800 bio DM were invested in the East German enterprise sector since 1990, most existing jobs can be regarded potentially competitive now. However, capital intensity is still much lower than in West Germany and reaches a level of only 75 per cent. In manufacturing, however, capital intensity is only slightly lower than in the old Laender.
There are mainly two reasons for the low capital intensity in the aggregate: The dominance of small firms producing regularly with a small capital stock per employee, and lower wages in East Germany compared with West Germany: Although capital prices are distorted by high subsidies, factor price relations favour labor to capital. This leads to the conclusion that low capital intensity reflects an optimum; convergence is therefore not necessarily to occur.

Abstract
This article uses detailed industry and household data to understand why Morocco's labor market performed poorly in 1985–95. The data indicate that marked structural changes and weak demand in the product market were responsible. This article makes two contributions to the literature. The first is specific: it underscores that the demand for labor is a derived demand and that the performance of the product market is an important determinant of the performance of the labor market. The second is more general: it demonstrates that this kind of microeconomic analysis, using data sets that are often available in developing countries, can inform policy design.

Innovative Milieux: Advanced Posts of Interpenetration between the Economic System and the Science System

Abstract
A growing number of governments, political parties, and enterprises set the theme „innovation“ on their agenda and join in the global race to more competitive national economies. In this race the concept of the „innovative milieu“ serves as an important point of orientation and as a political target that, on the first glance, seems to be transferable in concrete political measures. A basic feature of innovative milieux is the quick and easy transfer of knowledge to products in demand. This speed-up in the diffusion of knowledge is not only interesting with respect to the economic advantages but also with respect to science. It is the basic thesis of this paper that innovative milieux represent special cases where the economic system and the science system interpenetrate in an extreme way. Empirical findings show that the actors of innovative milieux have a strong cultural proximity to basic attitudes and behavior within the science system. This relates to the institutionalization of trial and error, the reinforcement of exploratory behavior, the flow of information, and to a special mixture of cooperation and competition. An essential feature of innovative milieux derives from the network relations of its actors. These relations have to be balanced a) to the need to create trust and reduce uncertainty, and b) to the need to stay permeable enough for linkages with new actors from outside. With regard to time innovative milieux have to be conceived from an evolutionary perspective. This involves several steps: Development of prerequisites, consolidation, attraction of labor and enterprises from other regions. From the evolutionary perspective, too, possible factors of preventing or accelerating the „entropic death“ (Camagni 1991) of innovative milieux can be discussed. The exceptional character of innovative milieux has consequences for innovation-oriented political strategies. The self-enforcing dynamics of innovative milieux create a tendency to more economic inequality between regions (core-periphery differences). This is contradictory to political strategies in which innovation-oriented policy is applied to reach an offset between prospering and impoverished regions. In many cases a strategy starting from the assumption of an enduring non-innovative milieu seems to be more realistic and more promising. Further on, the new more direct links between enterprises and research institutes question the current shape of technology transfer institutions. Finally the potential effects of the new trend to encourage the entrepreneurship of research staff on the science system are discussed.

Der Beitrag untersucht die Entwicklung von Produktion, Beschäftigung, Tarif- und Effektiv-löhnen im ostdeutschen Textil- und Bekleidungsgewerbe, wobei die westdeutsche Branche als Vergleichsmaßstab herangezogen wird. Trotz der relativ geringen Tariflohnangleichung an den westdeutschen Vergleichswert überstiegen die Personalkosten im ostdeutschen Textil- und Bekleidungsgewerbe 1996 noch immer die Bruttowertschöpfung. Die begrenzten Mög-lichkeiten der Produktionsausdehnung sowie die hohe Lohnkostenbelastung lassen erwarten, dass die Unternehmen ihren Personalbestand weiter zurückführen werden.

Abstract
Das ostdeutsche Verarbeitende Gewerbe wird von kleinen und mittleren Unternehmen geprägt. Darin wird eine Ursache für den Produktivitätsrückstand gegenüber Westdeutschland vermutet. Berechnungen auf der Grundlage von Daten aus dem Jahr 1995 haben ergeben, dass die Betriebsgrößenstruktur keinen sehr großen Einfluss auf das durchschnittliche Produktivitätsniveau hat und somit nur ein relativ kleiner Teil der Produktivitätslücke erklärt werden kann.
