Industry Mix, Local Labor Markets, and the Incidence of Trade Shocks

Abstract
We analyze how skill transferability and the local industry mix affect the adjustment costs of workers hit by a trade shock. Using German administrative data and novel measures of economic distance we construct an index of labor market absorptiveness that captures the degree to which workers from a particular industry are able to reallocate into other jobs. Among manufacturing workers, we find that the earnings loss associated with increased import exposure is much higher for those who live in the least absorptive regions. We conclude that the local industry composition plays an important role in the adjustment processes of workers.

Marginal Jobs and Job Surplus: A Test of the Efficiency of Separations

Abstract
We present a test of Coasean theories of efficient separations. We study a cohort of jobs from the introduction through the repeal of a large age- and region-specific unemployment benefit extension in Austria. In the treatment group, 18.5% fewer jobs survive the program period. According to the Coasean view, the destroyed marginal jobs had low joint surplus. Hence, after the repeal, the treatment survivors should be more resilient than the ineligible control group survivors. Strikingly, the two groups instead exhibit identical post-repeal separation behavior. We provide, and find suggestive evidence consistent with, an alternative model in which wage rigidity drives the inefficient separation dynamics.

Monetary Policy in an Oil-dependent Economy in the Presence of Multiple Shocks

Abstract
Russian monetary policy has been challenged by large and continuous private capital outflows and a sharp drop in oil prices during 2014. Both contributed to significant depreciation pressures on the ruble and led the central bank to give up its exchange rate management strategy. Against this background, this work estimates a small open economy model for Russia, featuring an oil price sector and extended by a specification of the foreign exchange market to correctly account for systematic central bank interventions. We find that shocks to the oil price and private capital flows substantially affect domestic variables such as inflation and output. Simulations for the estimated actual strategy and alternative regimes suggest that the vulnerability of the Russian economy to external shocks can substantially be lowered by adopting some form of inflation targeting. Strategies to target the nominal exchange rate or the ruble price of oil prove to be inferior.

Abstract
Excessive market power has detrimental effects on the functioning of the economy, raising consumer prices, distorting the allocation of resources, and creating welfare losses. The existing literature has largely focussed on competition in product markets. This column argues that it is important to differentiate between various sources of firm market power on output and input (most notably labour) markets. European firm-level data reveals that large firms charge lower markups in product markets but exert their market power significantly in labour markets. Competition authorities can and must distinguish between the sources of market power when attempting to regulate it.

Abstract
Am 1. Januar 2023 wird Hartz IV durch das Bürgergeld ersetzt. Der neue Name reduziert das Stigma, Grundsicherung zu erhalten. Aber nach wie vor fehlen Anreize, eine Arbeit aufzunehmen, weil Hinzuverdienst angerechnet wird. Auch das unwürdige Sanktionsregime bleibt im Kern bestehen. Ein bedingungsloses Grundeinkommen wäre die bessere Alternative.

Abstract
Die mittelfristige Projektion der gesamtwirtschaftlichen Lage in Deutschland beinhaltet, dass das Wirtschaftswachstum mit 1% pro Jahr in den kommenden sechs Jahren in etwa genauso hoch ausfällt wie in den vergangenen sechs Jahren. Der Staatshaushalt bleibt im Defizit, aber der Schuldenstand geht relativ zum Bruttoinlandsprodukt ab dem Jahr 2024 wieder zurück. Bei diesem Tempo der wirtschaftlichen Expansion werden die Emissionen mittelfristig zwar weiter zurückgehen, aber deutlich langsamer als nötig, um die nationalen Klimaschutzziele zu erreichen.

European Real Estate Markets During the Pandemic: Is COVID-19 also a Case for House Price Concerns?

Abstract
We use a new database on European real estate purchase and rental prices – the IWH European Real Estate Index – to document the relationship between staggered COVID-19 dynamics and real estate prices in 14 EU countries between January 2020 and December 2021. For most countries, we find no statistically significant response of monthly purchase and rental prices due to an increase of regional COVID-19 cases. For the UK we find that more COVID-19 cases depressed both purchase and rental prices significantly, but the economic magnitude of effects was mild during this sample period. In contrast, rents in Italy increased in response to hiking COVID-19 cases, illustrating the importance to consider heterogeneous crisis patterns across the EU when designing policies. Overall, COVID-19 dynamics did not affect real estate values significantly during the pandemic, thereby mitigating potential financial stability concerns via a mortgage lending channel at the time.
