Specialization, Diversity, Competition and their Impact on Local Economic Growth in Germany

Abstract
This study systematically examines the impact of fundamental elements of urban economic structure on urban growth in Germany from 2003 to 2007. We test four elements simultaneously, that is sectoral specialization, diversification of economic activities, urban size as well as the impact of local competition. To account for the effect of varying spatial delimitations in the analysis of urban growth, we further differentiate between cities and planning regions as geographical units. The analysis covers manufacturing industries as well as service sectors. Most previous work produces inconsistent results and concentrates on localization economies and/or diversification, while urban size and the effect of local competition are widely ignored. Our regression results show a U-shaped relationship between localization economies and urban growth and positive effects of local competition on urban growth. With respect to diversification, we find positive effects on urban growth on the city-level, but insignificant results on the level of the planning regions. The impact of urban size also differs between free cities and planning regions; in the former a U-shaped relationship is found whereas the effect is inversely U-shaped for the latter.

Abstract
Policy-makers from many regions where old industrial structures in the field of manufacturing have collapsed are trying to stimulate entrepreneurial activities of businesses in the cultural industry. The question is whether this strategy could be successful. This article examines the strategy of supporting the sector of media industry (“MI”) by policy-makers in the region of Halle in East Germany, where a strong de-industrialization has taken place after the German reunification. Stimulated by the policy-makers' support measures, there actually was a remarkable development of MI. However, the number of MI firms and their employees did not further increase in recent years, after having reached a certain level. This illustrates the limits of political measures for turning a city's path of industrial development voluntarily.

Abstract
This study examines the impact of localization and urbanization economies as well as the impact of city size on urban growth in German cities from 2003 to 2007. Although, from a theoretical perspective, agglomeration economies are supposed to have positive impacts on regional growth, prior empirical studies do not show consistent results. Especially little is known about agglomeration economies in Germany, where interregional support policy and the characteristics of the federal system are further determinants of urban growth. The results of the econometric analysis show a U-shaped relationship between specialization and urban growth, which particularly holds for manufacturing industries. We do not find evidence for the impact of Jacobs-externalities; however, city size shows a positive (but decreasing) effect on urban growth.

Keeping the Bubble Alive! The Effects of Urban Renewal and Demolition Subsidies in the East German Housing Market

Abstract
German urban renewal programs are favoring the cities in the Eastern part since the re-unification in 1990. This was accompanied additionally by attractive tax incentives, designed as an accelerated declining balance method of depreciation for housing investments during the late 1990s. The accumulated needs for comfortable housing after 40 years of a disastrous housing policy of the GDR era were generally accepted as justification for the subvention policy. But various subsidies and tax incentives caused a construction boom, false allocations, and a price bubble in Eastern Germany. After recognizing that the expansion of housing supply was not in line with the demographic development and that high vacancy rates were jeopardizing housing companies and their financial backers, policy changed in 2001. Up to now, the government provides demolition grants to reduce the vast oversupply. By means of a real option approach, it is ex-plained how different available forms of subsidies and economic incentives for landlords lift real estate values. The option value representing growth expectations and opportunities is calculated as an observable market value less an estimated fundamental value. Empirical results disclose higher option premiums for cities in Eastern Germany and a strong correlation of the option premium with urban renewal spending.

Abstract
Im Zentrum des Beitrags steht die vergleichende Diskussion verschiedener Ansätze, welche Strategien zur Regenerierung von Städten enthalten, die sich im wirtschaftlichen Niedergang befinden. Dazu zählen die Drei-Sektoren-Hypothese in Anlehnung an Fourastié, die Theorie des Produktlebenszyklus, die Hypothese von Entwicklungsvorteilen der skilled city und verschiedene Hypothesen in Verbindung mit der Diskussion zum wirtschaftlichen und demographischen Wiederaufstieg von Städten (resurgent cities). Diese Ansätze werden auf die Situation der ostdeutschen Städte bezogen und mit verschiedenen empirischen Befunden konfrontiert, die Indizien zu wirtschaftlichen Entwicklungstrends ostdeutscher Städte enthalten. Shadow Budgets, Fiscal Illusion and Municipal Spending: The Case of Germany

Abstract
The paper investigates the existence of fiscal illusion in German municipalities with special focus on the revenues from local public enterprises. These shadow budgets tend to increase the misperception of municipal tax prices and seem to have been neglected in the literature. Therefore, an aggregated expenditure function has been estimated for all German independent cities applying an “integrated budget” approach, which means
that revenues and expenditures of the core budget and the local public enterprises are combined to one single municipal budget. The estimation results suggest that a higher relative share of local public enterprise revenues might increase total per capita spending as well as spending for non-obligatory municipal goods and services. Empirical evidence for other sources of fiscal illusion is mixed but some indications for debt illusion, renter illusion or the flypaper effect could be found.

Abstract
Real costs of freight transportation have strong increased in Russia particularly during the period of price liberalization 1992–93. This paper investigates possible connections between rising transport costs and the evolution of the size structure of the system of cities in the Russian Federation and its federal subjects. Empirical findings suggest that under conditions of a closed system agglomeration processes according to the predictions of the model of Tabuchi et al. (2005) would have taken place especially in the periphere regions of the North and Far East.

Abstract
Im Bemühen um eine verbesserte wirtschaftliche Entwicklung stellen Städte, die über Wissenschaftseinrichtungen verfügen, vermehrt Überlegungen an, diesen Standortfaktor als Grundlage für neue Wachstumsstrategien heranzuziehen. Ein Überblick über die quantitativen Voraussetzungen, die die deutschen Städte für die Verfolgung einer derartigen „Knowledge City“-Strategie haben, zeigt, daß 29% der deutschen Städte mit mehr als 20 000 Einwohnern als Standort für Hochschulen und Forschungsinstitute dienen. Auch unter den Mittelstädten sind in quantitativer Hinsicht die Chancen für die Anwendung einer solchen Strategie gut verteilt. Die Analyse des Politikfelds nach Instrumenten und beteiligten Politikebenen ergibt, daß sich hier die Aufgabe einer komplexen Mehrebenenpolitik mit begrenzt autonomen Akteuren stellt. Gerade die Akteure auf der kommunalen Ebene, denen eine Initiativ- und Führungsrolle im Politikprozeß zukommt, verfügen über sehr geringe Entscheidungsmacht, so daß die Erfolgschancen einer „Knowledge City“-Strategie stark vom Geschick abhängen, Netzwerke zu knüpfen und Kooperationen einzuleiten. Eine besondere Hürde stellt bisher noch die geringe Autonomie der Hochschulen dar, die unter der Direktive der jeweiligen Landesregierung stehen. Erste politische Reaktionen wie z. B. in Nordrhein-Westfalen zeigen, daß die Problematik dieser Regulierungspraxis zunehmend erkannt und den Wissenschaftseinrichtungen ein Autonomiezuwachs ermöglicht wird. Würden diese ersten Anzeichen zu einem flächendeckenden Trend anwachsen, könnte dies mehr Städte motivieren, eine „Knowledge City“- Strategie einzuschlagen.

Abstract
The article offers information on profits and municipal expenses of local public utilities in Germany. It reveals that cities and municipalities faced rising expenses over the last years and the only way for local governments to avoid budgetary bottlenecks is to postpone infrastructure investment and increase short-term borrowing. The countries municipalities tried to overcome such difficulties by increasing local public utilities' profits.
