Abstract
Der Beitrag untersucht, ob von den im Rahmen des Konjunkturpakets II geförderten Investitionen neben den kurzfristigen Nachfrageeffekten auch langfristige Auswirkungen z. B. auf das lokale Wirtschaftswachstum zu erwarten sind. Was die kurzfristigen Auswirkungen betrifft, so zeigte sich am Beispiel Sachsens mit relativ geringfügiger zeitlicher Verzögerung ein Anstieg der kommunalen Investitionen. Das Time-Lag-Problem staatlicher Ausgabenprogramme scheint sich dort in Grenzen zu halten. Erhebliche Preissteigerungen für Bauleistungen zeichnen sich bisher ebenfalls noch nicht ab. Mit Bezug auf die langfristigen Wirkungen der geförderten Maßnahmen ist aus Sicht z. B. der Neuen Wachstumstheorie Skepsis angebracht, da selbst bei typischen öffentlichen Vorleistungsgütern die Entzugseffekte der Finanzierung gegen die Produktivitätssteigerung im privaten Unternehmenssektor abzuwägen sind. Hinzu kommen generell die Faktorpreiseffekte von Investitionszuweisungen, die einen übermäßigen Einsatz von physischem Kapital in der öffentlichen Produktion begünstigen. Diese skeptische Haltung der Theorie wird für Sachsen dadurch bestärkt, dass vor allem kommunale Konsumgüter (Sport- und Freizeitanlagen) oder nicht unmittelbar wirtschaftsnahe Bildungseinrichtungen
(Kindergärten, Grundschulen) gefördert werden. Investitionen etwa in Einrichtungen der beruflichen Bildung, Forschung und Entwicklung oder unternehmensrelevante Infrastrukturarten spielen entweder auf kommunaler Ebene keine nennenswerte Rolle oder sind explizit von der Förderung ausgeschlossen. Insbesondere aufgrund der Anreize zur Fehllenkung von öffentlichen Ressourcen wird empfohlen, künftige Förderprogramme eher als zweckungebundene Transferleistungen auszugestalten, die die Kommunen dann nach eigenem Ermessen für „Investitionen“ in Humankapital (Personaleinstellungen
oder Qualifizierungsmaßnahmen) oder in Realkapital verwenden können.

Abstract
Does more FDI make the world a riskier place for workers? We analyze whether an increase in multinational firms' activities is associated with an increase in firm-level employment volatility. We use a firm-level dataset for Germany which allows us to distinguish between purely domestic firms, exporters, domestic multinationals and foreign multinationals. Employment in multinationals could be more volatile than employment in domestic firms if multinationals were facing more volatile demand or if they react more to aggregate developments. We therefore decompose the labor demand of firms into their reaction and their exposure to aggregate developments. We find no above-average wage and output elasticities for multinational firms.

Abstract
This article investigates women’s and men’s labor supply to the firm within a semistructural approach based on a dynamic model of new monopsony. Using methods of survival analysis and a large linked employer‐employee data set for Germany, we find that labor supply elasticities are small (1.9–3.7) and that women’s labor supply to the firm is less elastic than men’s (which is the reverse of gender differences in labor supply usually found at the level of the market). Our results imply that at least one‐third of the gender pay gap might be wage discrimination by profit‐maximizing monopsonistic employers.

Abstract
This book investigates models of spatial and dynamic monopsony and their application to the persistent empirical regularity of the gender pay gap. Theoretically, the main conclusion is that employers possess more monopsony power over their female employees if women are less driven by pecuniary considerations in their choice of employers than men. Employers may exploit this to increase their profits at the detriment of women’s wages. Empirically, it is indeed found that women’s labour supply to the firm is less wage-elastic than men’s and that at least a third of the gender pay gap in the data investigated may result from employers engaging in monopsonistic discrimination. Therefore, a monopsonistic approach to gender discrimination in the labour market clearly contributes to the economic understanding of the gender pay gap. It not only provides an intuitively appealing explanation of the gap from standard economic reasoning, but it is also corroborated by empirical observation.

Abstract
This paper presents an alternative explanation of the gender pay gap resting on a simple Hotelling-style duopsony model of the labour market. Since there are only two employers, equally productive women and men have to commute and face travel cost to do so. We assume that some women have higher travel cost, e.g., due to more domestic responsibilities. Employers exploit that women on average are less inclined to commute and offer lower wages to all women. Since women's firm-level labour supply is for this reason less wage-elastic, this model is in line with Robinson's explanation of wage discrimination.

Abstract
This paper assesses whether the economy of East Germany is catching up with the
West German region in terms of welfare. While the primary measure for convergence and catching up is per capita output, we also look at other macroeconomic indicators such as unemployment rates, wage rates, and production levels in the manufacturingsector. In contrast to existing studies of convergence between regions of reunified Germany, our approach is purely based upon the time series dimension and is thus directly focused on the catching up process in East Germany as a region. Our testing setup includes standard ADF unit root tests as well as unit root tests that endogenously allow for a break in the deterministic component of the process. In our analysis, we find evidence of catching up for East Germany for most of the indicators. However, convergence speed is slow, and thus it can be expected that the catching up process will take further decades until the regional gap is closed.

Low Skill but High Volatility?

Abstract
Globalization may impose a double-burden on low-skilled workers. On the one hand, the relative supply of low-skilled labor increases. This suppresses wages of low-skilled workers and/or increases their unemployment rates. On the other hand, low-skilled workers typically face more limited access to financial markets than high-skilled workers. This limits their ability to smooth shocks to income intertemporally and to share risks across borders. Using cross-country, industry-level data for the years 1970 - 2004, we document how the volatility of hours worked and of wages of workers at different skill levels has changed over time. We develop a stylized theoretical model that is consistent with the empirical evidence, and we test the predictions of the model. Our results show that greater financial globalization and development increases the volatility of employment, and this effect is strongest for low-skilled workers. A higher share of low-skilled employment has a dampening impact.

Abstract
Our study tries to find out whether wage dynamics between Euro member countries became more synchronized through the adoption of the common currency. We calculate bivarate correlation coefficients of wage and wage cost dynamics and run a model of endogenously induced changes of coefficients, which are explained by other variables being also endogenous: trade intensity, sectoral specialization, financial integration. We used a panel data structure to allow for cross-section weights for country-pair observations. We use instrumental variable regressions in order to disentangle exogenous from endogenous influences. We applied these techniques to real and nominal wage dynamics and to dynamics of unit labor costs. We found evidence for persistent asymmetries in nominal wage formation despite a single currency and monetary policy, responsible for diverging unit labor costs and for emerging trade imbalances among the EMU member countries.

Abstract
Die Regierung hat ein neues, 50 Mrd. Euro schweres, Konjunkturpaket beschlossen. Eine bedeutende Rolle in diesem Paket spielt die Umweltprämie für Altwagen. Für Autos, die älter als neun Jahre sind, soll eine Prämie von 2 500 Euro gezahlt werden, wenn die Halter sich im Jahr 2009 einen Neuwagen anschaffen und ihr altes Fahrzeug stilllegen. Damit soll der Absatz von Neuwagen angestoßen werden, der bereits seit Beginn des Jahres 2008 nur schleppend verläuft und zum Jahresende drastisch einbrach. Dieser Einbruch ist vor allem vor dem Hintergrund der im November beschlossenen Steuerbefreiung für Neuwagen bemerkenswert. Die Regierung hatte bereits im vergangenen Jahr vor dem Hintergrund zurückgehender Neuzulassungen entschieden, Automobile, die bis Mitte 2009 neu zugelassen werden, für maximal zwei Jahre von der Kfz-Steuer zu befreien.
