Flight to Safety: How Economic Downturns Affect Talent Flows to Startups

Abstract
Using proprietary data from AngelList Talent, we study how startup job seekers’ search and application behavior changed during the COVID-19 downturn. We find that workers shifted their searches and applications away from less-established startups and toward more-established ones, even within the same individual over time. At the firm level, this shift was not offset by an influx of new job seekers. Less-established startups experienced a relative decline in the quantity and quality of applications, ultimately affecting their hiring. Our findings uncover a flight-to-safety channel in the labor market that may amplify the procyclical nature of entrepreneurial activities.

A Congestion Theory of Unemployment Fluctuations

Abstract
We propose a theory of unemployment fluctuations in which newhires and incumbentworkers are imperfect substitutes. Hence, attempts to hire away the unemployed during recessions diminish the marginal product of new hires, discouraging job creation. This single feature achieves a ten-fold increase in the volatility of hiring in an otherwise standard search model, produces a realistic Beveridge curve despite countercyclical separations, and explains 30–40% of U.S. unemployment fluctuations. Additionally, it explains the excess procyclicality of new hires’ wages, the cyclical labor wedge, countercyclical earnings losses from job displacement, and the limited steady-state effects of unemployment insurance.

Abstract
Competition in the U.S. appears to have declined. One contributing factor may have been heterogeneity in the availability of credit during the financial crisis. I examine the impact of product market peer credit constraints on long-run competitive outcomes and behavior among non-financial firms. I use measures of lender exposure to the financial crisis to create a plausibly exogenous instrument for product market credit availability. I find that credit constraints of product market peers positively predict growth in sales, market share, profitability, and markups. This is consistent with the notion that firms gained at the expense of their credit constrained peers. The relationship is robust to accounting for other sources of inter-firm spillovers, namely credit access of technology network and supply chain peers. Further, I find evidence of strategic investment, i.e. the idea that firms increase investment in response to peer credit constraints to commit to deter entry mobility. This behavior may explain why temporary heterogeneity in the availability of credit appears to have resulted in a persistent redistribution of output across firms.

Committing to Grow: Employment Targets and Firm Dynamics

Abstract
We study the firm-level and aggregate effects of government-imposed employment targets. We develop a dynamic general equilibrium model with heterogeneous firms and endogenous productivity growth in which penalties for below-target hiring generate a polarization mechanism: low-productivity firms exit, while others expand employment beyond efficient levels, and firms invest in productivity to avoid future penalties. We test and confirm the model’s firm level predictions using unique contractual data on more than 18,000 employment commitments from the East German privatization, exploiting quasi-random variation in the assignment of privatizers to firms. Quantitatively, employment targets reduce unemployment in the short run, but these gains reverse over time as distorted labor allocations and weakened investment incentives slow aggregate productivity growth and reduce welfare. We also evaluate how alternative designs for employment-protection (e.g., the choice between mandates and subsidies, the structure of targets) impact misallocation and the resulting short- and long-run outcomes.

Die führenden Wirtschaftsforschungsinstitute haben ihre Prognose für den Anstieg der Wirtschaftsleistung im laufenden Jahr auf 0,3% angehoben. Im Herbst hatten sie noch mit einem Rückgang um 0,4% gerechnet. „Der konjunkturelle Rückschlag im Winterhalbjahr 2022/2023 dürfte glimpflicher ausgefallen sein als im Herbst befürchtet. Maßgeblich ist ein geringerer Kaufkraftentzug infolge deutlich rückläufiger Energiepreise“, sagt ifo-Konjunkturchef Timo Wollmershäuser zur Begründung. Dennoch wird die Inflationsrate nur langsam zurückgehen von 6,9% im vergangenen Jahr auf 6,0% in diesem Jahr.

Gemeinschaftsdiagnose Frühjahr 2022: Von der Pandemie zur Energiekrise – Wirtschaft und Politik im Dauerstress
Die deutsche Wirtschaft steuert durch schwieriges Fahrwasser und durchläuft die höchsten Inflationsraten seit Jahrzehnten. In ihrem Frühjahrsgutachten revidieren die führenden Wirtschaftsforschungsinstitute ihren Ausblick für dieses Jahr deutlich nach unten. Die Erholung von der Corona-Krise wird infolge des Kriegs in der Ukraine gedämpft, behält aber die Oberhand. Die Institute erwarten für 2022 und 2023 eine Zunahme des Bruttoinlandsprodukts um 2,7% bzw. 3,1%. Bei einer sofortigen Unterbrechung der russischen Gaslieferungen stünden hierzulande in beiden Jahren insgesamt 220 Mrd. Euro an Wirtschaftsleistung im Feuer.

The Impact of Active Aggregate Demand on Utilisation-adjusted TFP

Abstract
Non-clearing goods markets are an important driver of capacity utilisation and total factor productivity (TFP). The trade-off between goods prices and household search effort is central to goods market matching and therefore drives TFP over the business cycle. In this paper, I develop a New-Keynesian DSGE model with capital utilisation, worker effort, and expand it with goods market search-and-matching (SaM) to model non-clearing goods markets. I conduct a horse-race between the different capacity utilisation channels using Bayesian estimation and capacity utilisation survey data. Models that include goods market SaM improve the data fit, while the capital utilisation and worker effort channels are rendered less important compared to the literature. It follows that TFP fluctuations increase for demand and goods market mismatch shocks, while they decrease for technology shocks. This pattern increases as goods market frictions increase and as prices become stickier. The paper shows the importance of non-clearing goods markets in explaining the difference between technology and TFP over the business cycle.

Power Generation and Structural Change: Quantifying Economic Effects of the Coal Phase-out in Germany

Abstract
In the fight against global warming, the reduction of greenhouse gas emissions is a major objective. In particular, a decrease in electricity generation by coal could contribute to reducing CO2 emissions. We study potential economic consequences of a coal phase-out in Germany, using a multi-region dynamic general equilibrium model. Four regional phase-out scenarios before the end of 2040 are simulated. We find that the worst case phase-out scenario would lead to an increase in the aggregate unemployment rate by about 0.13 [0.09 minimum; 0.18 maximum] percentage points from 2020 to 2040. The effect on regional unemployment rates varies between 0.18 [0.13; 0.22] and 1.07 [1.00; 1.13] percentage points in the lignite regions. A faster coal phase-out can lead to a faster recovery. The coal phase-out leads to migration from German lignite regions to German non-lignite regions and reduces the labour force in the lignite regions by 10,100 [6300; 12,300] people by 2040. A coal phase-out until 2035 is not worse in terms of welfare, consumption and employment compared to a coal-exit until 2040.
