Compensation Regulation in Banking: Executive Director Behavior and Bank Performance after the EU Bonus Cap

Abstract
The regulation that caps executives’ variable compensation, as part of the Capital Requirements Directive IV of 2013, likely affected executive turnover, compensation design, and risk-taking in EU banking. The current study identifies significantly higher average turnover rates but also finds that they are driven by CEOs at poorly performing banks. Banks indemnified their executives by off-setting the bonus cap with higher fixed compensation. Although our evidence is only suggestive, we do not find any reduction in risk-taking at the bank level, one purported aim of the regulation.

Abstract
Studies document persistent unexplained gender-based wage gap in labor markets. At the executive level, where skill and education are similar, career interruptions and differences in risk preferences primarily explain the extant gender-based pay gap. This study focuses on CFO compensation contracts of Execucomp firms (1992–2020) and finds no gender-based pay gap. This paper offers several explanations for this phenomenon, such as novel evidence on the risk preferences of females with financial expertise and changes in the social and regulatory climate.

Discrimination in Universal Social Programs? A Nationwide Field Experiment on Access to Child Care

Abstract
Although explicit discrimination in access to social programs is typically prohibited, more subtle forms of discrimination prior to the formal application process may still exist. Unveiling this phenomenon, we provide the first causal evidence of discrimination against migrants seeking child care. We send emails from fictitious parents to > 18, 000 early child care centers across Germany, inquiring about slot availability and application procedures. Randomly varying names to signal migration background, we find that migrants receive 4.4 percentage points fewer responses. Replies to migrants contain fewer slot offers, provide less helpful content, and are less encouraging. Exploring mechanisms using three additional treatments, we show that discrimination is stronger against migrant boys. This finding suggests that anticipated higher effort required for migrants partly drives discrimination, which is also supported by additional survey and administrative data. Our results highlight that difficult-to-detect discrimination in the pre-application phase could hinder migrants’ access to universal social programs.

IWH-Tarif-Check: Kräftige reale Netto-Tariflohnzuwächse für Beschäftigte im öffentlichen Dienst von Bund und Kommunen im Jahr 2023
Die Tarifvertragsparteien des öffentlichen Dienstes von Bund und Kommunen haben sich am vergangenen Wochenende auf einen neuen Tariflohnabschluss mit einer Laufzeit von 24 Monaten geeinigt: Im Juni 2023 erfolgt die Zahlung einer steuer- und sozialversicherungsfreien Inflationsausgleichsprämie in Höhe von 1.240 Euro. Von Juli 2023 bis Februar 2024 gibt es dann nochmals für alle Entgeltgruppen weitere monatliche Zahlungen über 220 Euro im Rahmen der Inflationsausgleichsprämie. Im März 2024 fällt die temporäre Sonderzahlung wieder weg, und ein Sockelbetrag über 200 Euro erhöht die Tarifentgelte. Zusätzlich gibt es dann eine reguläre Gehaltserhöhung über 5,5%. Die Gesamtlohnsteigerung soll mindestens 340 Euro monatlich betragen.
