Discrimination in Universal Social Programs? A Nationwide Field Experiment on Access to Child Care

Abstract
Although explicit discrimination in access to social programs is typically prohibited, more subtle forms of discrimination prior to the formal application process may still exist. Unveiling this phenomenon, we provide the first causal evidence of discrimination against migrants seeking child care. We send emails from fictitious parents to > 18, 000 early child care centers across Germany, inquiring about slot availability and application procedures. Randomly varying names to signal migration background, we find that migrants receive 4.4 percentage points fewer responses. Replies to migrants contain fewer slot offers, provide less helpful content, and are less encouraging. Exploring mechanisms using three additional treatments, we show that discrimination is stronger against migrant boys. This finding suggests that anticipated higher effort required for migrants partly drives discrimination, which is also supported by additional survey and administrative data. Our results highlight that difficult-to-detect discrimination in the pre-application phase could hinder migrants’ access to universal social programs.

Skill Mismatch and the Costs of Job Displacement

Abstract
Establishment closures have lasting negative consequences for the workers they displace from their jobs. We study how these consequences vary with the amount of skill mismatch that workers experience after job displacement. Developing new measures of occupational skill redundancy and skill shortage, we analyze the work histories of individuals in Germany between 1975 and 2010. We estimate differencein- differences models, using a sample of displaced workers who are matched to statistically similar non-displaced workers. We find that displacements increase the probability of occupational change eleven-fold. Moreover, the magnitude of postdisplacement earnings losses strongly depends on the type of skill mismatch that workers experience in such job switches. Whereas skill shortages are associated with relatively quick returns to the counterfactual earnings trajectories that displaced workers would have experienced absent displacement, skill redundancy sets displaced workers on paths with permanently lower earnings. We show that these differences can be attributed to differences in mismatch after displacement, and not to intrinsic differences between workers making different post-displacement career choices.

Robots and Female Employment in German Manufacturing

Abstract
We analyze the impact of robot adoption on female employment. Our analysis is based on novel micro data on robot use by German manufacturing establishments linked with social security records. An event study analysis for robot adoption shows increased churning among female workers. Whereas hiring rises significantly at robot adoption, separations increase with a smaller magnitude one year later. Overall, employment effects are modestly positive and strongest for medium-qualified women. We find no adverse employment effects for female workers in any of our broad qualification groups.

Abstract
We study the productivity effect of the German national minimum wage by applying administrative firm data. At the firm level, we confirm positive effects on wages and negative employment effects and document higher productivity even net of output price increases. We find higher wages but no employment effects at the level of aggregate industry × region cells. The minimum wage increased aggregate productivity in manufacturing. We do not find that employment reallocation across firms contributed to these aggregate productivity gains, nor do we find improvements in allocative efficiency. Instead, the productivity gains from the minimum wage result from within-firm productivity improvements only.

Robot Hubs: The Skewed Distribution of Robots in US Manufacturing

Abstract
We use establishment-level data from the US Census Bureau's Annual Survey of Manufactures to study the characteristics and geographic locations of investments in robots. We find that the distribution of robots is highly skewed across locations. Some locations, which we call Robot Hubs, have far more robots than one would expect even after accounting for industry and manufacturing employment. We characterize these Robot Hubs along several industry, demographic, and institutional dimensions. The presences of robot integrators, which specialize in helping manufacturers install robots, and of higher levels of union membership are positively correlated with being a Robot Hub.

Abstract
We study the productivity effect of the German national minimum wage combining administrative firm datasets. We analyze firm- and market-level effects, considering output price changes, factor substitution, firm entry and exit, labor reallocation, and short- versus long-run effects. We document higher firm productivity even net of output price increases. Productivity gains are persistent in manufacturing and service sectors. The minimum wage also increased manufacturing productivity at the aggregate level. Neither firm entry and exit nor other forms of employment reallocation between firms contributed to these gains. Instead, aggregate productivity gains from the minimum wage solely stem from within-firm productivity improvements.

Abstract
Die Gaspreise haben sich in Deutschland infolge des Lieferstopps russischen Erdgases deutlich erhöht, mit möglichen Folgen für die Wettbewerbsfähigkeit der deutschen Industrie. Wir berechnen den Gasverbrauch auf Produktebene für die Zeit vor der Energiekrise mit Hilfe der Mikrodaten der amtlichen Statistik, um zielgenau abschätzen zu können, bei welchen Produkten eine Drosselung der Produktion zur maximalen Gaseinsparung bei minimalen wirtschaftlichen Verlusten führen würde. Die Verwendung von Mikrodaten zeigt, dass die Folgen für Umsatz und Wertschöpfung in der Industrie bei Weitem nicht so negativ ausfallen werden wie von vielen befürchtet.

Abstract
We analyse the impact of robot adoption on employment composition using novel micro data on robot use in German manufacturing plants linked with social security records and data on job tasks. Our task-based model predicts more favourable employment effects for the least routine-task intensive occupations and for young workers, with the latter being better at adapting to change. An event-study analysis of robot adoption confirms both predictions. We do not find adverse employment effects for any occupational or age group, but churning among low-skilled workers rises sharply. We conclude that the displacement effect of robots is occupation biased but age neutral, whereas the reinstatement effect is age biased and benefits young workers most.

Abstract
In this paper, I study technological change as a candidate for the observed increase in consumption inequality in the United States. I build an incomplete market model with educational choice combined with a task-based model on the production side. I consider two channels through which technology affects inequality: the skill that an agent can supply in the labor market and the level of capital she owns. In a quantitative analysis, I show that (i) the model replicates the increase in consumption inequality between 1981 and 2008 in the US (ii) educational choice and the return to wealth are quantitatively important in explaining the increase in consumption inequality.

Abstract
Die Lohnquote, definiert als die Summe der Arbeitnehmerentgelte geteilt durch die Gesamtproduktion einer Volkswirtschaft, ist in den letzten 40 Jahren in vielen Ländern gefallen. Das Fallen der Lohnquote besitzt potenziell weitreichende Implikationen für das Ausmaß an Ungleichheit und für den Wohlstand von Arbeitnehmerinnen und Arbeitnehmern. Daneben kann eine fallende Lohnquote auch ein Anzeichen für einen Anstieg der Firmenmarktmacht sein. Anhand von Mikrodaten zum deutschen Verarbeitenden Gewerbe untersucht dieser Artikel, welche Rolle technologischer Wandel und steigende Firmenmarktmacht als Ursachen für das Fallen der Lohnquote spielen. Es zeigt sich, dass technologischer Wandel und ein Anstieg der Firmenmarktmacht, insbesondere auf Arbeitsmärkten, jeweils die Hälfte der fallenden Lohnquote im deutschen Verarbeitenden Gewerbe erklären. Daher können politische Maßnahmen, die Firmenmarktmacht reduzieren, nicht nur eine effizienzsteigernde Wirkung entfalten, sondern, als ein Nebeneffekt, auch den Anteil der Löhne an der Gesamtproduktion erhöhen.
