IWH-Insolvenztrend: Leichter Rückgang bei Firmenpleiten im November
Die Zahl der Insolvenzen von Personen- und Kapitalgesellschaften ging im November leicht zurück, lag aber erneut über dem Niveau vor der Corona-Pandemie. Für die kommenden Monate rechnet das Leibniz-Institut für Wirtschaftsforschung Halle (IWH) wieder mit steigenden Insolvenzzahlen.

Die Zahl der Insolvenzen von Personen- und Kapitalgesellschaften stieg im Oktober leicht an und lag erneut deutlich über dem Niveau vor der Corona-Pandemie. Für die kommenden Monate rechnet das Leibniz-Institut für Wirtschaftsforschung Halle (IWH) wieder mit erheblich steigenden Insolvenzzahlen.

Die Zahl der Insolvenzen von Personen- und Kapitalgesellschaften lag im September erneut über dem Niveau vor der Corona-Pandemie. Die Zahl der betroffenen Beschäftigten war deutlich höher. Für das vierte Quartal rechnet das Leibniz-Institut für Wirtschaftsforschung Halle (IWH) mit einem spürbaren Anstieg von Insolvenzen.

Declining Job Reallocation in Europe: The Role of Shocks, Market Power, and Technology

Abstract
We study changes in job reallocation in Europe after 2000 using novel microaggregated data that we collected for 19 European countries. In all countries, we document broad-based declines in job reallocation rates that concern most economic sectors and size classes. These declines are mainly driven by dynamics within sectors, size, and age classes rather than by compositional changes. Simultaneously, employment shares of young firms decline. Consistent with US evidence, firms’ employment has become less responsive to productivity shocks. However, the dispersion of firms’ productivity shocks has decreased too. To enhance our understanding of these patterns, we derive and apply a firm-level framework that relates changes in firms’ market power, labor market imperfections, and production technology to firms’ responsiveness and job reallocation. Using German firm-level data, we find that changes in markups and labor output elasticities, rather than adjustment costs, are key in rationalizing declining responsiveness.

Konjunktur aktuell: Deutschland weiter im Abschwung
Hohe Inflation, gestiegene Zinsen, eine schwache Auslandsnachfrage und Verunsicherung unter privaten Haushalten und Unternehmen belasten gegenwärtig die deutsche Wirtschaft. Nach der Herbstprognose des Leibniz-Instituts für Wirtschaftsforschung Halle (IWH) dürfte das Bruttoinlandsprodukt (BIP) im Jahr 2023 um 0,5% zurückgehen, für das kommende Jahr wird ein Zuwachs von 0,9% prognostiziert.

Committing to Grow: Employment Targets and Firm Dynamics

Abstract
We study the firm-level and aggregate effects of government-imposed employment targets. We develop a dynamic general equilibrium model with heterogeneous firms and endogenous productivity growth in which penalties for below-target hiring generate a polarization mechanism: low-productivity firms exit, while others expand employment beyond efficient levels, and firms invest in productivity to avoid future penalties. We test and confirm the model’s firm level predictions using unique contractual data on more than 18,000 employment commitments from the East German privatization, exploiting quasi-random variation in the assignment of privatizers to firms. Quantitatively, employment targets reduce unemployment in the short run, but these gains reverse over time as distorted labor allocations and weakened investment incentives slow aggregate productivity growth and reduce welfare. We also evaluate how alternative designs for employment-protection (e.g., the choice between mandates and subsidies, the structure of targets) impact misallocation and the resulting short- and long-run outcomes.
