The Price of Beauty: Biodiversity Effects on Residential Housing Markets

Abstract
We study how and why local biodiversity affects residential property values. Leveraging remotely sensed greenness indicators and a novel dataset of granular property listings, we examine how changes in vegetation load on real estate prices. Hikes in greenness are associated with higher listing prices, fewer properties listed, and reduced liquidity in housing markets. These results suggest that price hikes in housing markets are driven by supply-side constraints instead of a “greenium” that buyers might be willing to pay due to innate preferences. Exogenous zoning shocks to foster biodiversity corroborate the presence of supply side constraints as price drivers in residential housing markets. Our findings emphasize the need to calibrate biodiversity and (social) housing policy objectives more explicitly.

Abstract
This study provides new evidence on the impact of the EU Cohesion Policy on income growth in less developed regions. Our panel includes data from all European regions for the years 1989-2020. Using a fuzzy Regression Discontinuity Design, we model treatment dynamics by applying a random effects estimator. Based on digitized historical data, we precisely replicate the policy rule and correctly classify the regions’ eligibility status. Results show that the policy has a moderate positive effect on GDP per capita growth in the targeted regions.

Abstract
This paper documents substantial fiscal waste in the context of one the world’s largest regional development programs – the EU Cohesion Policy. We study Italy, and find that 20% of funding commitments are never paid out and funneled into unfinished or never-started projects. In our setting, this happens for reasons unrelated to fiscal constraints – municipalities appear to simply leave money on the table. Foregone spending is more prevalent in Southern regions, but there is also stark variation across municipalities within regions. We show that such under-utilization of available funds is strongly associated with limited administrative capacity of local governments.

Are Rural Firms Left Behind? Firm Location and Perceived Job Attractiveness of High-skilled Workers

Abstract
We conduct a discrete choice experiment to investigate how the location of a firm in a rural or urban region affects the perceived job attractiveness for university students and graduates and, therewith, contributes to the rural–urban divide. We characterize the attractiveness of a location based on several dimensions (social life, public infrastructure and connectivity) and vary job design and contractual characteristics of the job. We find that job offers from companies in rural areas are generally considered less attractive, regardless of the attractiveness of the region. The negative perception is particularly pronounced among persons of urban origin and singles. In contrast, for individuals with partners and kids this preference is less pronounced. High-skilled individuals who originate from rural areas have no specific regional preference at all.

Abstract
Die Verfügbarkeit von qualifizierten Arbeitskräften ist eine zentrale Voraussetzung für den Erfolg eines Unternehmens. Eine städtische Lohnprämie zieht Beschäftigte an und verstärkt den Urbanisierungstrend. In unserer Studie untersuchen wir, ob nicht nur die Lohnprämie, sondern auch der Unternehmensstandort selbst die Attraktivität eines Arbeitsplatzes beeinflusst. Mittels eines experimentellen Untersuchungsdesigns zeigen wir, dass hochqualifizierte Arbeitnehmer unabhängig vom gezahlten Lohn eine Präferenz für städtische Standorte haben, selbst wenn ländliche Standorte attraktive regionale Eigenschaften aufweisen. Der beobachtete Effekt ist allerdings getrieben von Personen, die in städtischen Gebieten aufgewachsen sind. Personen, die in ländlichen Gebieten aufgewachsen sind, zeigen dagegen keine regionalen Präferenzen, weder für noch gegen städtische Gebiete.

Abstract
This paper examines the impact of house price gaps in Federal Reserve districts on the voting behavior in the Federal Open Market Committee (FOMC) from 1978 to 2010. Applying a random effects ordered probit model, we find that a higher regional house price gap significantly increases (decreases) the probability that this district's representative in the FOMC casts interest rate votes in favor of tighter (easier) monetary policy. In addition, our results suggest that Bank presidents react more sensitively to regional house price developments than Board members do.

Abstract
In den letzten Jahren wird die Kreativwirtschaft zunehmend als wichtiger Motor für die Entwicklung von Städten angesehen. Gerade in der Medienwirtschaft wird eine Zukunftsbranche für solche Städte gesehen, in denen traditionelle Branchen an Bedeutung verloren haben. So setzt auch die Stadt Halle seit einiger Zeit auf die Entwicklung der Medienwirtschaft. Es wird gezeigt, dass sich die Medienwirtschaft in der Stadt Halle in verschiedenen Teilbereichen gut entwickelt hat – obgleich die vorhandenen Standortfaktoren eigentlich nur bedingt für eine Ansiedlung von Medienfirmen in Halle sprechen und deshalb die Potentiale für die weitere Entwicklung begrenzt sein dürften.
