On the Returns to Invention within Firms: Evidence from Finland

Abstract
In this paper we merge individual income data, firm-level data, patenting data, and IQ data in Finland over the period 1988–2012 to analyze the returns to invention for inventors and their coworkers or stakeholders within the same firm. We find that: (i) inventors collect only 8 percent of the total private return from invention; (ii) entrepreneurs get over 44 percent of the total gains; (iii) bluecollar workers get about 26 percent of the gains and the rest goes to white-collar workers. Moreover, entrepreneurs start with significant negative returns prior to the patent application, but their returns subsequently become highly positive.

The Impacts of Intellectual Property Rights Protection on Cross-Border M&As

Abstract
We investigate the impacts of improved intellectual property rights (IPR) protection on cross-border Mergers and Acquisitions performance. Using multiple measures of IPR protection and based on generalized difference-in-differences estimates, we find that countries with better IPR protection attract significantly more hi-tech cross-border Mergers and Acquisitions activity, particularly in developing economies. Moreover, acquirers pay higher premiums for companies in countries with better IPR protection, and there is a significantly higher acquirer announcement effect associated with these hi-tech transactions.

Abstract
Unternehmensgründungen durch Wissenschaftler werden als wichtiger Kanal zur Kommerzialisierung von Wissen und Technologien aus öffentlichen Forschungseinrichtungen und daher als Motor der wirtschaftlichen Entwicklung angesehen. Jedoch fehlen Wissenschaftlern oft wichtige unternehmerische Fähigkeiten und Kapital, sodass sie auf Unterstützung angewiesen sind. Am Beispiel der Max-Planck-Gesellschaft in Deutschland wird hier untersucht, inwiefern Unterstützung durch die öffentliche Forschungseinrichtung für angehende Gründer in der Frühphase den Gründungs- und Kommerzialisierungsprozess beschleunigen kann. Die Max-Planck-Gesellschaft ist eine der weltweit führenden Einrichtungen im Bereich der Grundlagenforschung und verfügt zudem mit Max-Planck-Innovation über eine Transfereinheit, die dezidiert und erfolgreich die Kommerzialisierung von Forschungsergebnissen aus der Gesellschaft vorantreibt. Die Ergebnisse der Untersuchung zeigen, dass die Unterstützung durch öffentliche Forschungseinrichtungen die frühe Erstellung eines tragfähigen Business-Plans und die frühe Akquise externen Kapitals fördert, sodass unterstützte Start-ups früher am Markt sind und Umsätze realisieren.

The Drivers of Revenue Productivity: a New Decomposition Analysis with Firm-level Data

Abstract
This paper aims to derive a methodology to decompose aggregate revenue TFP changes over time into four different components – namely physical TFP, mark-ups, quality and production scale. The new methodology is applied to a panel of EU countries and manufacturing industries over the period 2006-2012. In summary, patterns of measured revenue productivity have been broadly similar across EU countries, most notably when we group them into stressed (Italy, Spain and Slovenia) and non-stressed countries (Belgium, Finland, France and Germany). In particular, measured revenue productivity drops for both groups by about 6 percent during the recent crisis. More specifically, for both stressed and non-stressed countries the drop in revenue productivity was accompanied by a substantial dip in the proxy we use for TFP in quantity terms, as well as by a strong reduction in mark-ups.

Abstract
We empirically analyze whether support by the parent organization in the early (nascent and seed) stage speeds up the process of commercialization and helps spin-offs from public research organizations generate first revenues sooner. To identify the impact of support by the parent organization, we apply multivariate regression techniques as well as an instrumental variable approach. Our results show that support in the early stage by the parent organization can speed up commercialization. Moreover, we identify two distinct channels—the help in developing a business plan and in acquiring external capital—through which support by the parent organization can enable spin-offs to generate first revenues sooner.

Die Bedeutung der lokalisierten verbundenen Vielfalt für die internationale Diversifizierung von Unternehmenstechnik.
Die Internationalisierung der Forschung und Entwicklung hat sich in den letzten Jahren erheblich verstärkt. In diesem Beitrag analysieren wir die Determinanten der räumlichen Verteilung von ausländischen Technikaktivitäten in 96 deutschen Regionen. Zur Identifizierung ausländischer Technikaktivitäten wird das Konzept des grenzübergreifenden Eigentums auf Patentanträge angewandt. Die wichtigste Prämisse lautet, dass Regionen mit einer höheren verbundenen Vielfalt von Technikaktivitäten zwischen den einzelnen Sektoren mehr ausländische Technikaktivitäten anziehen. Aus den Schätzungen geht hervor, dass dies auf Regionen zutrifft, die sich durch ein hohes Maß an genereller technischer Stärke auszeichnen. Dies lässt darauf schließen, dass verbundene Vielfalt die technische Diversifizierung von ausländischen Unternehmen in Regionen an der Spitze der geografischen Hierarchie begünstigt.

Der Mindestlohn steigt deutlich stärker als Preise und Produktivität
Die Mindestlohnkommission hat am heutigen Tag beschlossen, dass der flächendeckende gesetzliche Mindestlohn in Deutschland zum 01.01.2017 um 4% auf 8,84 Euro steigen soll. Dieser Anstieg liegt deutlich über dem Anstieg der Lebenshaltungskosten und dem Produktivitätsfortschritt. Daher verschlechtert sich die Profitabilität betroffener Unternehmen noch einmal spürbar.

Abstract
Governments purchase everything from airplanes to zucchini. This paper investigates the role of the technological content of government procurement in innovation. In a theoretical model, we first show that a shift in the composition of public purchases toward high-tech products translates into higher economy-wide returns to innovation, leading to an increase in the aggregate level of private R&D. Using unique data on federal procurement in US states and performing panel fixed-effects estimations, we find support for the model's prediction of a positive R&D effect of the technological content of government procurement. Instrumental-variable estimations suggest a causal interpretation of our findings.

On the Trail of Core–periphery Patterns in Innovation Networks: Measurements and New Empirical Findings from the German Laser Industry

Abstract
It has been frequently argued that a firm’s location in the core of an industry’s innovation network improves its ability to access information and absorb technological knowledge. The literature has still widely neglected the role of peripheral network positions for innovation processes. In addition to this, little is known about the determinants affecting a peripheral actors’ ability to reach the core. To shed some light on these issues, we have employed a unique longitudinal dataset encompassing the entire population of German laser source manufacturers (LSMs) and laser-related public research organizations (PROs) over a period of more than two decades. The aim of our paper is threefold. First, we analyze the emergence of core–periphery (CP) patterns in the German laser industry. Then, we explore the paths on which LSMs and PROs move from isolated positions toward the core. Finally, we employ non-parametric event history techniques to analyze the extent to which organizational and geographical determinates affect the propensity and timing of network core entries. Our results indicate the emergence and solidification of CP patterns at the overall network level. We also found that the paths on which organizations traverse through the network are characterized by high levels of heterogeneity and volatility. The transition from peripheral to core positions is impacted by organizational characteristics, while an organization’s geographical location does not play a significant role.
