Abstract
Es wird dargestellt, welche Höhe die Transferleistungen für die neuen Länder in Jahren 1991 bis 1996 erreicht haben und wie die Aussagekraft von Transferstatistiken zu beurteilen ist. Kernthese ist, dass nur ein kleiner Teil der Transfers politisch beeinflussbar ist, weil sie zumeist auf gesamtdeutsch fixierten rechtlichen Grundlagen beruhen.
