Investment in East German manufacturing sector dominated by large-scale enterprises - An empirical IAB Company Panel analysis -

Based on the IAB Company Panel, the significance of the different scales of enterprises for the investment intensity in the East German industry was tested. There is a positive correlation. For example the intensity of investment in large-scale enterprises is double what it is in small-scale enterprises.

Seit Anfang 1999 veröffentlicht das IWH im vierteljährlichen Abstand einen Frühindikator der Konjunkturentwicklung des Euroraums. Der Indikator, der neben den Auftragseingängen sowie Unternehmer- und Verbraucherumfragen auch die Zinsstruktur berücksichtigt, läuft der tatsächlichen Entwicklung (gegenwärtig approximiert mit Hilfe des Index der Industrieproduktion) um ungefähr ein Quartal voraus und ermöglicht eine Trendprognose der wirtschaftlichen Aktivität.

Industry sketch: East German non-metallic minerals industry

Abstract

Die ostdeutsche Steine und Erden-Industrie ist maßgeblich durch die Entwicklung der Baunachfrage in den neuen Ländern beeinflusst worden. Insbesondere der Bauboom, der bis 1995 anhielt, hat eine hohe Wachstumsdynamik erzeugt. Dadurch fiel auch der Personalabbau im Vergleich zu den meisten anderen Industriezweigen in den neuen Ländern wesentlich moderater aus.

Efficiency of qualification and job creating measures in East Germany

Abstract

This paper evaluates job creation schemes and further training in East Germany for the period 1990-1998. We identify the causal effect of the treatment-on-the-treated by a two-step procedure: First, we apply the matching technique based on estimated propensity scores. Secondly, we use the Difference-in-Differences estimator. Hereby, we take especially consideration on Ashenfelter s Dip, which characterize a significant decrease in the participants employment shortly before the start of a program. This can be assumed to be related to the anticipation of the participation.

Capital equipment of East German work stations: Do not overstate gaps

Abstract

New jobs depend heavily on productive investment. As nearly 800 bio DM were invested in the East German enterprise sector since 1990, most existing jobs can be regarded potentially competitive now. However, capital intensity is still much lower than in West Germany and reaches a level of only 75 per cent. In manufacturing, however, capital intensity is only slightly lower than in the old Laender. There are mainly two reasons for the low capital intensity in the aggregate: The dominance of small firms producing regularly with a small capital stock per employee, and lower wages in East Germany compared with West Germany: Although capital prices are distorted by high subsidies, factor price relations favour labor to capital. This leads to the conclusion that low capital intensity reflects an optimum; convergence is therefore not necessarily to occur.

Der Stimmungsaufschwung hat sich lt. IWH-Umfrage unter rund 300 Unternehmen im Mai 2000 fortgesetzt. Die anhaltend gute Beurteilung der Geschäftslage ist nicht zuletzt Ausdruck für das Übergreifen des konjunkturellen Aufschwungs auf die Industrieunternehmen Ostdeutschlands. Die optimistische Beurteilung der Geschäftsaussichten wird durch steigende Auftragseingänge gestützt.
