Is this really the ‘most dangerous man in Germany’?IWHThe Spectator, August 23, 2026
This paper analyses whether Christian moralities and rules formed differently by Catholics and Protestants impact the likelihood of households to become overindebted. We find that over-indebtedness is lower in regions in which Catholics outweigh Protestants, indicating that Catholics‘ forgiveness culture and a stricter enforcement of rules by Protestants serve as explanations for our results. Our results provide evidence that religion affects the financial situations of individuals and show that even 500 years after the split between Catholics and Protestants, the differences in the mind-sets of both denominations play an important role for situations of severe financial conditions.
In this paper, we analyze the effects of the stimulus packages adopted by the German government during the Great Recession. We employ a standard medium-scale dynamic stochastic general equilibrium (DSGE) model extended by non-optimizing households and a detailed fiscal sector. In particular, the dynamics of spending and revenue variables are modeled as feedback rules with respect to the cyclical components of output, hours worked and private investment. Based on the estimated rules, fiscal shocks are identified. According to the results, fiscal policy, in particular public consumption, investment, and transfers prevented a sharper and prolonged decline of German output at the beginning of the Great Recession, suggesting a timely response of fiscal policy. The overall effects, however, are small when compared to other domestic and international shocks that contributed to the economic downturn. Our overall findings are not sensitive to considering fiscal foresight.

Economic growth is the core topic for both economic researchers and economic policy makers. Thereby two questions are regarded as central: What are the factors that establish high growth? And how can sustainable growth, i.e. the avoidance of severe fluctuations, be achieved? Indeed, basically all areas of economics, from finance to labor economics, from development economics to industrial organization, from competition economics to environmental economics aim to achieve knowledge that directly (or indirectly) helps to understand and create growth that is both sufficient and sustainable.
Im Sommer 2017 befindet sich die Weltwirtschaft im Aufschwung. Das deutsche Bruttoinlandsprodukt dürfte nach vorliegender Prognose im Jahr 2017 wie schon im Vorjahr mit 1,9% und im Jahr 2018 mit 2,0% expandieren. Die öffentlichen Haushalte erzielen dabei weiter zunehmende Überschüsse. Der Zuwachs der Produktion in Ostdeutschland dürfte im Prognosezeitraum (wie schon in den vergangenen drei Jahren) etwas über dem in Westdeutschland liegen.
Im Frühsommer 2017 ist die konjunkturelle Dynamik in der Welt recht kräftig. Wichtige Rahmenbedingungen für die Weltwirtschaft dürften günstig bleiben: Die Zinsen werden weiterhin fast überall niedrig sein, und das im Allgemeinen ruhige Preisklima deutet darauf hin, dass von der Angebotsseite insgesamt bislang kaum Spannungen ausgehen.
Die deutsche Wirtschaft befindet sich bereits seit Frühjahr 2013 in einem langgezogenen Aufschwung; sie wird im Sommerhalbjahr wohl weiter deutlich expandieren. Die Binnennachfrage und wegen der günstigen Arbeitsmarktlage insbesondere der private Konsum dürften kräftig bleiben. Die privaten Haushalte werden bei anhaltend günstigen Finanzierungsbedingungen auch ihre Bauaktivitäten weiter ausweiten, ebenso die Gebietskörperschaften, zumal die Steuereinnahmen hoch sind. Die Zuwachsrate des Bruttoinlandsprodukts ist allerdings wegen der geringeren Zahl an Arbeitstagen in diesem Jahr mit 1,6% niedriger als im Jahr 2016. Im kommenden Jahr dürfte der Zuwachs 1,8% betragen. Mit jeweils 1,7% in diesem und im nächsten Jahr fällt der Anstieg der Verbraucherpreise moderat aus, aber deutlich stärker als in den drei Jahren zuvor. Die Arbeitslosigkeit nimmt zunächst weiter ab. Die öffentlichen Haushalte erzielen weiterhin deutliche Überschüsse, auch in konjunkturbereinigter Rechnung. Die ostdeutsche Wirtschaft dürfte im Jahr 2017 wie bereits im Jahr zuvor um zwei Zehntel Prozentpunkte stärker zulegen als in Deutschland insgesamt.
Risiken für die deutsche Wirtschaft resultieren vor allem aus den globalen wirtschaftspolitischen Rahmenbedingungen.
Die deutsche Wirtschaft ist in recht guter Verfassung. So hält der Beschäftigungsaufbau an, und der private Konsum legt aufgrund steigender Realeinkommen robust zu. Die Ausrüstungsinvestitionen werden allerdings weiterhin nur verhalten ausgeweitet. Insgesamt expandiert die Nachfrage in etwa so schnell wie das Produktionspotenzial, und die Auslastung ist normal. Im Jahr 2017 dürfte die Zuwachsrate des Bruttoinlandsprodukts mit 1,3% nicht aufgrund einer schwächeren Konjunktur, sondern vor allem wegen einer geringeren Anzahl an Arbeitstagen niedriger als im Vorjahr ausfallen.
Seit Ausbruch der europäischen Schulden- und Vertrauenskrise stellten sich der Wirtschaftspolitik in Deutschland vermeintlich ganz andere Aufgaben als auf europäischer Ebene. Es herrschte der Eindruck vor, dass Deutschland im Vergleich zu den Krisenländern strukturell gut aufgestellt sei. Der Rückgang der konjunkturellen Dynamik in Deutschland lenkt nunmehr die Aufmerksamkeit auch wieder verstärkt auf wirtschaftspolitische Herausforderungen im Inland.
Monetary policy rule parameters estimated with conventional estimation techniques can be severely biased if the estimation sample includes periods of low interest rates. Nominal interest rates cannot be negative, so that censored regression methods like Tobit estimation have to be used to achieve unbiased estimates. We use IV-Tobit regression to estimate monetary policy responses for Japan, the US and the Euro area. The estimation results show that the bias of conventional estimation methods is sizeable for the inflation response parameter, while it is very small for the output gap response and the interest rate smoothing parameter. We demonstrate how IV-Tobit estimation can be used to study how policy responses change when the zero lower bound is approached. Further, we show how one can use the IV-Tobit approach to distinguish between desired policy responses, that the central bank would implement if there was no zero lower bound, and the actual ones and provide estimates of both.
