This study estimates the firm-level employment effects of investment grants in Germany. In addition to the average treatment effect on the treated, we examine discrimination in the funding rules as a potential source of effect heterogeneity. We combine a staggered difference-in-differences approach with a matching procedure at the cohort level. The findings reveal a positive effect of investment grants on employment development. The subsample analyses yield strong evidence for heterogeneous effects based on firm characteristics and the economic environment. They highlight the responsibility of the local funding authorities to clarify ex ante which goals of a funding programme are most important in their regions.
The German government provides discretionary investment grants to structurally weak regions in order to reduce regional inequality. We use a regression discontinuity design that exploits an exogenous discrete jump in the probability of regional actors to receive investment grants to identify the causal effects of the policy. We find positive effects of the programme on district-level gross value-added and productivity growth, but no effects on employment and gross wage growth.
Public innovation subsidies in a regional environment are expected to unfold a positive economic impact over time. The focus of this paper is on an assessment of the long-run impact of innovation and innovation subsidies in German regions. This is scrutinized by an estimation approach combining panel model and time-series characteristics and using regional data for the years 1980–2014. The results show that innovation and innovation subsidies in the long run have a positive impact on the economic development of regions in Germany. This supports a long-term strategy for regional and innovation policy.
This paper assesses firm-level effects of the single largest investment subsidy programme in Germany. The analysis considers grants allocated to firms in East German regions over the period 2007 to 2013 under the regional policy scheme Joint Task ‘Improving Regional Economic Structures’ (GRW). We apply a coarsened exact matching (CEM) in combination with a fixed effects difference-in-differences (FEDiD) estimator to identify the effects of programme participation on the treated firms. For the assessment, we use administrative data from the Federal Statistical Office and the Offices of the Länder to demonstrate that this administrative database offers a huge potential for evidence-based policy advice. The results suggest that investment subsidies have a positive impact on different dimensions of firm development, but do not affect overall firm competitiveness. We find positive short- and medium-run effects on firm employment. The effects on firm turnover remain significant and positive only in the medium-run. Gross fixed capital formation responses positively to GRW funding only during the mean implementation period of the projects but becomes insignificant afterwards. Finally, the effect of GRW-funding on labour productivity remains insignificant throughout the whole period of analysis.
Die Bedeutung der lokalisierten verbundenen Vielfalt für die internationale Diversifizierung von Unternehmenstechnik.
Die Internationalisierung der Forschung und Entwicklung hat sich in den letzten Jahren erheblich verstärkt. In diesem Beitrag analysieren wir die Determinanten der räumlichen Verteilung von ausländischen Technikaktivitäten in 96 deutschen Regionen. Zur Identifizierung ausländischer Technikaktivitäten wird das Konzept des grenzübergreifenden Eigentums auf Patentanträge angewandt. Die wichtigste Prämisse lautet, dass Regionen mit einer höheren verbundenen Vielfalt von Technikaktivitäten zwischen den einzelnen Sektoren mehr ausländische Technikaktivitäten anziehen. Aus den Schätzungen geht hervor, dass dies auf Regionen zutrifft, die sich durch ein hohes Maß an genereller technischer Stärke auszeichnen. Dies lässt darauf schließen, dass verbundene Vielfalt die technische Diversifizierung von ausländischen Unternehmen in Regionen an der Spitze der geografischen Hierarchie begünstigt.
Most research on R&D internationalisation focuses on comparative analysis of location factors at the national level of analysis. Very little work, however, has taken place in this field for the sub-national regional location behavior of multi-national enterprises (MNE). The paper contributes to the existing research by providing evidence on the determinants of foreign technological activities at the sub-national level for Germany, which hosts the largest share of foreign R&D within the EU27 and features the highest cross-regional dispersion of patented research. Using a pooled count data model, we estimate the effect of various sources for externalities on the extent of foreign technological activity across regions. Particular attention is paid to the role of local knowledge spillovers, technological specialization and diversification. We differentiate foreign and domestic sources of specialisation and account for region and sector-specific influences. This is the first time that the ‘cross-border-ownership’ principle to measure R&D internationalisation is combined with regionalised patent information.
To verify our findings we develop hypotheses. In particular, we expect and find that foreign technological activity is attracted by technologically specialised sectors of regions. In contrast to current empirical work, this effect applies both to foreign as well as domestic sources of specialization, although effects on foreign specialization seem more significant. We expect and find the same for science-industry spillovers. We postulate a negative impact of domestic specialization on foreign technological activities and a strong positive effect from diversificationspillovers, by comparison with specialisation spillovers, but these hypotheses are rejected. We find that the direction of the specialisation effect depends on dominance in the position of domestic firms as well as on the balance of knowledge flows between them and foreign actors.
Using replacement matching on the basis of a statistical distance function we try to answer the question of whether subsidized vocational training is related to a negative image effect for the graduates. The results show that young people with equal qualifications acquired during subsidized vocational training are disadvantaged solely due to the kind of education they have received. The probability of finding adequate employment is lower than in the control group. Besides the 'general effect' of support we also find less favorable job opportunities for those who attended 'external' as compared to 'workplace-related' training.
The development of ‘standards’ for the application of matching algorithms in empirical evaluation studies is still an outstanding goal. The first step of the matching procedure is the choice of an appropriate distance function. In empirical evaluation situations often the sample sizes are small. Moreover, they consist of variables with different scale levels which have to be considered explicitly in the matching process. A simulation is performed which is directed towards these empirical challenges and supplements former studies in this respect. The choice of the analysed distance functions is determined by the results of former theoretical studies and recommendations in the empirical literature. Thus, two balancing scores (the propensity score and the index score) and the Mahalanobis distance are considered. Additionally, aggregated statistical distance functions not yet used for empirical evaluation are included. The matching outcomes are compared using non-parametric scale-specific tests for identical distributions of the characteristics in the treatment and the control groups. The simulation results show that, in small samples, aggregated statistical distance functions are the better choice for summarising similarities in differently scaled variables compared to the commonly used measures.
Wie auch andere ostdeutsche Bundesländer steht Thüringen noch immer einer hohen Arbeitslosigkeit in Folge des ökonomischen Transformationsprozesses gegenüber und erfährt eine schnellere Alterung und Schrumpfung der Bevölkerung als die meisten Regionen Westeuropas. Unter Verwendung von Extrapolationsmethoden wird im Beitrag für das Bundesland Thüringen eine Fortschreibung des Angebots und der Nachfrage nach Fachkräften – disaggregiert nach Qualifikationsarten – bis 2015 vorgestellt. Dabei weist die Analyse nicht auf einen unmittelbar bevorstehenden Fachkräfteengpass hin, dennoch liefert sie Hinweise auf einen enger werdenden Arbeitsmarkt für Fachkräfte. Auf Grundlage einer im Sommer 2008 durchgeführten Befragung von rund 1 000 thüringischen Unternehmen wird untersucht, inwieweit Unternehmen diese Entwicklung bereits heute als Problem einschätzen und welche Vorkehrungen sie im Bereich Personalpolitik gegebenenfalls treffen werden. Die Mehrzahl der Unternehmen plant den Ausbau von Weiterbildungsaktivitäten sowie die Einstellung bzw. die Beschäftigung von älteren Arbeitnehmern. Die Studie schließt mit Handlungsempfehlungen zur Reduzierung des Mismatch zwischen Qualifikationsangebot und -nachfrage.
Anhand des Mikrozensus 2004 wird untersucht, ob die Befristung von Arbeitsverträgen Einfluss auf die Beteiligung geringqualifiziert Beschäftigter an beruflicher Weiterbildung hat. Zur Berücksichtigung systematischer Unterschiede zwischen befristet und unbefristet Beschäftigten wird für die Analyse ein rekursives bivariates Probitmodell eingesetzt. Es wird kein systematischer Nachteil einer Befristung für geringqualifiziert Beschäftigte beim Zugang zu beruflicher Weiterbildung festgestellt.
