Will there be a shortage of skilled labor? An East German perspective to 2015

Abstract
We analyze the supply and demand of skilled labor in an East German federal state, Thuringia. This state has been facing high unemployment in the course of economic transformation and experiences population aging and shrinking more rapidly than most West European regions. In a first step, we use extrapolation techniques to forecast labor supply and demand for the period from 2009 to 2015, disaggregated by type of qualification. The analysis does not corroborate the notion of an imminent skilled-labor shortage but provides hints for a tightening labor market for skilled workers. In a second step, we ask firms about their appraisal of future recruitment conditions, and both current and planned strategies in the context of personnel management. The majority of firms plans to expand further education efforts and to hire older workers. The study closes with policy recommendations to prevent occupational mismatch.

Abstract
The composition of population in East Germany has strongly changed since the political transformation process. The development is pushed, apart from the specific fertility and mortality behavior, by a persistent migration loss in the last 20 years. This migration deficit of East Germany has accumulated to 1.9 million people. Against this background, the article analyses the risk of demographic change to the potential regional development.
However, a further drastic decrease in population is probable due to missing births. In a short perspective, the contraction of the employed persons increases the capital intensity and thus the productivity of a region. In the long run, it comes to a lasting decrease of the labour supply. Therefore, the impact of demography on the East German development is uncertain.

Abstract
The publication is based on the economic principles for an efficient local public revenue system. The main part of the publication is examining the question how different categories of revenues (taxes, user fees, grants-in-aid) and different arrangements of these revenues are able to meet with these principles. In addition, it is asked for the implications of recent developments (demographic change; increasing importance of the competitiveness of cities) for the choice between different categories of revenues. Finally, it is discussed how it could be possible in countries like Germany – where the existing local public revenue system is quite far away from what is regarded as efficient – to come to an institutional change in the direction of a better way of financing the local level.

Abstract
Many wonder whether teacher gender plays an important role in higher education by influencing student achievement and subject interest. The data used in this paper help identify average effects from male and female college students assigned to male or female teachers. We find instructor gender plays only a minor role in determining college student achievement. Nevertheless, the small effects provide evidence that gender role models matter to some college students. A same-sex instructor increases average grade performance by at most 5 percent of its standard deviation and decreases the likelihood of dropping a class by 1.2 percentage points.

After presenting diverse data on the level of the cities and the city regions, the small scale population change within cities is exemplified by the case of the city of Halle in Saxony-Anhalt. Several models and theories are checked if they can explain the phenomenon of shrinking cities. The article closes with a preliminary resume.

Abstract
Since older workers are less disposed to change jobs workforce ageing will affect labour mobility in Germany. On the basis of the IAB-Employment Sample (IABS) the contribution analyzes the effect of age on job and occupational mobility. The study focuses on the question whether older workers are less mobile due to the optimal matching quality of their current job which cannot be improved by job switches or whether other factors have to be considered for explaining the age related mobility decline.
Econometric results firstly confirm the significance of expected wage growth for mobility decision across all age groups. Secondly, older workers seem to benefit from wage increase due to a job change less frequently than younger workers. However, this factor explains only a part of the mobility lag. Even after controlling for the wage effect younger workers change jobs more often than older ones.
For this reason the opinion that ageing will impede the labour market adjustments cannot be disabled. If older workers only slightly react on wage signals and do not respond to attractive offers growing firms might face problems to recruit appropriate staff – a trend which could have negative consequences for technological and sectoral changes of the entire economy.
