Abstract
Mit der EU-Osterweiterung wird eine Reform der EU-Regionalpolitik erforderlich sein. Für Deutschland und vor allem für die neuen Länder hat dies erhebliche Bedeutung, weil Ostdeutschland derzeit als sogenannte Ziel-1-Region die höchste Förderpriorität genießt. Das IWH hat Thesen zur Regionalpolitik in Europa vorgelegt, die bei der Auftaktveranstaltung eines Brüsseler „Round Table on Regional Policy in Europe“ präsentiert und diskutiert wurden.

Abstract
Seit Beginn der 1990er Jahre haben mehrere der Beitrittskandidatenländer für eine Mitgliedschaft in der Europäischen Union (EU) sowie Russland und die Ukraine Finanzkrisen durchlaufen. Das jüngst betroffene Land ist die Türkei, wo im November 2000 eine schwerwiegende Finanzkrise ausbrach und deren Folgen immer noch nicht gänzlich absehbar sind. Die Finanzkrisen umfassten dabei sowohl Währungskrisen als auch Bankenkrisen. Eine wichtige Rolle für den Ausbruch von Währungskrisen spielte die oftmalige Fixierung des Wechselkurses mit dem Ziel, das Preisniveau zu stabilisieren. Bei allerdings anhaltend hohen Inflationsraten mündete diese Politik in einer realen Aufwertung der inländischen Währungen und in einem Anstieg der Leistungsbilanzdefizite.

Regional structural policy in an enlarged EU: A reform proposal

Abstract
Recently, the EC-Commission has presented its ideas for future cohesion policies after the enlargement of the EU by Eastern European states. By applying the actual rules in an enlarged EU, financial aid would be concentrated in the East European countries. In this article it is argued that the criteria for success to the structural funds should not be altered, but that there should be a phasing out of aid for the regions in Western Europe. Additionally, funding under the cohesion fund and the objective 2- and objective-3-shemes should be terminated to get enough financial means to finance objective-1-programmes.

Effects of the new vote weighting system at EU Council of Ministers on structural fond resources for new members

Abstract
At the recent Nice summit, the EU council of ministers decided on institutional adjustments for the European Union. Such reforms are of particular importance for an enlarged European Union in which up to 27 new members could participate. Amongst the reforms, two decisive changes concern the distribution of votes in an enlarged council and additional conditions which will be attached to majority decisions.
This redistribution of power within the council will effect in particular economic issues, as e.g. the size and distribution of structural funds budgets to be expected upon admittance as EU-member states. Such effects can be estimated by use of models of probability of coalition-building. The model used here predicts that the budget for structural funds for the ten accession countries will be lower than would have been under the old voting power regime. This highlights that the accession group in Central East Europe lost relative voting power via coalitions in comparison to the voting regime prior to Nice. Solely Poland enjoyed an increase in voting power which also suggests an increase in budgets Poland can now expect to receive in the framework of EU structural funds policy.

Abstract
Europa braucht Reformen – institutionell, finanziell und wirtschaftlich. Es geht darum, die säkulare Herausforderung der Osterweiterung voranzubringen. Und es geht darum, den Rückstand Europas im internationalen Wachstums- und Standortwettbewerb aufzuholen und die noch junge europäische Währungsunion nach insgesamt gelungenem Start auf ein festes wirtschaftliches Fundament zu stellen. Denn letzteres ist nach Einschätzung der internationalen Kapitalmärkte offensichtlich nicht gegeben, wie die durchgreifende Schwäche des Euro an den internationalen Kapitalmärkten zeigt. könnte man auch mittels einer Freihandelszone erreichen und man hätte all die komplizierten Fragen des Beitritts vom Tisch. Vielmehr ist sie erforderlich, um das durch den Kalten Krieg gespaltene Europa wieder zu vereinen: zu einer Wertegemeinschaft des Friedens, der Freiheit, der Demokratie und der Menschenrechte, der Stabilität und der Marktwirtschaft. Für die einzelnen Beitrittsstaaten ist der Rahmen der Europäischen Politischen Union der beste Garant für den dauerhaften Bestand dieser Wertegemeinschaft.

Structural change, specialization patterns, and the productivity gap between Central and Eastern Europe and the European Union

Abstract
The transition countries of Central East Europe exhibit significantly lower productivity levels than that of the average of the 15 European Union countries. Since the outset of transition, however, this gap has clearly narrowed.
Next to technological and organisational factors it is sectoral structures which play an important role for the development and level of national productivities: in most transition economies, structural change clearly contributed positively to productivity growth. Poland is an exception here, no significant effect of structural change between sectors and industrial branches on the growth of the national productivity level could be found. The low intensity of structural adjustment in Poland in particular in the agricultural sector corresponds with a decisive role played by the sectoral pattern of specialisation within the European division of labour as determinant of the productivity gap. Hungary and to some degree also Slovenia, the country with the lowest productivity gap, exhibit similar results. Only in the cases of the Czech Republic and Slovakia remain negligible the explanatory powers of respective patterns of specialisation as productivity determinants.

Abstract
Nach fünf Leitzinserhöhungen um insgesamt 1¾ Prozentpunkte seit November 1999 dürfte die Europäische Zentralbank im Juni dieses Jahres auch bei den kurzfristigen Zinsen ein neutrales Niveau erreicht haben. Die Kapitalmarktzinsen entsprechen bereits seit Herbst vergangenen Jahres etwa dem langfristigen (deutschen) Durchschnitt. Ebenso wie die EZB hat die US-amerikanische Zentralbank die Zinsen seit der geldpolitischen Lockerung im Zusammenhang mit den Krisen in Asien um insgesamt 1¾ Prozentpunkte angehoben. Anders als die EZB ist die US-amerikanische Zentralbank damit jedoch auf einen restriktiven Kurs zurückgekehrt. Dieser Unterschied im geldpolitischen Kurs der beiden Zentralbanken erklärt sich aus dem nach wie vor bestehenden Konjunkturgefälle zwischen den zwei Währungsräumen und ist die entscheidende Ursache für die noch fortbestehende niedrige Bewertung des Euro. Von der Erweiterung der Europäischen Union und letztlich des Euroraums ist keine nennenswerte Beeinflussung des Wechselkurses zu erwarten. Eine strenge Konvergenzprüfung vor dem Beitritt zur Europäischen Währungsunion ist im Interesse nicht nur des Euroraums, sondern auch der Beitrittsländer zu empfehlen. Negative Vertrauenseffekte durch den EU-Beitritt mittel- und osteuropäischer Länder sind sodann unwahrscheinlich, zumal das ökonomische Gewicht dieser Länder gering und eine Streckung des Zeitraums zwischen EU-Beitritt und Übernahme des Euro wahrscheinlich ist. Das bestehende Aufwertungspotential des Euro dürfte im Zuge der Erweiterung des Euroraums durch die Stärkung seiner Rolle als internationale Reservewährung etwas zunehmen. Institutionelle Änderungen in der Zusammensetzung der Entscheidungsgremien des Europäischen Systems der Zentralbanken wären bei steigender Zahl der Mitgliedsländer zu erwägen.

Relationship Lending within a Bank-Based System: Evidence from European Small Business Data

Abstract
We investigate relationship lending using detailed contract information from nearly 18,000 bank loans to small Belgian firms operating within the continental European bank-based system. Specifically, we investigate the impact of different measures of relationship strength on price and nonprice terms of the loan contract. We test for the possibility of rent shifting by banks. The evidence shows two opposing effects. On the one hand, the loan rate increases with the duration of a bank–firm relationship. On the other hand, the scope of a relationship, defined as the purchase of other information-sensitive products from a bank, decreases the loan's interest rate substantially. Relationship duration and scope thus have opposite effects on loan rates, with the latter being more important. We also find that the collateral requirement is decreasing in the duration of the relationship and increasing in its scope.
