Green transition and the debt brake: Implications of additional investment for public finances and private consumption in Germany
The German Climate Protection Act stipulates, among other things, that greenhouse gas emissions in Germany are to be reduced by 65% by 2030 compared to 1990 levels. The green investments required to achieve this target are likely to amount to around 2.5% of gross domestic product each year. According to the medium-term projection of the Halle Institute for Economic Research (IWH), the associated additional government spending on public investment and support measures cannot be financed from projected tax revenues. It is therefore to be expected that the tax burden on households will increase and private consumption will be curbed accordingly, if both the current form of the debt brake and the greenhouse gas reduction targets are maintained.

Abstract
Das deutsche Klimaschutzgesetz sieht unter anderem vor, dass die Treibhausgas-Emissionen in Deutschland bis zum Jahr 2030 um 65% gegenüber dem Jahr 1990 verringert werden. Die damit einhergehende Transformation der Wirtschaft hat weitreichende Konsequenzen für die gesamtwirtschaftliche Entwicklung und die öffentlichen Finanzen. Alles in allem erfordert der Ausbau erneuerbarer Energien für die Klimaschutzziele jährliche Investitionen in der Größenordnung von 2,5% in Relation zum Bruttoinlandsprodukt. Mithilfe eines makroökonomischen Modells kann gezeigt werden, mit welchen gesamtwirtschaftlichen Entwicklungen zu rechnen ist, wenn die Klimaschutzziele eingehalten werden.

Abstract
In recent years, the impacts of climate change become increasingly evident, both in magnitude and frequency. The design and implementation of adequate climate adaptation policies play an important role in the macroeconomic policy discourse to assess the impact of climate change on regional and sectoral economic growth. We propose different modelling approaches to quantify the socio-economic impacts of climate change and design specific adaptations in three emerging market economies (Kazakhstan, Georgia and Vietnam) which belong to the areas that are heavily exposed to climate change. A Dynamic General Equilibrium (DGE) model has been used for Vietnam and economy-energy-emission (E3) models for the other two countries. Our modelling results show how different climate hazards impact the economy up to the year 2050. Adaptation measures in particular in the agricultural sector have positive implications for the gross domestic product (GDP). However, some adaptation measures can even increase greenhouse gas emissions. In addition, the focus on GDP as the main indicator to evaluate policy measures can produce welfare-reducing policy decisions.

Abstract

Economic growth, public finances and greenhouse gas emissions in the medium term
According to the Halle Institute for Economic Research (IWH) and its medium-term projection of the German economy, growth in the next six years will be about the same as in the past six years, at 1% per year. The national budget will remain in deficit, but the debt level will decline again relative to the gross domestic product (GDP) from 2024 onwards. At this rate of economic expansion, greenhouse gas emissions will continue to decline in the medium term, but at a much slower rate than necessary to meet the national emission reduction targets.

Abstract
Die mittelfristige Projektion der gesamtwirtschaftlichen Lage in Deutschland beinhaltet, dass das Wirtschaftswachstum mit 1% pro Jahr in den kommenden sechs Jahren in etwa genauso hoch ausfällt wie in den vergangenen sechs Jahren. Der Staatshaushalt bleibt im Defizit, aber der Schuldenstand geht relativ zum Bruttoinlandsprodukt ab dem Jahr 2024 wieder zurück. Bei diesem Tempo der wirtschaftlichen Expansion werden die Emissionen mittelfristig zwar weiter zurückgehen, aber deutlich langsamer als nötig, um die nationalen Klimaschutzziele zu erreichen.

Price shock jeopardises recovery of German economy
Russia’s war in Ukraine is hitting the German economy primarily via an energy price shock, but also by disrupting trade flows and causing general uncertainty. At the same time, however, the economy is receiving a strong boost from the lifting of many pandemic restrictions. The Halle Institute for Economic Research (IWH) forecasts that gross domestic product will increase by 3.1% in 2022. The consumer price index will be 4.8% higher than one year ago. The war affects the East German eco-nomy about as hard as the economy in Germany as a whole.

Power Generation and Structural Change: Quantifying Economic Effects of the Coal Phase-out in Germany

Abstract
In the fight against global warming, the reduction of greenhouse gas emissions is a major objective. In particular, a decrease in electricity generation by coal could contribute to reducing CO2 emissions. We study potential economic consequences of a coal phase-out in Germany, using a multi-region dynamic general equilibrium model. Four regional phase-out scenarios before the end of 2040 are simulated. We find that the worst case phase-out scenario would lead to an increase in the aggregate unemployment rate by about 0.13 [0.09 minimum; 0.18 maximum] percentage points from 2020 to 2040. The effect on regional unemployment rates varies between 0.18 [0.13; 0.22] and 1.07 [1.00; 1.13] percentage points in the lignite regions. A faster coal phase-out can lead to a faster recovery. The coal phase-out leads to migration from German lignite regions to German non-lignite regions and reduces the labour force in the lignite regions by 10,100 [6300; 12,300] people by 2040. A coal phase-out until 2035 is not worse in terms of welfare, consumption and employment compared to a coal-exit until 2040.
