Abstract
Das Geschäftsklima wird im Juni laut Umfrage des IWH unter 300 ostdeutschen Bauunternehmen günstiger beurteilt als in der vorangegangenen Befragung im April. Aber auch gegenüber dem Vorjahr ergibt sich ein deutlich verbessertes Bild. Mit drei Vierteln positiver Stimmen sowohl bei der Geschäftslage als auch bei den Geschäftsaussichten wird eine Situation angezeigt, die es in den letzten zehn Jahren nicht gab. Maßgeblich sind zum einen immer noch Nachholeffekte nach dem sehr langanhaltenden Winter. Zum anderen überdecken zur Zeit Sonderfaktoren die an sich abwärtsgerichtete Tendenz auf dem ostdeutschen Baumarkt.

Options and Limits of the Matching Approach – An Application to Workers Participation

Abstract
The evaluation of economic effects of workers participation is not simple from the methodical point of view because of specific characteristics of establishments with works councils. Especially recent studies show contradictory results. In this study problems are pointed out, discussed, and options for solution are presented on the example of workers participation in East German establishments of industry and construction by the IABEstablishment Panel. An optimal matching-algorithm which supplies good matching-results for small samples to assign ‘statistical establishment-twins’ is applied. But by reason of very short primarily spells it can only calculate short time effects. Therefore, the matching method is additionally used to construct longer observation periods. By this new application establishments with recently founded works councils are matched with so called ‘proxy establishments’ with existing works councils. As a result short observation periods are prolonged and information about long-term effects can be given. The effects on productivity, profitability and qualification level of employees show neither in short-term nor in long-term a significant impact on workers’ participation.

Vertical Intra-industry Trade between EU and Accession Countries

Abstract
The paper analyses vertical intra-industry trade between EU and Accession countries, and concentrates on two country-specific determinants: Differences in personal income distribution and in technology. Both determinants have a strong link to national policies and to cross-border investment flows. In contrast to most other studies, income distribution is not seen as time-invariant variable, but as changing over time. What is new is also that differences in technology are tested in comparison with cost advantages from capital/labour ratios. The study applies panel estimation techniques with GLS. Results show country-pair fixed effects to be of high relevance for explaining vertical intraindustry trade. In addition, bilateral differences in personal income distribution and their changes are positive related to vertical intra-industry trade in this special regional integration framework; hence, distributional effects of policies matter. Also, technology differences turn out to be positively correlated with vertical intra-industry trade. However, the cost variable (here: relative GDP per capita) shows no clear picture, particularly not in combination with the technology variable.

Abstract
According to theoretical implications the success of enterprises benefits from co-operation in clusters and networks. Studies of cluster and network processes show this for the industries chemistry/plastics and biotechnology/Life Sciences in Central Ger-many. Therefore enterprises which are organized in networks have better economic characteristics. Estimations of the productivity of firms using co-operation-based and non-co-operation-based factors as independent variables reveal a significantly positive influence of the propensity to co-operate as well as networking. In this regard scientific institutions and universities located in the region of firms play an important role. From this analysis it can be generalized and concluded, also concerning other industries, that networks emerge automatically under certain conditions. Nevertheless their creation and development should be encouraged, e.g. by efficiency strengthening of public research and university education as well as the intensification of co-operation and networking between the scientific and the corporate sector. This can promote the technology and human capital transfer.

Abstract
Gestützt auf verschiedene Erklärungsansätze der traditionellen und neueren Außenhandelstheorien wird untersucht, warum Betriebe des ostdeutschen Verarbeitenden Gewerbes im Exportgeschäft Fuß gefasst haben und welchen Einfluss dieser Geschäftsbereich auf Umsatz und Beschäftigung hat. Im Rahmen einer Längsschnittanalyse der Daten aus den Befragungswellen des IAB-Betriebspanels von 1999 bis 2004 wird dazu zwischen Betrieben unterschieden, die dauerhaft Exportgeschäfte betreiben, gelegentlich exportieren oder nur in Deutschland aktiv sind. Es zeigt sich, dass der Umsatz der dauerhaft oder gelegentlich exportierenden Betriebe kräftig expandierte und diese Betriebe die Beschäftigtenzahl erhöht haben, während die ausschließlich im Inland agierenden Betriebe ihre Umsätze wegen der schwachen Binnenkonjunktur in Deutschland nicht steigern konnten und die Beschäftigung stagnierte. Die Exporteure heben sich von den anderen Betrieben, wie aus der Untersuchung der betrieblichen Determinanten der Exportentwicklung mit einem binären und multinomialen Logit-Modell hervorgeht, durch eine größere Investitions- und Innovationsaktivität sowie einen höheren Qualifikationsgrad der Beschäftigten ab. Sie waren zugleich überdurchschnittlich groß und häufiger im Besitz ausländischer Investoren.

Abstract
Urban and regional economics put great emphasis on urban spaces and, in general, on the importance of agglomeration forces, which is of great importance for the development perspectives of structurally weak regions. This in mind, the contribution investigates the extent and the structures of economic agglomeration characteristics, using the example of the cities in the Federal State of Mecklenburg-Vorpommern. In this context, the question is raised whether the potential given there might be better used to achieve economic progress. The contribution starts with a brief theoretical overview on the importance of agglomeration forces for urban and regional development. The empirical section comprises, first, an analysis how the cities under consideration are endowed with factors being regarded as important for economic growth; second, two essential elements of agglomeration of economic activities are investigated more in-depth: spatially concentrated industries and business networks. The investigation is based on a method which was already in use within an East-Germany wide study on Economic Development Spots (project on behalf of the Federal Office for Building and Regional Planning - BBR, finished in 2004). Finally, the contribution draws implications for the economic policy at the Laender level as well as at the municipal level.

Abstract
Das Stimmungshoch im ostdeutschen Verarbeitenden Gewerbe hält an, wie die IWH-Befragung unter rund 300 Industrieunternehmen signalisiert. Die seit geraumer Zeit erkennbare Erwärmung des Geschäftsklimas setzte sich im Mai weiter fort. Gegenüber der Vorperiode fallen die Einschätzungen zu Lage und Aussichten nochmals günstiger aus, wenn auch geringfügig. In längsschnittlicher Betrachtung gibt es seit März mehr positive als negative Entwicklungen: Jedes fünfte Unternehmen sieht eine Verbesserung der Geschäftslage, jedes sechste schätzt ein, daß sich die Geschäftsaussichten verbessert haben.

Entry and Strategic Information Display in Credit Markets

Abstract
In many countries, lenders voluntarily provide information about their borrowers to private credit registries. A recent World Bank survey reveals that the display of a lender's own borrower information is often not reciprocated. That is, access to these registries does not require the prior provision of proprietary data. We argue that incumbent lenders release information about a portion of their profitable borrowers for strategic reasons. The reasoning is that the pool of unreleased borrowers becomes characterised by a severe adverse selection problem. This prevents the entrants from bidding for all the incumbent's profitable borrowers and reduces their scale of entry.

Abstract
Das Geschäftsklima im ostdeutschen Baugewerbe hat sich laut IWH-Umfrage unter mehr als 300 Unternehmen im April weiter verbessert. Die Geschäftslage wie auch die Geschäftsaussichten haben sich nicht zuletzt witterungsbedingt gegenüber dem Jahresanfang deutlich aufgehellt. Inzwischen gehen 60% der befragten Unternehmen von einer guten oder eher guten Geschäftslage aus, bei den Aussichten bis zum Herbst trifft dies sogar für knapp 69% der Unternehmen zu. Die Urteile liegen über den Werten aus den vergangenen zehn Jahren. Auch bei Ausschaltung der Saisoneinflüsse weisen die Meldungen auf eine klare Aufwärtsbewegung des Geschäftsklimas insgesamt hin. Die Klimaverbesserung kommt zu etwa gleichen Teilen aus den Einschätzungen zur Lage und zu den Aussichten.
