The Investment Strategies of Sovereign Wealth Funds

Abstract
Sovereign wealth funds have emerged as major investors in corporate and real resources worldwide. After an overview of their magnitude, we consider the institutional arrangements under which many of the sovereign wealth funds operate. We focus on a specific set of agency problems that is of first-order importance for these funds: that is, the direct involvement of political leaders in the management process. We show that sovereign wealth funds with greater involvement of political leaders in fund management are associated with investment strategies that seem to favor short-term economic policy goals in their respective countries at the expense of longer-term maximization of returns. Sovereign wealth funds face several other issues, like how best to cope with demands for transparency, which can allow others to copy their investment strategies, and how to address the problems that arise with sheer size, like the difficulties of scaling up investment strategies that only work with a smaller value of assets under investment. In the conclusion, we discuss how various approaches cultivated by effective institutional investors worldwide -- from investing in the best people to pioneering new asset classes to compartmentalizing investment activities -- may provide clues as to how sovereign wealth funds might address these issues.

Abstract
Due to ongoing globalisation tendencies and the increasing intensity of exchanges of information, goods and services, competition between regions seems likely to continue to intensify. Numerous changes in framework conditions also give rise to new approaches to planning and management. These range from various types of competition to questions relating to new strategies for regional and urban development policy. This volume uses various different issues to trace, order and specify the multiple dimensions and underlying causes of structural changes in competition between locations, supported by cross-sectional studies primarily based on existing investigations. As empirical proof of the concrete consequences of changed competitive conditions is largely lacking in the existing literature, explorative case-studies of chosen cities and regions are also used to investigate the extent to which changes expected to arise from new structures of locational competition can be verified and how the political actors responsible have reacted thus far.

Specialization versus Diversification: Perceived Benefits of Different Incubation Models

Abstract
Business incubator initiatives are a widespread policy instrument for the promotion of entrepreneurship, innovation and the development of new technology-based firms. Recently, there has been an increasing tendency for the more traditional diversified incubators to be superseded by incubators focusing their support elements, processes and selection criteria on firms from one specific sector, and its particular needs. Despite the increasing importance of such specialized incubators in regional innovation strategies, the question of whether they are advantageous has neither been investigated empirically nor discussed theoretically in detail. Drawing on large-scale survey data from 161 firms incubated in either diversified or specialized incubators in Germany, we investigate the benefits to firms of being part of a specialized business incubator as opposed to being part of a generalized business incubator. The investigation of the value-added contribution of specialized incubators, in particular regarding hardware components, business assistance, networking and reputation gains, reveals considerable differences compared to the more diversified incubation model.

Climate Innovation - The Case of the Central German Chemical Industry

Abstract
In this article, we describe the results of a multiple case study on the indirect
corporate innovation impact of climate change in the Central German chemical
industry. We investigate the demands imposed on enterprises in this context as well as the sources, outcomes and determining factors in the innovative process at the corporate level. We argue that climate change drives corporate innovations through various channels. A main finding is that rising energy prices were a key driver for incremental energy efficiency innovations in the enterprises’ production processes. For product innovation, customer requests were a main driver, though often these requests are not directly related to climate issues. The introduction or extension of environmental and energy management systems as well as the certification of these are the most common forms of organizational innovations. For marketing purposes, the topic of climate change was hardly utilized so far. As the most important determinants for corporate climate innovations, corporate structure and flexibility of the product portfolio, political asymmetry regarding environmental regulation and governmental funding were identified.

Quality of Work: An Investigation for East and West Germany for the Years 1994 and 2009

Abstract
“Quality of work” – a mainly subjective judgement of employees about their work and the corresponding conditions gained momentum over the last decades. But contrary to quantitative aspects of work and worklife, the term “quality of work” is rather hard to measure and it consists of a mixture of many single indicators related to the worklife of employees. The spectrum of these single indicators range from health considerations up to a flexible management of the work time over a month or a year. The present work contributes to the discussion about the quality of work by introducing additional single indicators into the debate. These are commuting, carreer opportunities within a firm, individual satisfaction with the work income, and a correspondence between formal qualification and the present job. The investigation distinguishes between East and West Germany as well as between age cohorts and the qualification of the interviewed persons. The results are based on the GSOEP for the years 1994 and 2009. Looking at these two years we expect some insights into possible changes in the judgement with respect to the quality of work especially for East German employees shortly after the fall of the wall and nowadays. These insights should help to draw conclusions if East and West German employees are still different in their judgements or if a process of convergence in opions occurred.

Abstract
The emission rights management module of the software package “CO2-Navigator“ is a corporate emissions rights management instrument designed to provide an overview of the allocation and transactions of CO2 emission allowances at any time of the calendar year. During the acquisition, the relevant dates, quantities and prices are collected. The daily updated inventory of allowances is also reported.
Based on the current state of the emissions from an installation, an estimate of the allowance coverage for the balance sheet day of the current year is realized, using an emission profile characteristic for the firm. Here, a possible under- or over- coverage is graphically illustrated and quantified. The module is thus a useful tool in the risk management process of emission intensive companies. A possible subsequent investment analysis, e. g. a stochastic investment planning, builds on the data supplied by this module. This paper describes the motivation and technical conception of this instrument.

Abstract
Modeling the price risk of CO2 emission allowances is an important aspect of integral corporate risk management related to emissions trading. In this paper, a pricing model is developed which may be the basis for evaluating the risk of emission certificate prices. We assume that the certificate price is determined by the expected marginal CO2 abatement costs in the current trade period as well as by the long-term marginal abatement costs. The price risk is modeled on the basis of a mean reversion process. Due to uncertainties about the future state of the environment, we suppose that within one trade period erratic changes in the expected marginal abatement costs may occur leading to shifts in the price level. In addition to the parameter estimation, it is also an objective of this work to modify the mean reversion process so that such abrupt changes in the expected reversion level can be displayed. Because of the possibility of transferring spare allowances to a subsequent period we take into account the fact that the expected long run marginal abatement costs act as a lower limit for the price in the trading period.

The Role of Securitization in Bank Liquidity and Funding Management

Abstract
This paper studies the role of securitization in bank management. I propose a new index of “bank loan portfolio liquidity” which can be thought of as a weighted average of the potential to securitize loans of a given type, where the weights reflect the composition of a bank loan portfolio. I use this new index to show that by allowing banks to convert illiquid loans into liquid funds, securitization reduces banks' holdings of liquid securities and increases their lending ability. Furthermore, securitization provides banks with an additional source of funding and makes bank lending less sensitive to cost of funds shocks. By extension, the securitization weakens the ability of the monetary authority to affect banks' lending activity but makes banks more susceptible to liquidity and funding crisis when the securitization market is shut down.

Works Councils and Firm Profits Revisited

Abstract
As they are employee associations, it is typically presumed that works councils redistribute economic rents from firm owners to workers. And indeed, the empirical literature suggests that German works councils reduce profits. The studies on the profitability effect of works councils mainly use self-reported subjective profit evaluations of managers as the dependent variable. I argue that these are poor measures of real profits. Newly available information on firms' capital stock allows me to revisit the profit effect now using an objective profit measure. When utilizing the subjective measure I find the standard results; with the objective measure, however, the works council effect on profits is positive and significant.
