Cultural Norms and Corporate Fraud: Evidence from the Volkswagen Scandal

Abstract
We examine a corporate governance role of local culture via its impact on consumer behavior following corporate scandals. Our proxy for culture is the presence of local Protestantism. Exploiting the unexpected nature of the Volkswagen (VW) diesel scandal in September 2015, we show that new registrations of VW cars decline significantly in German counties with a Protestant majority following the VW scandal. Further survey evidence shows that, compared to Catholics, Protestants respond significantly more negatively to fraud but not to environmental issues. Our findings suggest that the enforcement culture in Protestantism facilitates penalizing corporate fraud.

Social Capital and Regional Innovation: Evidence from Private Firms in the US

Abstract
In this study we investigate whether and to what extent social capital may affect regional innovation by focusing on private firms in the United States. We document that regional social capital is positively associated with the quantity, quality and novelty of county-level innovation by private firms. In addition, we find that the positive relation between social capital and regional innovation is more prominent in counties with a lower supply of financial capital. We also report that social capital is complementary to investments in research and development to produce inventive outcomes in local areas. Using a spatial Durbin model, we provide evidence that regional social capital has significant spillover effects in boosting the innovation activities of neighbouring counties.

Physical Climate Change and the Sovereign Risk of Emerging Economies

Abstract
I show that rising temperatures can detrimentally affect the sovereign creditworthiness of emerging economies. To this end, I collect long-term monthly temperature data of 54 emerging markets. I calculate a country’s temperature deviation from its historical average, which approximates present-day climate change trends. Running regressions from 1994m1 to 2018m12, I find that higher temperature anomalies lower sovereign bond performances (i.e., increase sovereign risk) significantly for countries that are warmer on average and have lower seasonality. The estimated magnitudes suggest that affected countries likely face significant increases in their sovereign borrowing costs if temperatures continue to rise due to climate change. However, results indicate that stronger institutions can make a country more resilient towards temperature shocks, which holds independent of a country’s climate.

Abstract
Die Bundesregierung plant, mit dem Zweiten Nachtragshaushalt 2021 dem Energie- und Klimafonds eine Rücklage in Höhe von 60 Mrd. Euro zuzuführen. Die Mittel sollen in den Folgejahren in Investitionen in den Klimaschutz und die Transformation der Wirtschaft fließen und zugleich gesamtwirtschaftliche Folgekosten der Pandemie verringern. Diese pandemiebedingten Einbußen sind auch in der mittleren Frist erheblich. Zwar dürften Nachholeffekte beim privaten Konsum die im Jahr 2021 noch deutliche Unterauslastung bis zum Jahr 2024 vollständig verschwinden lassen. Jedoch liegt das Produktionspotenzial in den kommenden Jahren mehr als 1,5% unter dem Ende 2019 vom IWH prognostizierten Wert, vor allem wegen eines geringeren Arbeitsangebots, unter anderem aufgrund deutlich niedrigerer Zuwanderung von Arbeitskräften. Die Investitionen sind gemäß aktueller Mittelfristprojektion im Jahr 2024 ebenfalls noch deutlich niedriger. Die Effekte des Nachtragshaushalts auf Investitionstätigkeit und Produktion lassen sich mit Hilfe des finanzpolitischen Simulationsmodells des IWH abschätzen. Die beabsichtigten Mehrausgaben dürften auf dem Höhepunkt ihrer Wirksamkeit im Jahr 2024 die gesamtwirtschaftliche Aktivität um etwa 0,5% steigern. Allerdings werden die zusätzlichen Investitionen die seit Pandemiebeginn ausgebliebene Investitionstätigkeit bei Weitem nicht kompensieren können. Eine Bewertung des Nachtragshaushals hat die positiven gesamtwirtschaftlichen Effekte zusätzlicher Investitionen und die negativen Effekte auf die Glaubwürdigkeit der Schuldenbremse gegeneinander abzuwägen.

Did GRW Investment Grants Contribute to the Catching-up of East Germany?

Abstract
The joint task force ‘Improving Regional Economic Structures’ (GRW) is the most important regional policy scheme in Germany and was extensively used to support the economic transformation process in the new states after reunification. The article provides an overview of national and international causal analytical studies on the effects of investment grants. The analysis shows that such programmes have positive effects on development — especially of employment and income. It not only affects the subsidised establishment benefit from this type of support, but the regions as a whole. Even though the studies do not go back to the early 1990s, we can conclude that the GRW contributed to economic development in East Germany — and to the catching-up process.
