Abstract
Das ostdeutsche Forschungs- und Innovationssystem ist einerseits durch eine gut ausgebaute öffentliche Wissenschaftsinfrastruktur und andererseits durch ein relativ niedriges Niveau an industrieller Forschung und Entwicklung (FuE) charakterisiert. So erreichen die FuE-Ausgaben in der ostdeutschen Wissenschaft – gemessen am Bruttoregionalprodukt – das Niveau der Alten Bundesländer, während die FuE-Ausgaben der ostdeutschen Industrie deutlich unter Westniveau liegen. Ursächlich dafür ist die nach wie vor kleinteilig geprägte ostdeutsche Wirtschaft, es fehlen Großunternehmen und Konzernzentralen. Industrielle FuE geht daher in Ostdeutschland im Wesentlichen von kleinen und mittleren Unternehmen (KMU) aus. Diese können jedoch die Lücke, die durch die fehlende FuE der Großunternehmen entsteht, nicht komplett schließen. An dieser Stelle setzen die externen Industrieforschungseinrichtungen (IFE) an. Sie sind gemeinnützig und verstehen sich als FuE-Dienstleister. Die Ergebnisse ihrer FuE-Tätigkeit stellen sie der Allgemeinheit zur Verfügung, führen jedoch auch Aufträge der Privatwirtschaft aus. Im Vergleich zu kleinen und mittleren Unternehmen verfügen die IFE über deutlich größere FuE-Einheiten und können ein wesentlich breiteres Kompetenzfeld anbieten. Der Fokus liegt dabei auf Hochtechnologien. Im ostdeutschen Innovationssystem sind sie ein wichtiger Akteur und unterstützen ostdeutsche KMU in deren Innovationsbemühungen.

Technological Intensity of Government Demand and Innovation

Abstract
Governments purchase everything from airplanes to zucchini. This paper investigates whether the technological intensity of government demand affects corporate R&D activities. In a quality-ladder model of endogenous growth, we show that an increase in the share of government purchases in high-tech industries increases the rewards for innovation, and stimulates private-sector R&D at the aggregate level. We test this prediction using administrative data on federal procurement performed in US states. Both panel fixed effects and instrumental variable estimations provide results in line with the model. Our findings bring public procurement within the realm of the innovation policy debate.

Abstract
We examine whether scientists employed in foreign countries and foreign-educated native researchers are more “entrepreneurial” than their “domestic” counterparts. We conjecture that foreign-born and foreign-educated scientists possess broader scientific skills and social capital, which increases their likelihood that they will start their own companies. To test this hypothesis we analyze comprehensive data from researchers at the Max Planck Society in Germany. Our findings provide strong support for the conjecture that academic entrepreneurship can be stimulated by facilitating the mobility of scientists across countries.

Abstract
In this article, we describe the results of a multiple case study on the indirect
corporate innovation impact of climate change in the Central German chemical
industry. We investigate the demands imposed on enterprises in this context as well as the sources, outcomes and determining factors in the innovative process at the corporate level. We argue that climate change drives corporate innovations through various channels. A main finding is that rising energy prices were a key driver for incremental energy efficiency innovations in the enterprises’ production processes. For product innovation, customer requests were a main driver, though often these requests are not directly related to climate issues. The introduction or extension of environmental and energy management systems as well as the certification of these are the most common forms of organizational innovations. For marketing purposes, the topic of climate change was hardly utilized so far. As the most important determinants for corporate climate innovations, corporate structure and flexibility of the product portfolio, political asymmetry regarding environmental regulation and governmental funding were identified.

What Drives Innovation Output from Subsidized R&D Cooperation? — Project-level Evidence from Germany

Abstract
Using a large dataset of 406 subsidized R&D cooperation projects, we provide detailed insights into the relationship between project characteristics and innovation output. Patent applications and publications are used as measures for the innovation output of an R&D project. We find that large-firm involvement is strongly positively related with the number of patent applications, but not with the number of publications. Conversely, university involvement has positive effects on projects’ innovation output in terms of the number of publications but not in terms of patent applications. In general, projects’ funding as measure of projects’ size is an important predictor of the innovation output of R&D cooperation projects. No significant effects are found for the number of partners as (an alternative) measure of projects’ size, for spatial proximity between cooperation partners, for the involvement of a public institute for applied research, and for prior cooperation experiences. We derive conclusions for the design of R&D cooperation support schemes.

Abstract
To what extent and in what form should the intellectual property rights (IPR) of innovators be protected? Should a company with a large technology lead over its rivals receive the same IPR protection as a company with a more limited advantage? In this paper, we develop a dynamic framework for the study of the interactions between IPR and competition, in particular to understand the impact of such policies on future incentives. The economy consists of many industries and firms engaged in cumulative (step-by-step) innovation. IPR policy regulates whether followers in an industry can copy the technology of the leader. We prove the existence of a steady-state equilibrium and characterize some of its properties. We then quantitatively investigate the implications of different types of IPR policy on the equilibrium growth rate and welfare. The most important result from this exercise is that full patent protection is not optimal; instead, optimal policy involves state-dependent IPR protection, providing greater protection to technology leaders that are further ahead than those that are close to their followers. This is because of a trickle-down effect: providing greater protection to firms that are further ahead of their followers than a certain threshold increases the R&D incentives also for all technology leaders that are less advanced than this threshold.

Industrial Associations as a Channel of Business-Government Interactions in an Imperfect Institutional Environment: The Russian Case

Abstract
International lessons from emerging economies suggest that business associations may provide an effective channel of communication between the government and the private sector. This function of business associations may become still more important in transition economies, where old mechanisms for coordinating enterprise activities have been destroyed, while the new ones have not been established yet. In this context, Russian experience is a matter of interest, because for a long time, Russia was regarded as a striking example of state failures and market failures. Consequently, the key point of our study was a description of the role and place of business associations in the presentday
Russian economy and their interaction with member companies and bodies of state
administration. Relying on the survey data of 957 manufacturing firms conducted in
2009, we found that business associations are more frequently joined by larger companies, firms located in regional capital cities, and firms active in investment and innovation. By contrast, business associations tend to be less frequently joined by business groups’ subsidiaries and firms that were non-responsive about their respective ownership structures. Our regression analysis has also confirmed that business associations are a component of what Frye (2002) calls an “elite exchange”– although only on regional and local levels. These “exchanges” imply that members of business associations, on the one hand, more actively assist regional and local authorities in social development of their regions, and on the other hand more often receive support from authorities. However, this effect is insignificant in terms of support from the federal government. In general, our results allow us to believe that at present, business associations (especially the
industry-wide and “leading” ones) consolidate the most active, advanced companies and act as collective representatives of their interests. For this reason, business associations can be regarded as interface units between the authorities and businesses and as a possible instrument for promotion of economic development.

The Impact of Government Procurement Composition on Private R&D Activities

Abstract
This paper addresses the question of whether government procurement can work as a de facto innovation policy tool. We develop an endogenous growth model with quality-improving in-novation that incorporates industries with heterogeneous innovation sizes. Government demand in high-tech industries increases the market size in these industries and, with it, the incentives for private firms to invest in R&D. At the economy-wide level, the additional R&D induced in high-tech industries outweighs the R&D foregone in all remaining industries. The implications of the model are empirically tested using a unique data set that includes federal procurement in U.S. states. We find evidence that a shift in the composition of government purchases toward high-tech industries indeed stimulates privately funded company R&D.

Firm level determinants of innovation: small firms with high potential in East Germany

Abstract
Innovations in the sense of new products and production processes are crucial drivers of the economic development in advanced economies. After a phase of massive technological renewal in East Germany, characterized by much a higher rate of innovators in East than in West Germany, firms in East Germany have to compete with original innovation activities. The paper outlines the innovation activity in East and West Germany and investigates the determinants of product and process innovation within a multivariate analysis using the IAB establishment panel.
The empirical study shows that firms in manufacturing industry in East Germany are quite active in innovation activities in the year 2008. As regards the share of innovative firms there are no substantial differences between East and West Germany. The regression analysis shows that R&D is a significant determinant of innovation in East and West for all types of innovation. In East Germany, further education activities for employees also show a statistically significant impact on innovation. A major difference between East and West could be found for the firm size. In East Germany size has no significant impact on innovation while in West Germany size clearly matters. Different from West Germany, small firms (10 up to 49 employees) in the East have a significantly positive impact on product innovations in the sense of market novelties.
